摘要

改革开放以来，我国从国情出发，借鉴国际上行之有效的经验，发挥市场、资源和劳动力的比较优势，积极对外招商引资，实现了国内经济与国际经济的互利互补，促进了我国总体经济实力的提高和外向型经济的健康发展。招商引资伴随市场经济的产生、兴起、发展，也逐渐被地方政府认识到是一条投资少、见效快的捷径，因而受到各地方政府的高度重视。国内外的经验表明，快速发展地方经济的有效措施之一就是招商引资。

我国改革开放以来，积极实施对外招商引资政策，外来资本对我国各地经济发展起到了重要的作用，主要体现在弥补建设资金不足、促进经济增长、增加就业、优化投资环境、提高服务效率等许多方面。然而，长期以来，我国地方政府在招商引资中一直处在主角的地位。地方政府招商引资尽管有一定的历史合理性并产生了一些积极作用，但同时导致我们在经济上、政治上和社会等方面出现了许多严重弊端。在市场经济逐步完善、社会发育程度逐步提高的背景下，地方政府在招商引资中的对策重新定位变得越来越具有迫切性。正是基于这个考虑，本人选取了“地方政府招商引资对策研究”作为毕业论文研究的课题。

论文写作中主要采取历史和现实相结合、经济理论和实践活动相结合等方式，从地方政府直接招商引资的角度，对地方政府在招商引资过程中的行为和存在的突出问题进行了研究和分析，并结合自己的工作实践提出一些改进和完善的对策。全文主要由五大部分组成，主要内容分别如下：第一部分绪论。论述了课题研究的背景和研究的目的和意义，以及国内外研究现状及发展趋势。第二部分国内外学者和领导人招商引资理论和思想。从国外学者关于招商引资的理论依据入手，分析西方学者招商引资理论对指导我国政府招商引资实践的合理性和局限性以及国内三代领导人在招商引资方面的理论论述和对中国发展经济的指导意义。第三部分我国招商引资行为分析。论文从我国经济发展的特定历史条件下，提出我国地方政府招商引资所具有的必然性和产生的积极效

果，具体从经济、政治和社会等方面分析由此所带来的一系列问题。第四部分招商引资的国际经验比较及对我国的启示。学习借鉴国外招商引资的经验对我国有着重要的意义，本文选取了美、日、印三个具有代表性的国家作为样本，对其招商引资作了比较分析，并得出一些对我国有益的经验启示。第五部分提出国内地方政府在推动招商引资中的对策及上海在新的历史条件下应采取的招商引资对策。

RESEARCH ON LOCAL AUTHORITIES' MEASURES IN

ATTRACTING INVESTMENT

ABSTRACT

Since reform and opening up, China, standing on the fundamental national conditions: comparative advantages of market, resources and labor, actively carried out the policy of in attracting foreign investment with learning from international experiences. Upon that China's overall economic strength achieved quit great progress and the domestic economy realized the mutual benefit and complementarity with international economy. At the same time China enhance the healthy development of the export-oriented economy. With the beginning and developing of market economy, local governments have been gradually recognized that inviting outside investment is quick shortcut to develop in China, so attracting investment is becoming more and more important project for the local governments’ work.

From the year of reform and opening up in China actively policy of attracting foreign investment has been implemented and foreign capitals has played an important role to China's economic development, mainly reflecting in the provisions of funds, increasing investment efficiency, expanding

employment, improving the capability of developing advanced technology, upgrading the industrial structure, expanding exports and improving the structure of export commodities and many other aspects. However, for a long time, local governments have been in the protagonist's position in inviting outside investments. Although the local governments’ measures in attracting investment has certain rationality and also has some positive role, it brings us some serious drawback in the economic, political and social aspects. Along with the market economic system and social system being gradually perfect it becomes increasingly urgent to redefine the local authorities’ countermeasures in attracting investment. It is based on this, I select the "research on Local Authorities' Measure in Attracting Investment" as the research topic of this thesis.

Through the way of historical and realistic, academic and practical, the behavior of local governments’ in attracting investments and the problems in this process, and puts forward some advices to improve and perfect. The thesis is composed by five parts: the first part is exordium. This part is mainly based on the background, the purpose and the significance of the study, as well as the status and development trends of domestic and international research. The second part is about theories and ideas of domestic and foreign scholars and leaders’ on investment. From the abroad scholar’s theories of investment analyzes rationality and limitation that the theory of Western scholars guide the behaviors of local governments’ attracting investment, and the theories of three
