GENERAL REQUIREMENT:0.1 "First class offshore rig building practice" will be invited by vendor, all components will have proven reliability, and the redundancy of the equipment and systems will be carefully considered. Safety and efficiency of the construction and systems will be taken into account by vendor.0.2 It will be the vendor's responsibility to comply with all the below-mentioned Rules and Requirements and obtain all the certificates required as well as pay for all fees and charges in connection with Class, certificates and Regulatory Bodies approval for delivery of the equipments or materials. Such responsibility covers all documentation, calculations for design, purchase, fabrication, installation, inspection, FAT test etc. It is understood that anything not mentioned in this document, but required by the Rules and Regulations for complete packaged unit will be supplied by the vendor. The Rules and Regulations to be considered are those which are in force, or have been published, prior to the date of contract signing.0.3 In respect of equipment and materials: Equipment which satisfied the requirements specified or materials complying with recognized standard which are certified, approved or type-approved by:Notifiedbody- A- An accredited certifying body- A recognized classification society- Other public or private institution which is recognized by the Norwegian Maritime Directorate, or the administration of a country that has ratified the Safety of Life at Sea (SOLAS) Convention.1. Builder's Certificate.　National Certificate to be provided by the Buyers.　Test certificates of lifting appliances.　Certificate for helicopter deck, in accordance with Norwegian requirements.　MSC/Circ. 1045 The Maritime Safety Committee, at its seventy-fifth session (15 to 24 May 2002), approved Guidelines for Maintenance and Monitoring of On-Board Materials Containing AsbestosThe vessel shall be able to enter US port and comply with relevant rules in CFR33As a base for the contract price of the vessel, the rules valid on the date when the contract is signed / in force shall be applied for the Classification Society.For the National Authorities and Safety Convention rules keel laying date is applied. The vessel shall be delivered with all relevant certificates from the Class and Authorities withoutany remarks.All Authorities and Class certificates shall be delivered with the ship, placed in plastic pockets in a ring binder. A set of Photostat copies shall be delivered to the Buyers.Generally all certificates required by National Authorities and Classification Society, according to International Association of Classification Societies (IACS), to be delivered in 1 original + 2 copies.If any of the above mentioned certificates and or documents is not required by the Authorities or Class, these certificates / documents shall not be delivered.Registration letters, loadline and other official marks shall be fitted according to the rules.For all loose and fixed equipment, where certificates are required (test-certificate,calibration-certificate, Ex-certificate, etc), these certificates has shall be provided by the Vendor.All lifting equipment, including fixed attachment points, shall be marked and certified.2. LANGUAGEThe text in certificates/instructions/plans/drawings/manuals/signboards/Name plates and notices, etc. shall be in English.3. UNITSAll weights and dimensions are in metric units except where noted otherwise.4. MATERIAL AND STANDARDMaterials, machinery, equipment, appurtenance, outfit and workmanship to be of the first class international offshore construction standard and practice quality, tested, inspected and certificated as required by the Classification Society and Regulatory Bodies concerned.All materials and equipment installed in or delivered with the Unit will be new, unlessspecifically stated otherwise. The equipment will be of first class quality andconstructed in accordance with recognized international standards.Conflicts between this technical agreement and industry standards shall be broughtto COSCO’s attention in writing.All equipment furnished by manufacturer shall be free of these materials: asbestos, poly chlorinated biphenyls (PCBS), halogenated fluorocarbons.Equipment will be standardized to keep spares to a minimum. Spare parts forequipment will be available in major countries around the world.The vendor will provide specification and/ or data sheet and/ or sample if possiblefor bulk items, valves, gratings, bolts, primary/ secondary steel, piping, material etc.will be submitted for COSCO’s approval prior to purchase.5. SCOPE OF SUPPLYThe scope of supply to be shown in detail on the approval drawings. All components, equipment etc., shown on the approval drawings will be considered as maker's/vendor’s supply, unless otherwise specified. However, items which are not mentioned in this technical agreement, but required for the satisfactory operation of the machinery/equipment and/or system, or required by applicable Rules and Regulations shall be furnished and/or modified by the Seller without any additional cost.Necessary cable glands to be supplied for motors, starters, control panels, switchboards and switches etc. The size of the gland will be informed by Vendor as comments on approved drawings.6. SPARE