The Mogao Caves which is also called Mogao Grottoes, also known as the Caves of the Thousand Buddhas (千佛洞), form a system of 492 temples 25 km southeast of the center of Dunhuang, an oasis(绿洲) strategically located at a religious and cultural crossroads on the Silk Road, in Gansu province, China.
The construction of the Mogao Caves near Dunhuang is generally taken to have begun sometime in the fourth century. According to a book written during the reign of Tang Empress Wu(武则天), Fokan Ji (佛龕記) by Li Junxiu (李 君修), a Buddhist monk named Lè Zūn (樂尊) had a vision of a thousand Buddhas bathed in golden light at the site in 366 CE, inspiring him to build a cave here. Members of the ruling family of Northern Wei and Northern Zhou constructed many caves here, and it flourished in the short-lived Sui Dynasty. By the Tang Dynasty, the number of caves had reached over a thousand.

窟前的建筑为九层楼,因其共有九层而得名,原为四层,晚唐 (874~879)年间建成五层,宋初(966年)重修,九层楼是1935年 建造,它攒尖高耸,檐牙错落,铁马叮咚,已成为莫高窟的标志之一。

洞窟编号第16-17号,16窟建于唐大中五年至咸通(851~867)间。 窟前倚崖统建三层木构窟檐,故俗称“三层楼”,为清光绪三十二 年(1906年)王道士主持修建,王道士于16窟甬道北侧发现藏经洞, 后编号为第17窟。因此三层楼也是为数不多的窟中窟。
