摘要

20世纪大众媒体在世界范围内经历了网络化的历程,信息化,数字化和网络化的高度一体化的信息交流方式使人们明显感觉到这种新的方式带给我们的快捷与自由，开放与互动；但网络技术带给我们的种种优势的同时也让一些人违背了理性，利用网络技术牟取暴利,超越了法制的界限而给社会和个人带来极大危害。网络技术健康发展需要采取经济，社会，法律，伦理，文化等多种手段，比如改革不合理的国际政治经济秩序，建构具有适应性和灵活性的网络社会结构，发展具有人性化的新技术；建构和完善网络法律法规；建构具有现代网络精神的网络伦理，培养健康，全面的网络人格等等。

随着计算机网络技术的快速发展，网络安全日益成为人们关注的焦点。技术的进步给了人们以更大的信息支配能力，也要求人们更严格地控制自己的行为。要建立一个“干净”的互联网络，需要法律和技术上的不断完善，也需要网络中的每个人的自律和自重。因此,网络的未来应朝着个人与社会，个体与群体，个性与共性之间分散而有张力的互动形态发展，从而实现个人自由发发展与社会共合体健康发展的双重目标。

In the 20th century ,the mass media experienced the networked process in the worldwide, The highly integrated communication way of the information, digital and network makes people feel this new mode obviously which brought us the quick and free, open and interaction; But with the network technology bringing us various advantages ,it also make some people violate the rational. They exorbitance profits by using the network technology, which beyond the legal limits and brought great harm to the society and individual The healthy development of the network technology needs tinge economic, social, ethical, legal, and cultural and many other kinds of means. Such as reforming the irrational order of international political and economic, constructing the network society structure with flexibility and flexibility, developing new technology with the human; Constructing and making perfect of the network laws and regulations; Constructing network spirit with modern network ethic, developing healthy, comprehensive network personality etc.

With the rapid development of computer network technology, network security becoming the focus of attention increasingly. The advances of the technology gave with more information command, and also ask people controlling their behavior more strictly. To establish a "clean" Internet network, we need improving legal and technical, and also need everyone's self-discipline and self-respect in the network. Thus, the future of Internet should move to dispersed yet significant interactions between morphology development which between individual and society, individual and group, personality and commonness, so as to realize the dual goals of the freedom of the individual development and social health development.
