McFadyen. Reversed MSB and LSB in Figure 3-7 as per J. McFadyen. Re-design of qualifier, clarification of function code usage, added support of multi-fragment objects, changed terminology to match IEC definitions. Removed all references to TIMESYNCHRONIZATION in the Application Layer as this is a Data Link function.
