DSME, Songa rig dispute deepens
Norwegian rig contractor Songa Offshore says it is not responsible for losses incurred by Daewoo Shipbuilding and Marine Engineering during the construction of one of its rigs. Songa said Tuesday it had received $199 million in claims submissions from the Korean shipbuilder for costs related to the semisubmursible Category D Songa Equinox.
DSME asserts that inherent errors and omissions in the rig's design led to cost overruns and construction delays, but Songa says these claims are without substance.
"DSME is responsible for the delays and any attempt to recover cost overruns is of no merit due to the 'turn-key' nature of the construction contract," Songa said in a release.
The confrontation is part of a larger dispute surrounding four Category D rigs: Songa Equinox, Songa Endurance, Songa Encourage and Songa
Enabler. DSME launched arbitration proceedings in July.

Statoil to exit Alaska

Statoil has decided to exit Alaska, as the leases in the Chukchi Sea are “no longer considered competitive within its global portfolio”, the Norwegian state-owned player said on Tuesday.
The decision to drop its exploration portfolio in the area will mean leaving behind 16 Statoil-operated leases and its stake in 50 leases operated by ConocoPhillips.
The leases, awarded in the 2008 lease sale, expire in 2020.
Following the exit, Statoil will also close its office in Anchorage, it said.
"Since 2008 we have worked to progress our options in Alaska. Solid work has been carried out, but given the current outlook we could not support continued efforts to mature these opportunities," vice president for exploration Tim Dodson said.
“Our understanding of the challenges and opportunities has increased considerably over the last years. This gives Statoil a unique position and experience which the company will continue to apply going forward,” Dodson continued.
According to Dodson, “the studies, research and activities which have taken place in Alaska ... can be leverages in other opportunities in northern environments in the future”.
In October, the US cancelled two lease sales in the Beaufort and Chukchi seas off Alaska, citing a lack of interest in the play following Shell's decision to abandon its high-profile drilling campaign in the area.
The Department of the Interior (DoI) said at the time that it did not plan on hosting any further sales in the near future, as the industry’s interest in the two potential lease sales to be rolled out in 2016 and 2017 was nominal at best. 挪威国家石油公司退出阿拉斯加地区勘探业务

2020年前中国将继续填充战略石油储备
据道琼斯11月16日消息,巴克莱资本公司在一份报告中称,石油进口依存度不断上升以及有关能源安全的担忧可能意味着中国在2020年前都将继续填充其战略石油储备。
巴克莱资本还表示,中国可能想力争实现5.5亿桶甚至7.3亿桶的战略储备目标,相当于中国90天石油净进口量的储备能力。
BOURBON闲置31艘OSV
据悉,海工支援船(OSV)船东Bourbon Offshore表示,目前为止公司已经闲置了31艘OSV,仅在最后一个季度就有8艘深水OSV闲置。
Bourbon表示,将继续闲置没有预期作业合同的船舶,通过闲置船舶,最大限度降低运营成本、维持日租金、提高船舶利用率。
Bourbon透露,与上季度相比,第三季度调整后的收入下降了8.3%,日租金和利用率均普遍下跌。
按照现行的日租金,前三季度调整后的收入同比上升6.8%,收入11.03亿欧元(12.06亿美元)。

10月份全球在用钻机数环比大幅减少85部
贝克休斯公司(BHI)日前公布的最新统计数据显示,10月份国际在用钻机数环比减少了29部,从1140部减少到了1111部,比去年同期的1308部减少了197部。
统计数据显示,10月份国际海上在用钻机数环比增加了2部,从268部增加到了270部,但同比减少了56部。

统计数据还显示,10月份全球在用钻机数环比和同比分别大幅减少了85部和1571部。
外高桥造船1座自升式钻井平台延期交付
11月9日,Paragon Offshore在第三季度业绩报告中称,其全资子公司已与上海外高桥造船有限公司达成协议,推迟“Prospector 7”号自升式钻井平台的交付期。
Paragon Offshore表示,其子公司预计在2015年12月31日前完成“Prospector 7”号的技术验收,该钻井平台将在技术验收完成的12个月后正式交付。
按照协议内容,在正式交付前Paragon Offshore不需要向外高桥造船支付任何款项。

