教育部2007年颁发的《大学英语课程教学要求（试行）》，明确指出：大学英语的教学目标是培养学生的英语综合应用能力，特别是听说能力，使他们在今后学习、工作和社会交往中能用英语有效地进行交际，同时增强其自主学习能力，提高综合文化素养，以适应我国社会发展和国际交流的需要。

二、大学英语课堂教学中存在的问题近年来，随着大学生英语水平的不断提高，大学英语教学也取得了很大成绩，但与社会发展和需要相比仍有着一定距离，尤其是口语教学没有得到相应的重视。

掌握外语这一交际工具的最有效途径就是通过交际实践，当前大学英语教学在较大程度上仍偏重于语言基础知识和基本技能教学，并未真正培养学生掌握胜任复杂社会环境的语言运用能力，教师在课堂教学中较少强调对社会问题的关注，导致学生对社会、对世界的洞察力和思辨力明显缺乏，不足以对热点问题进行有条理有逻辑的阐述和分析，忽略了口语能力的培养。

即使在课堂上安排了口语教学内容，也只是停留在较浅的层次口语交流，久而久之，会造成学生对英语学习热情的缺乏。