PART, TOOL AND ACCESSORIESSpare parts for one year’s operations, tools and accessories to be furnished in accordance with the requirements and recommendation of DNV and the Regulatory Bodies concerned and the manufacturer's standard/recommendation approved by buyer.Three (3) year’s operations spare parts should be listed in detail included in the approval drawings and to be furnished in the manufacturer/vendor scope of supply. Loose part of equipment to be detailed in the scope of supply. All interface counter flanges and connection screws should be supplied by manufacturer, connection screws to be NPT type.Easy-damage parts also to be detail list in the approval drawing. For the scope of supply which not shown on the approval drawing but required by Class Rules or other rules mentioned in this appendix, maker should supply the equipment or system free of charge.The operation and maintenance manual should include necessary specified information: suitable diagrammatize and drawing with dimension for installation, operation, safety,maintenance, adjusting, wiring specification and parts list. The format and content of the manual to be comply with buyer’s requirement.Special tools for installation & maintenance & commissioning and commissioning spare parts to be furnished in the manufacture/vendor scope of supply.These spare parts and tools to be properly protected from corrosion and mechanical damage, and to be stored in box(es) separated operation from commissioning.Each spare parts and/or loose parts (assembled by shipvendor on shipboard) to be provided with labels detailed with part number or marks.7. CERTIFICATESCertificates (One (1) original and five (5) copies) shall be offered with delivery of the equipment by maker. The kind of the certificate such as product certificate or type approval certificate or Maker's certificate will be according to the requirement of Class or Authority.All explosion proof equipment will be delivered with an Ex-certificate of compliance, in accordance with requirements from Regulatory Bodies or in accordance with the ATEX directive 94/9/EC.8. WEIGHT AND CENTER OF GRAVITYThe maker shall detailed indicate the weight of equipment in the technical agreement, include loosing part. The weight of equipment delivered should less than the estimate weight in technical agreement +1%.A weight guarantee and a proper weight breakdown will be given before a contract issigned between COSCO and manufacture/vendor.For this project Weight Control, in Approval document, the manufacture must provide each item in the scope of supply weight and centre of gravity detail breakdown list, this weight and centre of gravity breakdown list must be continuouslyupdated and promptly provided to COSCO in the Working drawings、Final drawingsuntil to the equipments or systems completing Commissioning.Equipment weight and size is of critical importance to the overall design.Equipment will be of a minimum size and weight consistent with safety and efficiencyin meeting the overall design and operating requirements. Maker shall furnish, withthe tender, accurate estimates of weight for all equipment.The Contractor shall ensure that weight and center of gravity estimates for all items of equipment are submitted on the data sheet forms provided and regularly updated whenever changes occur. Any contingencies added by the Contractor must clearly be identified as such.Final weights shall always be weighed. Weighing of equipment shall be conducted with calibrated equipment, holding a current calibration certificate. The weight certificate must be supplied to COSCO with delivered equipments and systems together9. NOISE AND VIBRATIONMachinery / equipment and its component(s) to be low-noise & low-vibration type.The relevant resolutions of IMO and ISO related to noise and vibration to be complied with.Test records for the measurement of vibration and noise at maker’s workshop to be submitted to buyer.Vendors will offer the lowest guaranteed noise/vibration characteristics.The Vendor will supply designated equipment noise characteristic details and noise control hardware which can be fitted satisfactorily to that item without, in any significant manner, impairing its efficiency or reliabilitySelected equipment is inherently balanced and which thus generate lower magnitude forces.It will be the vendor's responsibility to carry out noise level calculations, and prove the effectiveness of any noise suppression measures proposed.The comfort-based vibration levels and vibration test procedures will comply with the criteria of the Classification Society or Regulatory Bodies. The reports should be submitted to COSCO within “as built” final documents.10. PAINTING AND COATINGMachinery, electrical equipment, fittings, valves, deck machinery, navigation equipment, furniture, etc., to be painted in accordance with the makers' standards unless otherwise specified. However, the painting color of finish to be confirmed by Owner and COSCO.11. PRESSURE GAUGEThree way root test cock for pressure gauge connected to equipment to be supplied by vendor.12. ACCEPTANCE TESTS12.1 Functional testsAll systems, machinery and equipment will, as far as practical, be tested prior to delivery.The Classification Society, Regulatory Bodies (if applicable), COSCO