三星重工一艘钻井船遭撤单
海上钻井承包商Pacific Drilling已经撤销在三星重工建造的超深水钻井船“Pacific Zonda”号。
据悉,该钻井船建造合同取消,是因为三星重工未能按期交付新船。
“Pacific Zonda”号钻井船型号为Samsung Heavy Industries S12000,额定水深12000英尺,钻井深度40000英尺,入级ABS。
该钻井船已经按照合同支付预付款1.811亿美元,Pacific Drilling将要求三星重工退款。
2015年7月,Pacific Drilling已经将“Pacific Zonda”号钻井船安排至2015年第四季度交付,尽管该船原计划安排在2015年第三季度交付。

巴西国油将对一艘海上生活维护平台招标
据消息称,巴西国油目前正在计划对一艘海上生活维护平台进行招标,该平台将专门用于维护在Santos盆地盐下层油田作业的几艘新的FPSO,租期至少为一年,计划于2017年起作业。
巴西国油目前共有130个海上生产平台,其中12个位于Santos盆地,包括两艘小型FPSO“Cidade de Sao Vicente”和“Dynamic Producer”,目前正在盐下层油田进行探边测试。
根据巴西国油的计划,在2017年底前将有另外八艘FPSO投入盐下层油田的生产,其中四艘将在Lula油田作业,两艘在Buzios油田作业,另外两艘分别在Lapa油田和Libra油田作业。
巴西国油此次对海上生活维护平台招标就是为了填补该阶段FPSO平台维护的空隙。
今年八月份,Prosafe公司的半潜式生活维修平台Safe Eurus 刚刚获得了巴西国油为期三年的租约,合同金额1.64亿美元,日费率约为15万美元。
该平台型号为GustoMSC’s Ocean 500,动力定位系统为DP3,甲板面积1500平方米。

11月23日,外高桥造船为中国船舶(香港)航运租赁有限公司建造的第一座JU2000E型自升式钻井平台H1348项目按期出坞。
该平台总长70.36米,型宽76米,型深9.45米,设计吃水6.4米,桩腿长度166.98米,最大作业水深122米,最大钻井深度可达10,000米,入级ABS。
目前该平台已抵达既定锚地并顺利点插,后续将直接拖航至外高桥海工站桩,在临港码头进行最后的完工建造和调试阶段的全部工作。
各部门也将继续围绕“促节点、抢进度、降周期”的目标拼搏奋战。
Chinese builders on track

Most of the Chinese yards with orders for semi-submersible drilling rigs or floating production, storage and offloading vessel conversion projects are proceeding with contractual delivery schedules, writes Xu Yihe.
However, some are sitting on the fence while they wait for owners to secure charter agreements, or chase payment from owners to complete the units before delivery.
Four yards in China — Cosco, CIMC Raffles, Dalian Shipbuilding Industry Offshore (DSIC Offshore) and Offshore Oil Engineering Company (COOEC) are now building nine semisubs and four FPSO completion or conversion projects.
Only one is being built for China Oilfield Service Ltd (COSL), with most having been ordered by US, European and Brazilian owners.
In May this year, COOEC won a deal from Brazil’s state-owned Petrobras to complete two FPSOs for developing two pre-salt oilfields.
The contract commits COOEC to buildpart of the processing modules and handle integration and commissioning for two 300,000-dwt FPSOs, billed as the P-67 and P-70.
Meanwhile, work at Cosco Shipyard to convert the P-75 and P-77 FPSOs is being held up due to lack of payment from owner Petrobras. 中国船厂的大部分海工项目按时开展

