考试背景

2.考试目的中国民航飞行人员英语能力测试系统(以下简称PEPEC),是中国民航局飞行标准司在施行多年的中国民航飞行人员英语陆空通话测试和民航专业英语测试的经验基础上,并严格按照国际民航组织《标准和建议措施》、附件一和《国际民航组织语言能力要求实施手册》(Doc.9835)要求,研制并开发的一套专门用途英语考试系统,旨在评估中国民航飞行人员英语听力及口语会话能力。
测试结果以等级形式体现被测试人运用语言的熟练程度和能力。
3.考试性质PEPEC是一项基于网络和计算机的航空英语能力考试,在系统设计上必须满足语言测试理论对英语水平考试的质量要求,是一项“标准关联参照测试”,其依据是国际民航组织公布的语言能力考试评分量表。
根据国际民航组织要求,英语能力体现在发音、结构、词汇、流畅程度、理解能力和应对能力等六个方面。
4.组织实施PEPEC是由中国民航局飞行标准司主管的一项全国性的民航飞行人员英语水平考试。
民航地区管理局考试主管监察员负责本辖区内每个考试点的考试和评分的监督管理工作。
考试的具体申请办法、考试组织、考试评分及成绩单的打印、发放等相关事宜,参见民航局咨询通告《飞行人员英语等级测试考试点要求》(AC-61FS-2008-15)。
5.考试对象所有具备一定英语语言基础的民航飞行人员、飞行学员和其他相关专业人员可以申请参加考试。
6.考试特点PEPEC的测试结构、测试形式及评分方式等符合国际民航组织语言测试文件和标准与建议措施中的相关要求和规定。
PEPEC测试满足《国际民航组织语言能力要求实施手册》(Doc.9835)中的标准,具有以下特点:1)PEPEC考试系统、题型结构和评分程序按照ICAO语言能力测试要求而设计;2)PEPEC试题来源于航空院校、语言培训机构和航空公司,并经过民航局专家组审定;3)PEPEC考试以航空相关主题及情景为基础,进行计算机考试、录音并由获得民航局资质的评分员评级;4)PEPEC考试由计算机考试和以计算机为媒介的、半直接的面对面口语水平测试两部分组成;5)通过被测试人在考试中的语音回答对其进行英语听力和口语的能力评估;6)在模拟无线电通讯的情景中既评估被测试人应用标准无线电通话术语的能力,又评估航空英语的应用能力;7)评分标准采用ICAO评定标准表,语言能力评估以发音、结构、词汇、流畅程度、理解能力和语言应对能力等六方面标准为根据,被测试人的英语能力从最高的6级到最低的1级,共以6个等级评估;8)PEPEC测试评估被测试人的英语听说能力,而不评估其阅读、写作技能;9)被测试人英语水平由多个评分员评定,充分体现考试结果的公平性和可信性;10)民航局专家组通过对考试结果的数据分析,严格监控PEPEC 测试的信度和效度;11)考试成绩评定及报告程序由局方控制,以便保证考试系统的安全性和考试质量;12)面试考试员和评分员经过专业培训,并具备民航局认证的资格。
二、PEPEC考试内容1.考试结构PEPEC考试分为工作级和专家级两个等级。
民航局已在“飞行人员执照及考试网”(即)公布考试模拟题,供被测试人进行考前模拟练习。
不同等级的测试题型、测试内容、答题说明以及各部分所占分值比例如下表所示:注1:听力理解测试是单独的测试模块,对听力能力进行测试。
如果正确率低于系统设定分值,将中止被测试人考试。
注2:语句复诵采取人工评分、系统统分的方法,对口语和听力能力进行测试。
该部分测试也是单独的测试模块。
如果系统换算的所得分数低于设定值,将中止被测试人后续考试评分。
2.题型分解PEPEC考试各部分所考核内容、题型和答题方式如下:1)听力理解听力理解部分测试被测试人获取口头信息的能力。
录音材料语速为每分钟100-120词。
该部分以选择题的形式进行测试。
被测试人直接在电脑上从四个选项中选择一个正确答案。
听力部分成绩由计算机系统判分,考试时间约15分钟。
听力理解部分考试内容包括以下四部分题型:十秒陆空通话:该部分由五道题构成,主要内容是飞行员与管制员的情景通话。
采用选择题的形式进行考核。
每道题均朗读一遍,每个问题后留有16秒钟的答题时间。
十秒专业英语:该部分由五道题构成,包括与飞行专业相关的陈述和对话,采用选择题的形式进行考核。
每道题均朗读一遍每个问题后留有16秒钟的答题时间。
二十秒陆空通话:该部分由五道题构成,主要内容是飞行员与管制员在复杂情况下的情景通话。
