PX项目落户昆明

五月四日，大约三千名昆明市民戴着口罩手举标语走向街头，抗议中石油50万吨的PX
项目落户昆明安宁。

当局出动了大批警察，但整个过程未见警民冲突。

由于中国的经济和汽车数量在高速增长，对能源的需求也与日俱增，现有的炼油设施已不能满足需求，在中小城市建石化厂的成本无论人工还是其他成本都远低于沿海地区。

地方政府为了提高政绩或GDP，也乐于引进这些项目，因此px也就如雨后春笋般地冒了出来。

此次事件反映了政府决策过程信息披露不及时以及民众对环保意识
的加强。

当局因该从此事件中认真反思。

On May 4, in Kunming, capital of Yunnan Province, about three thosand people wearing masks and holding banners took to the streets to protest against a 500,000 ton chemical facility, PX or Paraxylene, invested by CNPC and planned in Anning, a small city which is very close to to Kunming. Local government mobilized heavy police, but no clash was seen.
Chinese thriving economy and the booming number of vehicles need more energy. Existing pertrochemical facilities fail to lighten its high growth path. The labor and other costs in medium and small cities are substantially lower than that of coastal areas. Political achievement calculation or craving for GDP growth inspires local governments to introduce such facilities like mushrooms.
This incident mirrored authorities' lagging information disclosure and
people's increasingly intensified environmental awareness. Local government should make a good response to it.。
