摘要：自古以来，行政文化都是一个国家发展的最基本的要求，它是指在行政实践活动基础上所形成的，直接反映行政活动与行政关系的心理现象、道德现象和精神活动状态，其核心为行政价值取向，是行政过程在社会成员心理反映上的积淀，也是人从政得来的关于行政心理、行为、道德、思想等观念的总成，它是一种多层次的、复合的文化，它的形成受到多方面因素的影响，如历史条件、社会制度、文化背景、传统习惯等。中国是一个有数千年文明的古国，在数千年历史和文化的传承与积淀下，已经形成了相对来说比较系统的行政文化。我们知道，了解传统的行政文化对构建现代行政文化是十分有必要的，而且在这里还要求我们正确认识和科学的对待中国的行政文化，取其精华、去其糟粕，吸收有利于现代行政文化发展的文化部分。本文是基于我国的行政文化的基础上，对中国传统行政文化与现代行政文化的特征作出初步的分析，然后从特征中找到它们之间的冲突再进行系统的分析与研究，进一步通过分析发现两者既相互渗透，又相互矛盾。了解他们之间的特征以及冲突，有助于我们更好地对我国的行政文化作出进一步的指导，为未来的发展指明方向。当然，也只有这样，我们才能推动当代行政系统的长足发展。

China characteristics of traditional and modern administrative culture and conflict

Abstract:Since ancient times, the administrative culture is a national development the most basic requirement, it is formed on the basis of administrative practice, directly reflects the psychological phenomenon, the relationship between administrative activities and administrative moral phenomenon and spiritual activity, its core is the administrative value orientation, is the accumulation of the administrative process among social members psychological reflection last, assembly about administrative psychology, behavior, moral, ideological and political concept of people e, it is a multi-level, culture, its formation is influenced by many factors, such as historical conditions, social system, cultural background, traditional customs and so. Chinese is a civilization thousands of years of civilization, in the inheritance and the accumulation of culture and history of thousands of years, has formed a relatively systematic administrative culture. We know, understand the traditional administrative culture is very necessary for construction of modern administrative culture, but here we correctly understand and treat Chinese scientific administrative culture, takes its essence, goes to its dregs, absorption of culture to modern administrative culture development. This paper is based on China's administrative culture, make preliminary analysis of the characteristics of China traditional and modern administrative culture, and then from the features found in the conflict between them and then system analysis and research, through further analysis found that both mutual penetration, and contradictory. To understand the characteristics and the conflicts between them, helps us to better on our administrative culture to guide the further, indicates the direction for future development. Of course, only in this way, can we promote the rapid development of modern administrative system.
