根据《财政部国家发展改革委关于开展节能产品惠民工程的通知》（财建[2009]213号），《财政部国家发展改革委关于印发节能产品惠民工程高效电机推广实施细则的通知》（财建[2010]232号，以下简称《实施细则》）和《财政部国家发展改革委关于做好2011年高效点击推广工作的通知》（财建[2011]62号, 以下简称《通知》）文件，卖方已在推广目录中的高效低压三相异步电动机符合节能惠民财政补贴标准。根据《实施细则》及《高效节能产品推广财政补助资

金管理暂行办法》的相关规定，特拟定本协议：

三、买方承诺：Buyer promises:

买方为协议约定高效电机的最终使用者；

The buyer is the final user of the efficient motor as agreed in the agreement.

若买方不是协议约定高效电机的最终使用者，则以同样方式与使用者签订“节能惠民”的补偿约定，确保最终用户是财政补贴资金受益人。
