CP区域安全规则
1.GENERAL
概述
Safety is a condition of employment and our priority for any task or activity. Our goal is Zero injury, Zero Health and Zero Environmental incidents. All CP area staff has the
responsibility of ensuring their personal safety, helping his/her colleagues perform task in a safe manner, and taking care of safety for any non-DSPC personnel having business with DSPC.
安全是雇用的一个条件,也是执行每项任务或进行任何活动的首要考虑因素。
我们的目标是零伤害、零健康和零环保事故。
CP区域全体员工有责任确保他们自身的安全,帮助同事安全地执行工作,关心所有和DSPC有业务往来的人员的安全。
This procedure provides safety guidelines for every individual person, who is staying, performing or having task in CP area. The specific safety
requirement for each task will be covered in related job procedures therein.
Any violation of, or any action attempting to violate the rules herein may
directly result in termination of employee labor contract or any service
contract.
本程序提供的安全准则适用于在CP区域逗留、操作或执行任务的每一位员工。
对于每一项操作任务的特别安全要求将在相关的工作程序中有所规定。

For any situation not clearly stated herein or not covered herein, you should seek plant safety standards, S&OH office and/or CP management. A sound, safe judgement is always a must at all times.

2.DESCRIPTION

2.1.Everyone staying or working in CP area shall follow all DSPC Plant
safety rules and standards stated in SHE MANUAL, such as LTCT,
Line Break, Interlock Bypass, Confined Space Entry, Barricade, Ladder
and etc.
在CP区域逗留或工作的每个人要遵守DSPC工厂安全守则和安卫环保手册
上规定的标准,如LTCT、管线断开、联锁旁通、受限制空间的进入、围
栏、梯子等。
2.2.CP employees should follow all the safety statements in the related
procedures when conducting operations task. Supervisor should be
immediately contacted if there is any safety issue not covered in the
procedure or any item therein not fully understood.
CP员工在执行操作任务时,要遵守相关程序内提及的所有安全规定。

2.3.Everyone, who is in CP area, including the contractors and visitors,
should have required basic PPE on at all times except in the DCS
room, office, office corridor, bathrooms and break rooms
在CP区域的每一个人,包括承包商和参观者一定要随时穿戴好基本要求的
PPE,除DCS控制室、办公室、办公室通道、洗手间和休息室。
2.4.All contractors working in CP area must be safety orientated per
S&OH procedure, must have Work Permit approved and posted in
the working area before starting any contracted service.
在CP区域内工作的所有承包商必须经安全培训,按安卫部程序所规定的,
必须有工作许可证,并在进行合同服务前,将其张贴在工作区域。
2.5.Only after the required permit being filled out and approved by Area
Supervisor or his designatee, can any HOT JOB, including cutting,
grinding and welding, be performed in CP area or on any equipment,
or piping owned by CP.

或CP拥有的任何设备或管线上进行任何热工作,包括切割、抛磨和焊

2.6.All CP staff, including technicians and supervisions, have the
responsibility of assisting, guiding, monitoring, correcting, reporting
and managing the contractor safety performance at any time and in
any place.
所有CP员工包括技工和主管都有责任随时随地帮助、指导、监督、纠正、
报告和管理承包商的安全表现。
2.7.When conducting an operation, maintenance or contracted task in
CP area, the specified PPE, including but not being limited to
hardhat, safety glasses and gloves are always required. When a task
involves opening or breaking equipment or a system where the
normal operating temperature is above 60 degree, full hotsuit is
required. Stand-by person with full hotsuit available is required.
当在CP区域进行操作、维护或合同承包的任务时,要求时刻穿戴特定的
PPE,包括但不局限于所要求安全帽、安全眼镜和手套。

2.8.Long sleeve working suit with the sleeve buttoned and splash proof
goggles are required whenever operating any valve on the system.
任何时候在系统上操作阀门时,都要求穿长袖工作服和戴防溅护目镜。
2.9.Full drums of hot material must be barricaded and allowed to cool
for 24hrs prior to removal.
装满热物料的废料桶必须进行围离,并且要冷却24小时后方可搬动。
2.10.Static ground wires shall be attached to any metal container being
emptied or filled with liquids other than water.
在倒空或灌装除水之外的液体时,金属容器上必须接有防静电接地线。

2.11.All containers shall be identified as to contents.
所有容器应标有其内容物。
2.12.All containers weighing 40kg or more shall be moved with truck or
lifted by two men.
所有等于或超过40kg的容器要用叉车或由两人搬运。

3.Rubber hoses will not be used to connect a hot system with a cold
system or to drain hot liquids from any system.

2.14.After coupling quick disconnect coupling, pull on hose to insure that
a proper connection is made before releasing hose.
当连接好快拆接口后,在放开软管前,应试拉软管以确保正确牢固。
2.15.Should not use a persuader to open and/or close, if it becomes a
necessary, it will be limited to one man, one persuader, using normal
effort. No extension of any kind will be used with persuader.
不能用管子钳来打开和/或关闭阀门,若确有必要,仅限于一人一管子钳,
用正常作用力。
在使用管子钳时,不能使用任何其它附加方式。
2.16.All pipe lines, valves, and nozzles shall be isolated from the
atmosphere by a blank, pipe cap, or plug when not being used.
当不在操作使用时,所有管线、阀门、和喷嘴应用盲板、管帽、或塞子使其
和大气隔开。
2.17.Check safety showers and eye wash stations to be operable and
record on patrol sheet every shift. Notify maintenance if not
operable.
每个班要检查安全淋浴洗眼站的可操作性,并记录在巡查表上。

2.18.All emergency ladder safety chains shall be up at all times except
when person is entering or leaving ladder.

2.19.Equipment platform ladder safety chains shall be and will be hooked
only when someone is working on the platform.

2.20.Smoking is permitted in designated areas only.

2.21.Ear protection is required for entry into designated high noise area
such as CP 3rd floor and TPA blower room.

2.22.Wrist watches, bracelets, necklaces, rings, earrings and loose
clothing must not be worn while working around moving machinery.
在移动机器边工作时,禁止穿戴手表、手镯、项链、戒指、耳环和宽松服

3.When sitting on stools or chairs, all four feet of stool or chairs must
be on the floor.

2.24.Only authorized personnel using proper PPE will operate motor
control switches.

2.25.Never spray any liquids or cleaning agents directly on electrical
equipment, automatic controllers or drive panels.

2.26.All CP staff has the responsibility to check, find and report any
damaged or broken equipment, and should not use, or attempt to
use any broken equipment. Any damaged/broken equipment shall
be taken out of service or barricaded and tagged with DO NOT
OPERATE tags.

2.27.Never operate equipment that does not belong to CP area or not
related to your specific assignment or not being properly trained
without proper authorization by related line supervisor.

训并无主管授权的设备。
2.28.Any waste liquid or material shall be handled per the specific plant
procedure.
任何废液或废物料要根据全厂特定程序进行处理。
