摘要:自十八届三中全会,开放单独家庭可以生育两个孩子,到十八届五中全会上“全面放开二胎”政策的实施,“二胎”已经成为一个社会热点。但是与之而来的还有一系列的问题,要不要生,如何解决生育二胎之后家庭格局的变化和家长关注中心的改变引发的新的矛盾,是社会尤其是家庭教育当中所面临的一个新的课题。如何应对这个政策带来的诸多改变与挑战,也是目前所有准备要和已经有二胎的家庭亟需面对和解决的问题。

一“二胎时代”出现的背景
不同时代的家庭教育总是深深地印上那个时代的烙印。1980年的五届人大三次会议上确立了20世纪末将中国人口控制在12亿之内的奋斗目标,提出“一个家庭只可生育一个孩子”,在这之后30多年的时间里,中国人都在这一生育政策的指导下,严格贯彻着国家要求。据国家公布的数据,目前我国独生子女的数量已突破一亿。2015年的十八届五中全会上,作出“全面实施一对夫妇可生育两个孩子”的重要决策,我国人口政策作出重大调整。分析这一新政策出现的背景,我们可以从以下几个方面来进行解读。第一,背景。据统计,到本世纪中期,中国将有近5亿人口超过60岁,这一数字届时将超过美国人口的总数,我国的人口老龄化问题引人深思。而对于一个国家来说,人口老龄化带来的危机与挑战也是非常巨大的,劳动力供给不足成本增加,经济发展速度被动放缓,工作机会减少导致国家税收不足、养老问题难以解决等等都是人口老龄化容易引发的问题。第二,经济背景。根据中国社会科学院2015年发布的《经济蓝皮书:2015年中国经济形势分析与预测》,目前中国的总生育率只有1.4,远低于人口更替的平衡水平2.1,已经非常接近国际上公认的1.3的“低生育陷阱”,而人口是一个国家竞争力的基本要素,没有人口优势给经济发展带来丰厚的人口红利,国家的国际竞争力就少了一枚盾牌。一旦人口增长后劲不足,很容易造成经济发展的速度减慢,不论是对社会的发展,对市场的运行,对国家的创新都容易造成巨大的影响和破坏。第三,

等[2]。在临床上更多见的是,再生育者常于第1次分娩后的多次受孕,均接受人工终止妊娠术终止妊娠,故存在多次宫腔操作导致的内膜损伤、子宫内膜炎,随着其年龄增长,可能合并子宫内膜息肉或黏膜下肌瘤、子宫腺肌病等,这些均会导致胚胎着床失败和流产。高龄准备生育第2胎夫妻先尝试自然受孕,若1年内仍未妊娠,则应考虑采用辅助生殖技术助孕。建议对40岁以上女性在采取备孕措施时,应首先进行生育能力评估检查,根据评估结果决定是否采取辅助生殖技术,以免耽误时间;若第1胎为经辅助生殖技术才受孕者,则第2胎应首选辅助生殖技术。
