计量与测量的区别

计量与测量的区别

计量与其它测量一样,是人们理论联系实际,认识自然、改造自然的方法和手段。它是科技、经济和社会发展中必不可少的一项重要的技术基础。

计量它属于测量,源于测量,而又严于一般测量,是测量的一种特定形式。是以实现单位统一、量值正确可靠为目的测量,他涉及整个测量领域;或保证单位统一、量值准确一致的测量,他对整个测量领域起值得、监督、保证和仲裁作用。因此,计量是利用科学技术和监督管理手段实现测量统一和准确的一项事业。

即"以确定量值为目的的一组操作,唯有计量部门从事的测量才被称作"计量"。测量"就是为获取量值信息的活动;"计量"不仅要获取量值信息,而且要实现量值信息的传递或溯源。"测量"作为一类操作其对象就是测量仪器。"测量"可是以孤立的;"计量"则存在于量值传递或溯源的系统中。

实际上,在有的场合使用"计量"还是"测量"并无严格区分的必要,只有是否更合习惯的差别。例如,人们使用"计量标准"显然比"测量标准"更通顺。但使用"测量标准"也不会引起误会。一般情况,在量值传递系统中的活动或活动对象是测量仪器的,采用"计量",其他(为确定量值的操作)为"测量"。但在涉及测量仪器自身时,则冠以"计量"和"测量"两种表达均可。例如"测量仪器"和"计量器具";"测量标准"和"计量基准(标准)";"测量设备"和"计量设备"。有时还可略去"计"字或"测"字,如"量具"、"量程"、"量限"等。

但是,为避免混乱,名词术语的选择和定义应尽可能与国际规范(如VIM)接轨,并要力争减少与国际接轨的距离和步骤。

Measurement is an activity to obtain the information of quantity and value; measurement is not only to obtain the information of quantity and value, but also to achieve the transmission or traceability of the information of quantity and value. Measurement is a kind of operation whose object is measuring instrument. "Measurement" is isolated; "measurement" exists in the system of value transfer or traceability.

In fact, there is no need to make a strict distinction between "measurement" and "measurement" on some occasions, only a more customary distinction. For example, people use the "measurement standard" obviously more smoothly than the "measurement standard". But the use of "measurement standards" will not cause misunderstanding.