采用选择题的形式进行考核。
每道题均朗读一遍,每个问题后留有20秒的答题时间。
二十秒专业英语:该部分由五道题构成,包括与飞行专业相关的较长时间对话和陈述,采用选择题的形式进行考核。
每道题均朗读一遍,每个问题后留有20秒钟的答题时间。
2)语句复诵语句复诵部分主要测试被测试人对正常和非正常情况下无线电陆空通话用语的正确听读能力。
该部分测试需要被测试人重复所听内容并进行录音。
录音材料语速约为每分钟100-120词。
该部分以被测试人直接重复所听内容并录音的形式进行测试。
被测试人的成绩由评分员判分后系统根据设定值得出最后的分数。
考试时间约15分钟。
该部分答题方式及题型结构如下所述:语句复诵部分一共有20个短句,内容包括正常和非正常情况下的无线电陆空通话用语,每句音频长约2秒至30秒不等。
录音材料每句播放一遍,听完录音后被测试人听到“嘀音”提示后开始口头重复该句,电脑自动录音。
每个问题根据所听句子的长短分别有5秒、15秒和30秒钟的回答时间,如被测试人完成复诵后可自行点击“下一题”,直接进入下一个句子的测试;如被测试人的重复时间超过给定的回答时间,则系统自动跳转到下一题。
该部分成绩由评分员根据标准答案分别从语句复诵的“正确”、“部分正确”和“错误”等三个选项中进行判分。
考试时间约15分钟。
3)模拟情景对话模拟情景对话主要测试被测试人在与空中交通管制员进行正常及非正常陆空通话时是否能够熟练使用ICAO规定的标准术语及程序进行通话,考查被测试人在模拟的实际工作环境中运用语言的综合能力。
该部分由15至20个对话组成。
模拟情景以民航局公布的航图和航空公司呼号(该部分内容已公布在网站)为背景进行设置。
该部分考试开始前,在被测试人电脑屏幕上显示与考试情景发生的相关背景信息,电脑播放管制员指令和画外音,被测试人参照电脑屏幕上的画面,以飞行员角色进行模拟情景对话,有30秒钟的回答时间。
被测试人回答完毕后可以自行点击结束按钮,进入到下一个对话;如回答时间超过30秒钟,系统自动跳转到下一句。
被测试人的口头回答由电脑自动录音,其成绩由评分员根据标准答案并从语言的发音、结构、词汇、流畅程度、理解能力等五个方面,对被测试人的英语能力从最高的6级到最低的1级进行评估。
分值比例工作级占50%,专家级占40%,考试时间约15分钟。
4)故事复述(只限定专家级测试)故事复述题考查被测试人的航空英语听力理解能力及口语表达能力。
该部分录音材料是一段与航空专业相关的短文故事,短文时长约60-100秒钟,语速约为每分钟100-120词。
录音短文播放两遍,两遍之间有10秒钟间隔。
被测试人听完录音后,有300秒钟的时间思考并口头复述短文内容,300秒钟后系统自动跳入下一题。
被测试人需点击“开始录音”按钮后,开始复述,复述结束后可以点击“结束录音”按钮。
评分员根据被测试人的口语表达能力,按照ICAO对语言能力的具体要求,从语言的发音、结构、词汇、流畅程度、理解能力等五个方面,对被测试人的英语能力从最高的6级到最低的1级进行评估。
分值比例占20%,考试时间约10分钟。
5)口语能力面试(OPI)根据国际民航组织Doc.9835号文件要求,飞行人员语言能力测试必须包括口语能力测试。
PEPEC口语能力面试(Oral Proficiency Interview,即OPI)是一种基于计算机视频的、面试员与被测试人之间的半直接考试(即面试员与被测试人以电脑为媒介进行视频和发音连线,从而完成口语考试任务)。
OPI主要测试被测试人的英语听力理解能力和口语表达能力。
从语言的发音、结构、词汇、流畅程度、理解能力以及应对能力等六个方面,对被测试人的英语能力从最高的6级到最低的1级进行评估。
被测试人点击电脑屏幕上的“Start to interview”按钮,提出面试请求,面试员看到被测试人请求后,点击其屏幕上的“开始面试”按钮,实现双方的电脑音频和视频连线,正式进入考试状态。
完成面试后,被测试人点击其电脑屏幕下方的“Finish interview”按钮,结束考试。
OPI考试分为四个阶段,即准备阶段、等级初评阶段、等级评定阶段以及结束阶段。
OPI面试员根据不同测试阶段的测试要求,进行由浅入深的提问。

被测试人通过回答简单的日常英语问题,了解并适应面试员的语音语调,准备进入下一阶段的考试。
