3.2 To promote the technical competitive ambition by Patent strategy The top assignees in Chinese patent database and in DII databases are almost same. The Germany wind motor patents applied in Chinese are mainly owned by Wobben. A (75) and Siemens Company. 59 United states' wind motor patents applied in China are owned by General Electric Company (GE).

Considering the counterintelligence, the wind power companies used some patent tactic: Using the different assignee names would confuse the competitors in patent collection and analyzing. In DII, wind motors patents of Mitsubishi Company applied by Mitsubishi Jukogyo KK(167),Mitsubishi Electric Corp(26), Mitsubishi Heavy Ind Ltd (18), Mitsubishi Denki KK(6). Patents of wind motors company Enercon is 0, since all patents' assignee and inventor are Wobben A.

Japanese wind motors patents applied in China are owned by more than 20 companies, including Mitsubishi heavy Co. (8), Shinko Electric Co.(5), Fuji Heavy Industry Co. (4).

3.1 To confirm technical competitive strategy based on domestic demand In European countries and Japan, oil, coal and natural gas resource are limited, but the wind power is abundant. They were active to promote wind power utilization in their domestic market in past decade. Then they occupy the international wind power market based on technical predominance eventually.

With patents, the companies began to set technical barriers to restrict their competitors. In March 2008, GE filed a complaint with the U.S. International Trade Commission against Mitsubishi Heavy Industries Ltd and said Mitsubishi's wind turbines infringed its patent on wind turbine technology. Meanwhile, GE's patent on variable speed control technology in North American is also a big barrier for Vestas Company who longs for USA market.

main wind energy competitors have common characters, mainly in four aspects: Confirm technical competitive strategy based on domestic demand, Promote the technical competitive ambition by Patent strategy, Enhance technical and market competence through mergers and acquisition and Realize technical competitive intention by joint research.

Denmark develops small scale wind power facilities for the domestic small companies based on their agricultural or marine transport demand. At the early stage, German chose to support Aero Industries to develop large-scaled wind turbines. Japanese wind industry's R&D is focus on its special climate and geography, and its wind power facilities are mainly produced by domestic In China, most wind power technology and facilities are imported or produced by joint ventures, so it is important to re-innovate the introduced technology.