First E&P seeks rig for development drilling off Nigeria

Lagos-based independent First E&P is in the market for a jack-up to carry out a major development drilling campaign off Nigeria, writes Iain Esau.
The company, which was established in 2010, aims to begin an 18-well programme in the third quarter of 2016.
Up for grabs is a two-year contract with a one-year extension option.
First E&P’s specific requirement is a jackup able to operate in waters depths of 60 to 200 feet, drill to 20,000 feet, with a draw works capacity of 2000 horsepower and a blowout preventer system equipped for pressures of up to 10,000 pounds per square inch.
Currently, the operator, on behalf of its joint venture with state-owned Nigerian National Petroleum Corporation, wants to have the rig on location in August 2016.
Pre-qualification responses are due by 4 December after which technical bid documents will be released.
First E&P did not identify where the rig will be needed, but it is thought to be in OMLs 83 and 85. Earlier this year, it completed the acquisition of Chevron’s 40% stakes in these two licences in shallow waters off Bayelsa State.
NNPC holds a 60% interest in both OMLs. OML 83 hosts the Anyala discovery, while Madu is the main discovery in OML 85.
In total, the two fields hold potential recoverable hydrocarbons of 340 million barrels of oil equivalent.
Oil production, initially from Anyala, is expected to reach 50,000 barrels per day with gas supplied to the domestic market. Under a $1 billion development, the fields are likely to be tapped by seven wellhead platforms feeding to a main processing platform or floating production, storage and offloading vessel.
However, the status of the procurement processes for these facilities is unclear.
Elsewhere in Nigeria, Chevron is on the prowl for a flotel to support activities on its Agbami FPSO next year.

Iranian Offshore Oil Company has issued a tender for the lease of a diving vessel for use at its oil and gas operations in the Persian Gulf.

NORWEGIAN state player Statoil has decided to abandon its exploration efforts in Alaska.
It follows in the footsteps of supermajor Shell, as oil companies seek to spend their money on more profitable ventures.
The company will exit 16 Statoil-operated leases and 50 leases operated by ConocoPhillips, all located in the Chukchi Sea. It will also close its two-person office in Anchorage.
The decision is a result of “recent exploration results in neighbouring leases”, Statoil said.
This summer, Shell found uncommercial indications of oil and gas in a Chukchi Sea wildcat, and in September announced its nine-year exploration effort in the area had come to an end. “Solid work has been carried out, but given the current outlook we could not support continued efforts to mature these opportunities,” Tim Dodson, executive vice president for exploration in Statoil, said.
Statoil will spend the coming weeks discussing how to best hand over the leases with the authorities, its partners and other players, a spokesman for the company said.
Statoil paid about $75 million for the leases, which were awarded in the 2008 lease sale and expire in 2020.
Some of the investment has been written down already, while the rest will be written down in the fourth-quarter accounts, according to the spokesman. 挪威国家石油公司放弃阿拉斯加勘探

SembCorp Marine and Marco Polo Marine in jack-up row

Singaporean companies SembCorp Marine and Marco Polo Marine have clashed over the latter’s decision to terminate a construction contract for a high-specification jack-up drilling rig due for delivery in late 2015.
The two parties entered into a US$214.3 million rig construction contract in February 2014. Marco Polo said its subsidiary MP Drilling had issued SembMarine subsidiary PPL Shipyard, the builder of the Pacific Class 400 design rig, with a notice of termination following PPL’s alleged failure to comply with certain of its material contractual obligations.
Marco Polo said cracks were found on all three legs of the new rig during two rounds of tests, and the company would not be taking delivery of the rig.
It will be seeking, among others, a refund from PPL of the initial amount of 10% of the contract price together with interest.
SembCorp Marine responded that PPL Shipyard disagrees with the allegations... “and will regard this as repudiatory breach of the contract, and
will terminate the contract and claim amounts due under the contract against MP Drilling and its guarantor Marco Polo Marine”.

Petrobras slips to a net loss in third quarter

Brazilian player hit by oil price slump and higher financing expenses — but result improves on same period a year ago Brazilian oil giant Petrobras slid to a net loss in the third quarter of 2015, hit by higher financing expenses and the sharp drop in oil prices.
The company lost 3.76 billion reais ($984.3 million) in the July to September period, although there was a little less red ink than in the same period a year ago, when the net loss was even higher at 5.34 billion reais.
Net revenues fell 7% to 82.24 billion reais, mainly due to lower oil prices and an 8% decrease in domestic demand for oil products such as gasoline and diesel, reflecting lower economic activity in Brazil. Lifting costs, excluding production taxes, were down 27% to $11.24 per barrel. Domestic output increased 1% to 2.136 million barrels per day of oil in the third quarter against the second quarter, thanks to the start-up of the Cidade de Itaguai floating production, storage and offloading vessel at the Iracema North pre-salt field.
According to Petrobras exploration and production director Solange Guedes, the Cidade de Itaguai produced 62,000 bpd in October from just two wells.
Gross production in the pre-salt province reached an all-time record of
901,000 bpd on 15 September.
Petrobras also posted a net profit of 2.1 billion reais in the first nine months of 2015, down 58% from the 5.01 billion reais recorded in the same period a year ago.
Investments from January to September fell 11% to 55.49 billion reais, despite higher upstream spending aimed at increasing oil and natural gas production.
“We are reducing investments in exploration, but increasing investments in production development activities,” Guedes added.
Net debt fell by 3% to $101.27 billion in September 2015 versus June 2015.
However, “the level of Petrobras’ indebtedness is very high. About 84.1% of the company’s debt is in foreign currency, but 72.9% of the company’s sales take place in Brazil. It is very complicated to manage a debt profile such as this,” Planner Corretora brokerage said in a report.
“There is no Harry Potter magic wand to solve the debt problem. We have to keep working,” said Petrobras financial director Ivan Monteiro.