and Buyer representatives will be invited to witness tests and trials. The vendor will prepare a listof all equipment/system testing (test memo) which will indicate the areas where Class / Regulatory Body attendance is required.Basically, machinery and equipment will be tested at full load, where possible.Contractor will prepare Test Procedures for all installed equipment and systems.12.2 Factory Acceptance Test (FAT)The FAT will be performed by the vendor as per Class and Regulatory Body's requirements, manufacturer standard and for Buyer’s approval. FAT will be performed on all major as required by Buyer and COSCO and all essential equipment which the Classification Society and/or other applicable Regulatory Bodies demand certificates, performed and test certificates shall be issued at Builder/vendor’s expense.The FAT will include relevant pressure test, control measurements of dimensions and volumes, etc., material and welding tests, correct direction of rotation etc. and marking, tagging and documentation.Test documentation including red-lining, description of set-up, identifiable supplier’s software reference incl. date and revision, copy of supplier’s software used etc., willbe handed to COSCO in an orderly fashion, complying with the QA/QC system (example: ISO 9000&9001), by end of the test.The FAT will include test of all functions and equipment performance.The procedures for FAT will be submitted to COSCO, buyer and Class minimum four (4) weeks prior to the test, in order to obtain approval, The final approved procedureswill be available a minimum of 2 weeks before initiation of tests. Procedures will include acceptance criteria for each and every test, subtest, inspection and similar.The FAT approved documentation with possible comments will be within “as built” documents.13. NAME PLATE AND CAUTION PLATEMaterial to be of brass or polymath methacrylate in rooms and to be of stainless steel SUS316L on exposed spots.Naming and marking will be done according to the requirements of Regulatory Bodies and Classification Society.All valves will be marked with their individual number and in addition text, unless the service is obvious. Brass or stainless steel nameplates with black letters will be used.Colour-coding of all pipelines with arrows will be fitted throughout.All equipment to be identified and marked. All signs will be of international standard.The method of marking will be according to the COSCO’s and Buyer’s requirement in approval documents and drawings.Buyer’s tag number shall be added to name plate if required later.14. DRAWINGS, PLANS AND CALCULATIONSAll equipment and documentation such as drawings, specifications, purchase orders etc., instruction- manuals etc. to be identified and marked according to the buyer’s and COSCO numbering system.Documents will be issued by vendor in three steps: for approval, for working and “as built” final documents. (It will be the vendor's responsibility to get the Class’s approval, not in the scope of ship vendor approval)Step 1: drawings/documents for approval (detail content see following list)Within 15 working days after Contract, The Vendor should supply 10 sets of Vendor's specifications, drawings, instruction books, Technical manual, spare part catalogue, etc. to COSCO for approval. 1 CD-ROM and Tribon 3D model (if can) will be included.Approval requirementa) When modifications are required after plans are approved, Vendor shall submit therevised plans showing clearly, by color marking, revised part and reason etc.Any mistakes of approval on revised part by oversight because of no-marking are to be considered as Vendor's mistake, which shall be corrected at Vendor's own cost and responsibility.b) If such modification is very urgent on schedule, such modification may be communicated by facsimile or E-mail.c) Any items not being supplied by Vendor shall be clearly marked with block marks or dotted line for COSCO’s supply items, if those are necessary to show the schematic function or relation with Vendor's supply item. If any items are shown without above mark by error, mistake, and/or intention, those shall to be supplied by the Vendor at contract price.Step 2: drawings/documents for COSCO working (detail content see following list) Within 15 working days after approved documents received, 10 sets of working drawings, Installation & instruction books, Technical manual (only documents effecting with COSCO design works required) will be issued by vendor for COSCO can starting detail design. 1 CD-ROM and 3D model (if can) will be included.The procedure for Installation and Commissioning of equipments / system has to be provided and to be attached to working drawing.Step 3: “as built” final drawings/documents (detail content see following list) The Vendor should supply the “as built” final documents as the equipment package delivery date, detailed as:• Ten (10) PDF or AutoCAD etc electronic file of each "as-built” drawing/document. • Ten (10) sets (original) of each "as-built" plan, Ten (10) sets (original) of the "as- built" Specification, with Instruction Books, Technical & Operation Manuals, Spare Part Catalogue etc.All drawing/documents (approval, working, and final) mentioned above shall contain the following at least, but not limited to:Contents Dwg/Doc.
