Status of implementation
1.背景&目的:
在经历过印尼海啸之后李连杰先生反思公益慈善的重要性,决定在中国设立一个旨在帮助灾后建设和困难群体的基金会,于是2007年4月李连杰先生与中国红十字总会合作创立了著名公益组织---壹基金,并与2011年1年11月日经过多方努力在深圳注册成为国内第一家民间公募基金会。

壹基金愿景为“尽我所能,人人公益”通过他见专业透明的公益平台,将服务领域定位于为灾害救助,儿童发展,公益支持,致力于成为中国公益的领头羊。

于是就有了2008今年10月,“上海李连杰壹基金公益基金会”的成立和2011年深圳壹基金公益基金会的诞生。

壹基金的第三次转变使其越来越专业化,效率也越来越高。

赢得了官大慈善人士和守住者的信懒,认可,哪里有灾难哪里就有壹基金的身影。

壹基金从原来需要依附红十字会这样的大树演变为独立的公募基金。

它的成功提现了我国政府对慈善基金的支持,也成为我国民间慈善基金会未来改革的标杆,它的经历值得每一慈善基金学习。

演讲稿:(壹基金的最高领导层属于理事会和监事会,秘书长对理事会负责,审计长对监事会负责,彼此之间形成互相制约的密闭环。

秘书张树与行政管理层,下设项目管理中心,合作发展中心,公众参与中心,综合支持中心和财务管理中心五个具体的职能部门,具体的工作开展在秘书长的领导下开展。


2.平衡记分卡指标设计
首先,对壹基金的主要职责进行分析,在这个基础上,根据绩效评估的使命和价值取向,对壹基金的工作目标以及完成这些工作所要做的努力进行分析,初步确定平衡计分卡丑个维度评估的大体方向。

接着,运用深度访谈的方法,构建起各个维度的评价指标。

如受益者维度和捐赠者维度,通过访谈一些普通社会公众,来了解他们对于这个维度指标设计的建议。

另外内部流程维度以及学习与成长维度的设计,则可访谈壹基金工作人员。

对于财务维度,主要依据壹基金每年的财务报告和财务管理制度来进行分析,参考国外成熟基金会的财务指标建立壹基金自己的绩效指标,这样就初步形成了壹基金平衡计分
卡指标体系。

但这并不是壹基金最终的平衡计分卡指标体系。

笔者将上述方式下得出的平衡计分卡指标,通过发放问卷调查的形式收集了社会大众和离校老师的意见,从而进行再一次的筛选。

筛选的依据是国际上通用的指标选择的"SMART"原则,即具体的(Special),可衡量的(Measurable),可获得性(Attainable),战略的相关性巧elevant)和时效性(Time-based)。

平衡记分卡的设计包括四个方面:财务角度、顾客角度、内部经营流程、学习和成长。

这几个角度分别代表企业三个主要的利益相关者:股东、顾客、员工每个角度的重要性取决于角度的本身和指标的选择是否与公司战略相一致。

其中每一个方面,都有其核心内容:
第一、财务层面
财务业绩指标可以显示企业的战略及其实施和执行是否对改善企业盈利做出贡献。

财务目标通常与获利能力有关,其衡量指标有营业收入、资本报酬率、经济增加值等,也可能是销售额的迅速提高或创造现金流量。

第二、客户层面
在平衡记分卡的客户层面,管理者确立了其业务单位将竞争的客户和市场,以及业务单位在这些目标客户和市场中的衡量指标。

客户层
面指标通常包括客户满意度、客户保持率、客户获得率、客户盈利率,以及在目标市场中所占的份额。

客户层面使业务单位的管理者能够阐明客户和市场战略,从而创造出出色的财务回报。

第三、内部经营流程层面
在这一层面上,管理者要确认组织擅长的关键的内部流程,这些流程帮助业务单位提供价值主张,以吸引和留住目标细分市场的客户,并满足股东对卓越财务回报的期望。

第四、学习与成长层面
它确立了企业要创造长期的成长和改善就必须建立的基础框架,确立了目前和未来成功的关键因素。

平衡记分卡的前三个层面一般会揭示企业的实际能力与实现突破性业绩所必需的能力之间的差距,为了弥补这个差距,企业必须投资于员工技术的再造、组织程序和日常工作的理顺,这些都是平衡记分卡学习与成长层面追求的目标。

如员工满意度、员工保持率、员工培训和技能等,以及这些指标的驱动因素。

3.壹基金平衡记分卡的实施
1.1指枯体系的模拟计算
各分值主要依据壹基金公布的年检报告、年报、审计报告、资金保管公营以及财务管理报告,加上各类新闻和规章制度(《壹基金章程》、
《壹基金项目管理制度》、《壹基金行政管理制度》、《壹基金财务管理制度》、《壹基金人力资源管理制度》)算出数据。

受益者满意度调查时壹基金每年年末开展的网络调查,根据受益者的提交的满意度计算平均分所得,近以年壹基金受益者满意度的平巧值为88分,在满分12.4的情况下,故赋10.9分。

再化如,"公益事业支出占上年总收入的百分比"根据壹基金近以年来的状况:136.94%、58. 33%和122.46%,可以发现壹基金这项指t示波动侍别大,但总体平均水平超过100%,满足《基金会管理条例》中70%的要求,但是应该使其更加平稳化。

3. 4. 2绩效考评结果
通过上表我们可以看出,童基金在受益者、财务、捐贈者、业务流程以及学习与成长层面的完成情况分别为;88.39%、90%、92.13%、94.7%和95%。

其中受益者、财务和捐赠者层面的情况不容乐观,仍有上升的空间。

壹基金在福布斯中国慈善排行榜2011-2013年的排名也从第五下滑至第九,相较于排名在其之上的慈善基金,壹基金在信息披露环节做的不是很到位,还有待
改善,尤其是自愿性信息披露。
