This dependence makes it all the more astonishing that we have allowed rapid and often unwise human development to disrupt so many of the delicate systems that have functioned harmoniously for millennia. We are increasingly aware of the damage our species has wrought – the pollution, the dwindling resources, the species of flora and fauna forever gone, the rush towards tipping points that may alter the way our planet functions. The number of forcibly displaced people in the world continues to rise. There are now more than 45 million refugees and internally displaced people –the highest level in nearly 20 years. Last year alone, someone was forced to abandon their home every four seconds.世界上被强迫流离失所者的人数持续增加。

We have seen the continued devastating effect of armed conflict on civilian populations, leading to death, destruction and displacement. We have witnessed the unacceptable loss of thousands of lives of people in transit in the Mediterranean and elsewhere. And, to add insult to injury, we have witnessed the rise of populist movements that seek to alienate and expel migrants and refugees, and to blame them for various ills of society.这一年对难民和移民而言又是动荡的一年。

我们看到,武装冲突继续对平民造成灾难性影响,导致平民死亡、遭受破坏和流离失所。

早在年轻时期,潘基文就立志当一名外交官,而这一志向还部分归功于当时的美国总统约翰·F·肯尼迪。

学生篇18岁访美见到肯尼迪美联社报道说,在学生时期,潘基文有幸获得美国红十字会邀请,与被选上的其他国家学生前往美国接受时任总统肯尼迪的接见。

在一张记录下肯尼迪发表演讲的黑白照片中,当时只有18岁的潘基文和其他学生一样注目聆听,面露微笑。

We are here because the fight for a more prosperous, stable and equitable world is at the heart itself of the mission of the United Nations. Secretary-General’s Message on World Teachers Day

No education system is better than its teachers. Teachers are the custodians of learning; they impart knowledge, values and skills; at their best, they tap into the hopes and talents of young people and help them to grow into productive citizens.
We must also ensure that teachers are well prepared and well supported. Without qualified teachers, there is no quality education. Pre-service and in-service training are crucial, as are good working conditions, commensurate remuneration and adequate career development opportunities.

女士们,先生们,
Welcome to New York in this beautiful autumn season.
欢迎各位在这个美丽的秋季来到纽约。
And welcome to the opening of this 65th general debate.

然而,教师常常未能得到应有的认可和支持。世界教师日让我们意识到教师的繁重责任和面临的挑战,特别是在全球经济困难之时。我们不应该让教师和儿童承担危机的代价,我们必须保护教育系统免遭目前财政压力和预算紧缩之害。
我期待着在未来的一年与你密切合作……克服我们国际社会所面临的各种挑战。

We, the peoples of the United Nations, are bound by certain sacred duties and obligations.
One of the priorities of my new global initiative, Education First, is to recruit and train more teachers. The world needs about 2 million more teachers to achieve the Millennium Development Goal of universal primary education by 2015. The lack of teachers undermines not only the progress made in enrolling children in primary education, but also our efforts to improve school and learning environments.
本人新的全球倡议“教育优先”的重点之一是招聘和培训更多教师。世界需要再招聘约200万名教师,才能在2015年之前实现普及小学教育的千年发展目标。缺乏教师不仅影响小学录取儿童方面的进展,而且妨碍我们改善学校和学习环境的努力。
我们还必须确保教师能得到充分培训和良好支持。如果没有合格教师,就没有高质量教育。职前和在职的培训,与良好的工作条件、相称的报酬和充分的职业发展机会均是至关重要的。
Yet too often, teachers are not given the recognition and support they deserve. World Teachers Day reminds us of their heavy responsibilities as well as the challenges they face, particularly at a time of global economic difficulty. We should not let teachers and children pay the cost of the crisis; we must protect our education systems from current financial pressures and budgetary constraints.
Too many are caught in conflict, women and children are bearing the brunt.
太多的人陷入冲突,妇女和儿童则首当其冲。
And we see a new politics at work - a politics of polarization.
教师本身也有责任创造安全和有利于儿童茁壮成长的环境。他们还可以作为容忍、良好的公民意识和声援弱势群体的强有力模范,我希望大家均能拥护教师的这项作用。
值此世界教师日,我想赞扬世界各地数以百万计的教师,他们热情和熟练地致力于培养学生,他们对世界能产生深刻影响。我们应当认识到,对教师的投资,是我们努力建设强大的经济、具有凝聚力的社会和人人享有尊严和机会的未来的明智投资。
Teachers themselves have a responsibility to create safe and conducive environments for children to thrive. They can also serve as powerful models of tolerance, good citizenship and solidarity with the disadvantaged – a role I hope all will embrace.
