西霞院反调节水库是黄河小浪底水利枢纽的配套工程,也是历次黄河治理规划的梯级开发项目之一。
工程位于小浪底坝址下游16公里处的黄河干流上。
工程开发目标以反调节为主,结合发电,兼顾供水、灌溉等综合利用。
概算总投资21.97亿元。
水库总库容1.62亿m3。
工程主要建筑物有土石坝、泄洪闸、排沙闸、河床式电站厂房、王庄引水闸、坝后灌溉引水闸及排沙洞等。
坝轴线总长3122m,其中混凝土坝段(泄洪、发电、引水)长513m;坝顶高程138.2m,最大坝高20.2m。
水电站为河床式厂房,设有4台单机容量为3.5万kw的轴流转浆式水轮发电机组,总装机容量14万kw,多年平均发电量5.83亿kW·h。
西霞院工程于2004年1月主体工程开工,2006年11月6日实现大河截流,2007年5月30日下闸蓄水,2007年6月18日首台机组并网发电,2008年1月主体工程建设全面完工。
通过西霞院工程的反调节作用,消除了小浪底水库下泄的不稳定流对黄河下游河道造成的不利影响,提高了小浪底水利枢纽的综合效益,为实现黄河水资源的科学配置和合理利用发挥了重要作用。
Xixiayuan Counter Regulating Reservoir is a counterpart project of the Xiaolangdi Multipurpose Dam Project, and also one of the cascade developments for managing the Yellow River. The dam site is on the mainstream of the Yellow River, about 16 km downstream
of Xiaolangdi dam site.
The first project objective is counter regulation, with consideration given to power generation, irrigation and water supply among other purposes. The total project cost is estimated at 2.197 billion RMB. The reservoir is designed to have a total storage capacity of 162 million m3.
Main structures of Xixiayuan Counter Regulating Reservoir Project are composed of a rockfill dam, flood gates, sediment gates, a block power plant, Wangzhuang Diversion Gate, irrigation gate behind the dam, and sediment tunnels beneath erection bay. The total dam axis is 3,122m in length, including 513m concrete sections (for flood release, power generation and water diversion). The dam crest is at El.138.2m, with a maximum height of 20.2m. The power station equipped with 4x35 MW Kaplan turbine generating units provides a long-term power output of 583GWH.
The milestones of construction include: commencement of main works in January 2004, start of river closure in November 2006, start of reservoir impoundment in May 2007, power generation connected to provincial grid of the first unit on June 18, 2007, total completion of main works in January 2008. Through counter regulation of Xixiayuan project, adverse impact of the Xiaolangdi reservoir's unsteady flow to the downstream river course of the
Yellow River is eliminated, hence Xiaolangdi project's comprehensive benefits are greatly increased. Since put into operation, Xixiayuan reservoir project had played an important role in scientifically distributing and rationally utilizing the water resources of the Yellow River.。
