一．简介

1 Introduction

世界粮食计划署（World Food Programme, WFP），简称粮食计划署，由联合国和联合国粮农组织(Food and Agriculture Organization of the United Nations, FAO)合办，是联合国内负责多边粮食援助的机构。1961年第16届联大和第11届粮农组织大会决定成立，起先是作为1项3年期实验方案，原定于1963年开始运作，但因1962年9月伊朗发生地震、10月泰国遭受飓风、刚刚独立的阿尔及利亚面临500万难民重新安置问题，各地均亟需粮食，世界粮食计划署便提前投入运作。它的总部设在意大利罗马。世界粮食计划署的宗旨是
