据中国劳动力市场信息监测中心的最新数据显示,全国劳动力就业形式依然是供大于求。特别是金融危机发生以来,这一差距更是拉大;再加上国家现在对城乡剩余劳动力职业技能培训的支持和对学生职业技术教育的扶持,使得待业人群逐步扩大。然而,在此形式下,依然有很多企业会出现招工难甚至是招不到工的现象,大部分企业也没有更多的精力去开展人力资源开发,此时不得不依靠中介的帮助。这样,人力资源中介的作用也就凸显出来了。
二、行业现状
人力资源中介服务业是保证现代市场经济特别是劳动力市场能够平稳高效运转的支持系统之一,它随着市场经济的发展而产生,反过来又对市场经济的发展起到了巨大的促进作用。随着劳动力市场的不断完善,人力资源中介服务业的地位和作用日益凸现,特别是在促进社会就业方面,起到了积极的推进作用。自改革开放以来,人力资源中介服务业取得了长足发展,在促进劳动力市场经济发展、促进劳动力就业、缓解社会就业矛盾等方面发挥了重要作用。
从总体上看,我国的人力资源中介服务业仍处于起步阶段,从长远看,整个行业还有很大发展空间。而且,随着经济回暖后,企业对劳动力的需求也会逐步扩大,人力资源中介行业必将迎来一个新的发展阶段。我公司此时进入人力资源中介行业,应该是一个较好的时机;当然,所面临的竞争必然是激烈的,这就要求我们必须以准确的市场定位、创新的业务模式、高明的营销策略、规范的内部管理来应对未来的竞争。
三、选址与挂牌
(一)要开办一家人力资源市场(职业介绍中介机构),必须首先取得劳动行政部门的许可;而要取得许可,又必须要有固定的场所。选定一个好的地段开办人力资源市场,是有利于经营和开展业务的首要条件。
公司选址应当充分考虑以下几个因素:
1、能为客户(用人单位和求职者)提供交通便利;
2、人流量相对较大;
3、地段商业相对繁荣;
4、地段场地租赁费用适中;
5、所处地段周边同行经营者较少,能减少直接竞争压力;
6、所处地段周边制造工业发达且相对集中;
7、地段治安环境较好;
8、其它有利于公司经营的因素(劳务工流动量、招商引资政策等)。
(二)根据职业中介机构相关管理规定,新开办的民办经营性职业中介机构合法经营一年之后才符合相关条件的,可以申请挂“×××人力资源有限公司”的牌。考虑到公司以后的形象推广,可以先挂“×××职业介绍服务有限公司”或“×××职业中介服务有限公司”的牌。
建议注册一个更加符合自身品牌形象及品位的商号名称,比如“邦杰”,“卓威”。

(一)市场调查
1、同业竞争调查
通过对周边同行业的分布、市场占有率、盈利水平预测等调查,了解判断公司将要遭遇的同业竞争形势,需要查阅相关资料,有必要时可以进行实地考察。特别是主要竞争对手的情况,要做到心中有数。“知己知彼,方能百战百胜!”
