建议措施段的写法：

第一层：呼吁必须采取措施。

第二条路：公众教育路线

1公众应该提高/培养……方面的意识，从而使该问题收到应有的控制。

The general public should enhance/cultivate their awareness of ....so as to put the issue under control.

2应该发动公众运动来让人们意识到……

People should be educated to enhance/cultivate their awareness of this essential phenomenon.

第三条路：媒体宣传路线

1大众传媒应该发挥积极的角色，让整个社会都充分了解……的极端重要性。

Mass media shall play an active role in keeping the whole society well informed of sth.

第四条路：学校重视