US contractor teams up with COEEC at yard in southern China, targeting contracts in South China Sea, North Sea and Gulf of Mexico
US contractor Fluor is targeting new contracts for the fabrication facility in Zhuhai, southern China that it now operates in a joint venture with China’s Offshore Oil Engineering Company (COOEC).Senior company officials told Upstream that COOEC-Fluor Heavy Industries (CFHI) will soon announce
work for projects in the South China, North Sea and also, potentially, the Gulf
of Mexico.Fluor senior vice president and CFHI chairman Gerald Stone said the two partners have agreed to avoid competing for international jobs, adding that both are committed to finding work for the Zhuhai yard.The $999 million joint venture in which COOEC holds a 51% stake and Fluor the remaining 49% is expected to target orders for module assembly, fixed platform topsides, floating production, storage and offloading vessels, floating liquefied natural gas modules, subsea equipment and pipe fabrication.Located in a free trade zone on the south coast of the South China Sea, the yard covers 2.07 million square metres and is poised to be the one of the world’s biggest facilities
when steel fabrication capacity is increased to 400,000 tonnes per annum by 2019 from the current 100,000 tpa.The yard already features three slipways and four workshops and is currently fabricating a jacket for one of the four platforms destined for PTTEP’s Zawtika 1B gas field deve lopment off Myanmar.The Zhuhai facility is already equipped to accommodate the fabrication of modules weighing more than 50,000 tonnes.Stone said the yard could eventually be developed into a subsea manufacturing and offshore support base.Fluor is hoping its investment in Zhuhai could be another step in its integrated solutions strategy.“Doing this, we reduce interfaces and the
costs and risks associated with them and improve the schedules of projects,” said Fluor’s executive vice president for business dev elopment and strategy, Jose Bustamante. The two companies aim to exploit their respective strengths to create efficiencies throughout project cycles, while maintaining cost and schedule efficiencies by taking advantage of the region’s suppliers and vendors.Stone said the joint venture has laid out rules and regulations for 21 work streams covering engineering, operations and health, safety and environment.“We just want to make sure our process and tools are in place to achieve what we are going to do,” he s aid.CFHI general manager Tian Mingjie said the Zhuhai yard will follow the rules and practices applied by

公司几位高管告诉《上游报》,中海福陆重工有限公司(COOEC-Fluor Heavy Industries /CFHI)不久将宣布南中国海、北海可能还有墨西哥湾项目的工作。
福陆公司高级副总裁兼中海福陆重工董事长Gerald Stone说,这两家合作伙伴已同意避免互相竞争国际工作,他还说,两公司均致力于为珠海基地寻找工作。
该合资公司投资总额 9.99亿美元,海油工程占股 51%;福陆公司占股 49%。
合资公司的目标产品定位为:模块组装、固定平台上部模块、浮式生产储油卸油轮、浮式液化天然气模块,水下设备和管道制造。
该基地位于南中国海南岸的一个自由贸易区,占地207万平方米,到2019年其钢材加工能力将从当前的10万吨/年增至40万吨/年,届时将成为世界上最大的制造基地之一。
该基地已经有3个滑道、4个车间,目前在为PTTEP缅甸海上Zawtika 1B气田开发项目4座平台中的其中一座建造导管架。
珠海基地已经具备制造重超过5万吨模块的能力。
