2002年,“李希光事件”——清华大学新闻学教授李希光,建议“中国人大应该禁止任何人网上匿名”。认为网络也应该严格的受到版权和知识产权的保护,“同时网上写东西要负法律责任。”“包括传统媒体,应该提倡用真名,不用笔名发表文章。...利用假名发表东西是对公众的不负责。”

从5月1日起,《杭州市计算机信息网络安全保护管理条例》将开始实施。《条例》规定,互联网信息服务提供者应该建立并落实安全保护制度和安全保护技术措施,“提供电子公告、网络游戏和其他即时通信服务的,具有用户注册信息和发布信息审核功能,并如实登记向其申请开设上述服务的用户的有效身份证明。”

“Hanzhou Computer Information Network Security and Protection Management Regulations” will be enacted from May, 1st. It states that the internet information provider should establish the system of security & protection and carry out the technical measures of security and protection. “When BBS, video game or other on-line services are provided, the information of the users will be registered and the information released will be examined & verified, and then the identity of the users applying the above mentioned services will be accordingly registered.”

根据《条例》解释,这意味着从5月1日起,杭州网民发帖、写博需要登记身份。听说网络要实行实名制后,网民们在网上纷纷发表看法,关于是否该实行网络实名制的辩论异常激烈。有支持者、有反对者,也有无所谓者。

正方:防人身攻击防欺诈“保护网民权益”

Yes: preventing from being attracted and cheated, protecting netizens’ right.

反方:限制“自由空间”肯定削弱网络魅力

No: The “freedom” will be limited and the charm of the internet will be weakened.

The goverment of Hangzhou had allowed the netizens adroping the real name and ID card on the internet since May, 1st. Different people had different opinions. As every thing has two aspect, on one hand, this regulation could protect the right of people, nobody could attact others on the internet freely because the system could recgnize him. This regulation also can reduce the cheat and other crime behaviour, keep internet environment more safety. On the other hand, this regulation could limit the freedom, people could not say something freely.

According to the “Regulations”, all netizens must have real name over the internet. In my opinon, it isn't appropriate to carry out the Regulation right now in Hangzhou without considering the background of whole internet.

As we all know, internet is another fictitious world contrast to real society. Internet has its own game rules by itself. Nobody know whther the regulations from true world has effect to internet. The real personal information will be released to network once it couldn't protect netizens with real names.

I regard "real name system" should not only for the netizens but for all the Chinese people during their normal daily lives. In the advanced countries, they build their lives based on the "credibility". While some one lost his credibility he may lose a lot: job, chance, allowance and respect. But in China, why there are so many cheatings? Why the pirated and faked goods can not be banned from the root? Why it is so hard to buy a hometown return ticket during a festival? In my opinion, they are all caused by "less of credibility". In the way of building a national' s credibility, we need to put much more effort.

One unique and attractive characteristic of internet is its freedom: one can freely speak out his opinions and comments, even on very sensitive issues and in a quite aggressive way, which may not be allowed or encouraged in the real world life. Where does this freedom come from? It’s the anonymity, the nature of internet. One can sit in any corner of the world, register an alphabet consisting id, and then say what you want, without any concern that someone may know you. Such freedom encourages more and more people participate into the virtual communities on the internet and gradually gave the birth to the culture of internet, blog, BBS and various type s of online services enrich people’s daily life a lot. However, freedom also hurts when it is overwhelming: immoral people could utilize internet to spread rumors, publish un-verified and fake commercial advertisement, and even commit cheating crimes which could damage others’ property and life.

While we are all clear about the benefits of internet freedom and potential negative effects if someone misuse the freedom, we should not go to either of extremes: totally free or totally restricted. It is well known that responsibility is naturally associated with freedom, and anonymity right now does not force any responsibility on netizens, therefore I think it’s reasonable and important to regulate internet in a proper way. Registration with real name will somehow affect the enthusiasm of netizens in the current stages, but in the long run such operation can provide a very good basis for any laws to be issued for the internet, which will further facilitate the development of internet. Government should also clarify the privacy information are well protected in general, and can only be accessed by specialized department when someone break the laws.
