关于《公务员录用体检通用标准(试行)》

的前瞻性研究

【摘要】目的通过对四川省省级机关公招录用的公务员体检结果的前瞻性研究,验证现行的人事部、卫生部关于《公务员录用体检通用标准(试行)》〔1〕(以下简称《标准》)的实用性和存在的缺陷,探讨更加规范、科学和可操作性的体检标准。方法以人事部、卫生部颁布的《标准》,随机对2005、2006、2007共3年的四川省省级机关公招录用的公务员共1687例进行健康体检,并对体检结果进行分析评估。结果按照《标准》执行,3年共检公务员1687例,结果合格人数1663人,合格率为98.58%。不合格24人,淘汰率1.42%。主要疾病有心脏病、糖尿病、肺结核、慢性乙型肝炎、淋病、高血压病、慢性肾炎、血液病、恶性肿瘤。结论《标准》基本能反映大部分入职公务员的健康状态,但由于体检项目的局限性,仍然有造成严重漏检的情况发生,个别标准过于严格,对部分考生又有失公允,因此,对实施了3年的《标准》应该在适当的时候进行重新论证,力求更加合理、科学、公正。

, try to discover a more standardized, scientific and practicable standard for physical-check. Method Based on the 《Standard》issued by Ministry of Personnel of the People’s Republic of China and Ministry of Health of the People’s Republic of China, We take 1687 cases at random among the public servants recruited by Provincial-level organs of Sichuan Province in 2005, 2006 and 2007 to carry through Health physical check. The results of physical-check have been analyzed and evaluated.Result Execute according to the《Standard》,1687 cases checked in total in three years, 1663 qualified, qualified rate: 98.58%; 24 disqualified, drop-out rate 1.42%.Main diseases are heart disease, diabetes, tuberculosis, chronic Hepatitis B. gonorrhea, hypertension, chronic nephritis, blood disease, malignant tumor. Conclusion The《Standard》can basically reflect the health condition of most recruited public servants. However, due to the limitation of physical check items, there are still some cases that might cause severe leak check, some specific standards are too strict and unfair to some candidates. Therefore, The《Standard》implemented for three years should be re-proved when appropriate, and should be made more reasonable, scientific, and fair.

由于国家需要建设高素质的公务员队伍,公务员录用采取公开考试、严格考察、平等竞争、择优录取的办法[2],使国家获得了具有高学历、高水平的有用人才。但是履行公务员职责必须具备一定的资格,其中包括必要的健康状况,可以说国家公务员的素质优劣直接影响着一个国家的政务水平。如何判断国家机关录用的人才的身体是健康的,必须进行健康体检。2005年国家人事部、卫生部共同出台《公务员录用通用体检标准(试行)》。我中心受四川省人事厅委托,对2005、2006、2007共3年四川省省级机关录用的公务员体检进行了前瞻性研究,以期验证《公务员录用体检通用标准(试行)》的实用价值,探索科学、合理、规范、操作性强的体检标准。
