优化我国环保投资结构的若干建议

【摘要】The rationality of environmental protection investment structure is tested by using measurement tools. The results show that the current structure needs to be optimized. The reasons for the unreasonable irrational structure are analyzed. Several measures associated with China＇s national conditions are proposed： to transform mentality and adjust the gravity center of environmental protection investment; to reduce the urban environment infrastructure facilities statistics caliber; to speed up the reform of government officials achievements; and to establish the reasonable EPI budget system.%引入计量工具对我国的环保投资结构合理性进行检验，结果表明当前的环保投资结构有待优化。

分析了我国环保投资结构不合理的原因。

结合国情提出了优化我国环保投资结构的建议：转换思路，调整政府环保投资重心；缩小城市环境基础设施建设投资统计口径；加快政府官员绩效考核体系的改革；建立合理的环境保护投资预算体系。
