党政机关秘书与企业秘书的异同
摘要
秘书在整个部门的体系中起到了承上启下、沟通内外的作用。党政机关秘书与企业秘书因为单位性质的不同被赋予了不同的工作职能、工作内容等。然而,我国长期的计划经济导致政企不分开,很多党政机关和企业都存在一定的共性。因此,党政机关秘书工作和企业秘书工作其实是既有各自的独立特征又相互渗透融合的。本文试分析两者间的关系,用辩证的观点来讨论党政机关秘书和企业秘书的异同。
在第一章中,主要阐述了概念性的问题,回顾了“秘书”一词的由来及秘书的几种角色分类。紧接着对于党政机关秘书和企业秘书的概念进行了界定。在第二章中,从两种秘书职业要求的角度,分三个方面:素质、能力、知识结构探讨党政机关秘书和企业秘书的相似性。第三章中,分析了党政机关秘书和企业秘书分别在公文、会务、服务上的区别。最后一章则是针对目前两种秘书在时代背景下所面临的挑战进行了概括,并尝试提出一些建设性的建议。

Abstract
Secretaries have played a role of communication and interaction in the whole department system. The party and government organs’ secretary and the enterprise s’ secretary are endowed with different job functions and job duties owing to their different nature of unit. However, China's long-term planned economy leads to the integration of government administration with enterprise, and the party and government organs and enterprises have certain features in common. Therefore, party and government organs’ secretarial work and enterprises’ secretarial work both have their independent characters and mutual penetration fusion. This paper tries to analyze the relationship between the two, with the dialectical viewpoint to discuss the similarities and differences between the party and government organs’secretary and the enterprises’ secretary.
The first chapter introduces the conceptual problems, reviewing the origin of the word “secretary”an d its several role classifications. Following is the delimitation of the concepts of the party and government organs’ and enterprises’ secretary. The second chapter, in the views of the two secretary occupation requirements, mainly discusses the similarities between the party and government organs and corporate secretary from the “quality, capacity, knowledge structure” three aspects. The third chapter analyses the differences between the party and government organs’and enterprises’secretary respectively in documents, business and service. The last chapter, aiming at the present historical backgrounds, summarizes the challenges for the two secretaries and tries to put forward some constructive suggestions.
