The number of questionnaires distributed through Sojump was 1230, and 1209 valid questionnaires were collected, with an effective rate of 98.1%. Survey MethodIn this survey, a self-administered questionnaire on the current situation and demands of family education was used, which consisted of four parts. The first part is designed to understand the basic situation of families, which consists of 12 questions, including the gender and age of children, parents’ education level, family location, family structure, family monthly income status, the number of children in the family, and the main parents of the children, etc. In the second part, the current situation of family education was reflected from the main subjects of family education, the importance of family education, the contents and methods of family education, and the main problems faced by family education, with a total of 10 questions. In the third part, the Likert scale was used to analyze parents’ evaluation of family education guidance activities in schools, and to learn more about the content and methods of family education activities in schools, with five questions. The fourth part focuses on the demand for family education, and the research is conducted in seven dimensions, such as the subject, content, form, way, frequency, time and cost of family education guidance, with a total of 12 questions. Regarding the options of each question of the questionnaire, its set flexibly according to the actual situation of the survey content. The measurement revealed that the Cronbach’s α coefficient of this questionnaire was 0.752, with good internal consistency reliability.Excel 2013 and SPSSAU software were used to analyze the data.3. Research Results(1) Awareness of the importance of family educationAccording to the survey, it can be concluded that the vast majority of parents believe that family education lays an important foundation in their children’s lives, with 90.6% of them believing that family education starts when their children are born, or even before their children are born; 81.1% of parents believe that “family education is very important; because it is a discipline, and therefore parents must improve their family education through study and training” (Figure 3). Another 15.2% of parents believe that family education is the top priority in the family, but that it is natural to be a parent, so they only need to regulate their own words and actions to avoid having a negative impact on their children. As more and more attention is paid to how to raise children, an increasing number of people believe that parents need to go through the training and study seriously in order to be successfully “licensed”. According to the survey results, 90.6% of them believing that family education starts when their children are born, or even before their children are born; 81.1% of parents believe that “family education is very important; because it is a discipline, and therefore parents must improve their family education through study and training”. Given that learning to be a parent is an important issue that more and more families are willing to work on, family education guidance is a matter of urgency.(2) Since parents’ knowledge of family education is fragmented and experienced, there is an urgent demand to improve parenting effectiveness The increase in parents’ knowledge and education level is accompanied by a wide range of channels to access parenting experience. USD767million).With a grossfloor area of180,000m2,the Lusail Stadium is bowl-shaped,with a diameter of312m,a height of74m on the east and west sides and58m on the north and south sides,and a capacity of92,000seats,making it the second largest professional football stadium in the world that meets the standards of FIFA.The Lusail Stadium is also the largest membrane-structure building in the world,with the roof incorporating56,000m2membrane,and it is one of the World Cup stadiums that has a roof with thefish-belly-shaped cable net being one of the world’s largest by span and overhanging distance(Fig.7.1).The construction of the project commenced in November2016.As of October 2020,the main steel structure has been completed and the whole project has been running smoothly.According to the standards (Fig.7.2).7.1.3Establishment of a Strict Environmental ManagementSystem to Implement the ProjectQatar has high standards in environmental protection.In the construction and management of management plans,environmental inspections and audits,etc.The CEMP was used as the basis for the establishment of the project’s specific envi-ronmental management system,which was then strictly applied to the control and management of project site.The CEMP wasfirstly approved by the project engineers and the owner before being submitted to the Ministry of Municipality and Environment(MME)for approval.(2)Environmental Pollution Prevention Measures and Environmental Moni-toring ManagementIn accordance with the CEMP,the Lusail Stadium project focused on strict monitoring of environmental indicators such as noise,air quality(especially dust),soil,groundwater quality,and waste disposal.During the construc-tion,the main pollution risks on site included potential soil and groundwater contamination,and the main focus of risk control was fuel or chemical spills.To this end,the project has set up a special oil storage warehouse,which was managed in strict accordance with the warehouse management regulations and chem-ical management guide and was inspected regularly;oil trays were set up for the generator and other areas of the construction site to prevent soil contamination caused by oil;when the construction involves painting,a special shed would be set up for proper protection and the ground would be covered with protectivefilms to prevent soil pollution caused by chemicals;routine environmental inspections were conducted to deal with any violations in a timely manner and provide training and environmental protection education to the relevant construction teams.At the same time,the project established contact with local environmental protection laboratories through a professional third-party environmental protection agency;the laboratory characteristics of Qatar.The efficient and precise construction enhanced the efficiency of energy and materials usage.The materials used in the building were in compliance with green standards,which can effec-tively save energy and reduce emissions.The environmental protection measures and risk prevention measures during the construction greatly reduced the environmental impacts and risks of the project.At present,the total score of the design phase of the Lusail Stadium project is 2.133(out of3),which has reached