摘要

在当前国际金融危机面前，国内、外农产品市场萎缩，为增加农民收入，提高我国农产品竞争力显得尤为重要。本文从我国农产品竞争力的现状出发，分析了我国目前农产品存在的四大问题：一是农业结构中存在着种植业、生产规模、劳动力资源、生产者等方面的制约；二是受国家不完善的农业补贴政策、税费政策、薄弱的质量监管体系的限制；三是商品观念落后导致了农产品品质大众化、加工水平不高、配套产业滞后、信息掌握滞后等问题；四是存在着生产法律意识淡薄、知识产权保护不力的现象。据此，笔者提出了提升农产品竞争力的思路和对策，认为应从三大方面着手：第一，从提高产品质量，改善农业生产设施，增加科技含量，提高附加值，健全信息化体系，转变营销思路，大力发展农产品主导产业和特色产业，提升农产品加工企业竞争力；第二，从完善农产品结构提高附加值，合理利用多方资本，优化劳动力组合，确保农产品技术规程顺利实施，提高市场占有率，挖掘农产品潜在的竞争力；第三，从政策扶持到立法支持来拓展农产品的竞争力。

Abstract

Because of the financial crisis, the market of agricultural commodities has shrunk both home and abroad. To increase farmers’ income, it is especially important to improve the competitiveness of agricultural commodities in China. Based on the current situation of the competitiveness of agricultural commodities, this article analyses four problems existing in the present agricultural commodities: firstly, it is restricted by factors like planting industry, production scale, human recourses and producers restriction in agricultural structure; secondly, it is limited by the incomplete agricultural subsidy policy, taxation policy and weak quality supervision system; thirdly, the backward ideas on commodities lead to different problems, such as the generalization of the agricultural commodities’ qualification, low processing levels, the lag of supporting industry and the lag of mastery of information, etc.; fourthly, some phenomenon exist, such as lacking the law awareness of manufacturing and lacking the powerful protection of intellectual property. Therefore, some advice on improving the competitiveness of agricultural commodities is raised here, which contains three parts: firstly, to improve the product qualification and facilities, increase the quantity of science and technology as well as added value, perfect the information system, change the ideas on sales, significantly develop the leading industry of agricultural commodities and distinctive industries; secondly, to add value by perfecting the agricultural commodity structure, make reasonable use of different captain, organize labors optimally, make sure of the successful carrying out of technological regulations of agricultural commodities, increasing the occupation of the market and dig the potential competitiveness of agricultural commodities; thirdly, to expand the competitiveness by the supporting of policies and legislation.
