Current Situation of Global Information Technology
IT (Information Technology, referred to as IT) is based on microelectronic and optoelectronic technology, computer and communications technology as a support, information processing technology as the theme of general technical system, is a comprehensive technology. The combination of computer and communication technology marks the arrival of the digital information age.
Human communication has a very long history. As early as in ancient times, people exchange information through simple language, murals and other means. For thousands of years, people have been passing information to use language, icons, bells and drums, fireworks, bamboo, paper, books, etc., after the mid-19th century, with the invention of the telegraph and the telephone, discovery of electromagnetic waves, human communication field produced great changes in the fundamental. In 1946, Eckert and Moshi of the University of Pennsylvania developed the first electronic computer in the world. In order to solve the problem of resource sharing, a single computer quickly developed into computer networking, which can realize data communication and data sharing between computers. The late 1980s, as the rise of multimedia technology,the computer has the ability to deal with text, sound, images, video and various forms of
information, and is increasingly becoming the most important and indispensable tool for information processing.
Nowadays, the world is undergoing an important period of transition from the industrial to the information; the information technology has penetrated into all fields of national economy, and accelerates the process of the information technology. The development level of information technology in different countries is uneven. The World Economic Forum recently released "2015 Global Information Technology Report", the ICT development conditions and application results of the 143 economies were assessed. France in "Network Readiness Index" ranked twenty-fourth in the rankings.
The gaps between countries in terms of information and communications technology development and usageare continuing to expandin the world. Since 2012, the top 10% of the country's progress rate is two times after 10%. The digital divide between countries is widening. Developing countries and emerging countries are still facing greatchallengesin strengthening infrastructure, institutions and capacity-building. More than half of the world's population has a mobile phone, but only 39% of the population access to the Internet. Only 15% of Africa’s population is using the Internet; in all the world's Internet users, only 7% from Africa. If not improve the conditions of access to information technology as soon as possible, less developed countries will continue to lag behind in the new round of economic development, inter-country differences in the expansion of information technology governance of globalization is bound to bring enormous social barriers, concrete action must be taken as soon as possible to deal with this situation.