the GSAS-DBfive-star rating standards.The project is being executed in strict Background ResearchThe theoretical basis for this analysis includes the PESTLE framework and the resource-based view.3.1 PESTLE AnalysisPESTLE analysis is a basic strategic analysis tool. It can assist the decision makers to identify the aspects that should be further enhanced as well as the aspects that should be prevented.PESTLE analysis is generally employed to analyse a country’s external environment. In this case, Qatar is viewed as both a country and an organisation. PESTLE analysis can be effective to measure the comprehensive aspects of a country’s situation, including political, economic, socio-economic, technological, legal, as well as environmental aspects (Figure 1). This framework is easy to conduct and it would result in the identification of the potential opportunities within the target market or country (Ha and Coghill, 2006). However, this framework tends to be oversimplified and it should be used with other supplementary analysis. As a result, resource-based view is eventually employed to discover the potential challenges and the opportunies for Qatar. This case study employs this framework to analyse and answer the research questions.Figure 1: Framework of PESTLE Analysis (Source: Ha and Coghill, 2006)3.2 Resource-Based ViewServing as a foundation for the competitive advantage of a company, the resource-based view (RBV) rests mainly on the usage of a package of intangible resources or tangible resources at the disposal of the company (Wernerfelt, 1984, p172). Both heterogeneous nature and imperfectly mobility of these resources are required for transforming a short-term competitive advantage to a long-term one (Peteraf, 1993, p180,Figure 2). In an effective way, this can turn into valuable resources with no great efforts, and these valuable resources are not only irreplaceable but also lack perfect imitability (Barney, 1991, p117). HypothesesBased on the research question, three hypotheses were formed:H1: Qatar’s diversification strategy still needs further development.H2: A new development plan of Qatar should be adopted due to the modern trends in Qatar.H3: Qatar’s royal families needto make sacrifice such asdecentralising their power and increase transparency to enhance the further development.5. Evidence5.1 PESTLE AnalysisPolitical and Legal AspectThe political stability is comparablystrong in Qatar thanks tothe previous Emir’s endeavour. Furthermore, the emphasis on the development of the regional and internalrelationship would also contribute to Qatar’s political stability. Qatar has adopted the mixed legal system, combining civil law and Islamic law (Index Mundi, 2014a). The latter is based on the consideration of the personaldisputes and the religious tradition. However, the most significant growth is the migrant from other countries that took up 89.2% of the total population (Table 2). Those migrants also account for the major labour force and the local Qatarismainly work for the government.Though the education is emphasised, it mainly provided for the local residents.Table 2: Qatar’s Population and Labour (Source: Musacchio et al., 2013)Technological AspectThe technological development is emphasised by Qatar, but the local culture leads to limited interests of local Qataris. Accordingly, the technological development of Qatar depend more on the well-educated Western employees.Environmental AspectThe environmentalsituation is not promising due to theheavy dependence on oil and gas, as well as the fast development of the manufacturing and tourism industry in Qatar. According to Huff Post (2012), Qatar’s carbon dioxideemission per capita was the highest level globally. It exerts considerable influence on the global climate change.5.2 Resource-Based ViewBased on the PESTLE analysis, Qatar’s resources and capabilities are listed in Table 3. However, those resources and capabilities should be further evaluated based on the VRIN model. This model evaluates the resources and capabilities from the four aspects: valuable (V), rare (R), in-imitable (I), and non-substitutable (N). In details, valuable means that a resource must provide a company an ability to adopt a value-creating strategy by means of achieving higher performances than its rivals or decrease its own flaws. Rare means that the resources should be hard to identify. In-imitable indicates thata valuable resource possessed and controlled by one entity would be a source of a competitive advantage.Non-substitutable means that lackingsubstitutability is an equally significant feature for a resource, even though this resource is regarded as rare, possibly value-creating as well as imperfectly imitable (Hoops et al., 2003).The VRIN analysis was listed in Table 4.Table 3: Resources and Capabilities of QatarTable 4: VRIN Analysis of Qatar6. Conclusions, Discussions and RecommendationsAccordingly to Table 4, it shows that the tangible resources of oil and gas as well as the shares in the global company serve as the major competitive advantages for Qatar compared with other countries. Furthermore, its reliable financial market and strong economic growth provide strong support for this country’s development. Besides, the strong control over the internal financial market also makes this country strong. Nonetheless, it shows that Qatar’s development mainly on the oil related investment,and the global oil and gas industry would be unstable as a result of the wars, inflation and supply and demand. Accordingly, Qatar’s diversification strategy needs further development (H1 is accepted).Furthermore, Qatar’s education, though improves its literacy, still cannot provide sufficient high-end talents in the corresponding technique domains due to its socio-cultural traits. The reliance on the foreign human resources would reduce its competence in the long-term. Accordingly, Qatar should adopt further strategies to improve its education for talents in the hard science (H2 is accepted). Besides, through the Qatar government focus on the improvement of its people’s lives, the problem remains that the governmenttransparency and the transparency of the internal; process of the state-owned enterprises are low. The power is centralised in the royal families and this might lead to internal corruptions and might result in biased decision making. Freeman (2010) showed that the participatory leadership and endow the power to agent would further promote the efficiency of the business management. As a result, Qatar should further enhancethe information transparency to ensure the optimization of resource distribution and to prevent the risk of internal corruption (H3 is accepted).References:Barney, J.
