About the Speaker
Mr C.Y. Leung is Chairman, Asia Pacific, of DTZ, a leading property services company. The Company has offices in 150 cities operating in 45 countries with over 12,500 employees worldwide. He is a past Chairman of the Royal Institution of Chartered Surveyors and past President of the Institute of Surveyors in Hong Kong. He is also a trustee, Executive Committee member and Chairman of Asia of the Urban Land Institute. In 1997, Mr. Leung was awarded the degree of Hon Doctor of Business Administration by University of the West of England. He was awarded a similar degree by the Hong Kong Polytechnic University in 1998. He is Chairman of the Council of the City University of Hong Kong and Pro Chancellor of University of the West of England. Mr Leung actively contributed to the development of a framework for land-use policies and real estate development in the mainland of China since 1978. In 1980, he was officially appointed as an adviser to the land and housing reform committees of the governments in Shanghai, Tianjin and Shenzhen. In 1988, shortly after the amendment of the Chinese Constitution, he assisted the Shanghai Government in selling the first land use right since 1949. Mr Leung was extensively involved in the establishment of Hong Kong as a Special Administrative Region. He was Secretary General of the Basic Law Consultative Committee (1988-90), Leader of the Political SubGroup of the Preliminary Working Committee (1993-95), Vice Chairman of the Preparatory Committee for HKSAR (1996-97) and Member of the Provisional Legislative Council (1997-98). Since 1997, Mr Leung has been a member of the Executive Council of Hong Kong and is currently the Convenor of the non-official members. In 2003, he was elected a member of the National Standing Committee of the Chinese People’s Political Consultative Conference. He is the founder and Chairman of the Hong Kong Coalition of Professional Services; and Chairman of the One Country Two Systems Research Institute.

關於演講嘉賓
梁 振 英 先 生 ， 1954 年 生 於 香 港 ， 先 後 入 讀 香 港 理 工 學 院 建 築 測 量 系 及 英國布里斯托理工學院。彼於 1977 年學成返港，並加入英資國際大行 「仲量行」當實習測量師。於短短五年內獲擢升為「仲量行」二百多年 歷史上最年輕的合夥人。 梁先生於 1993 年成立「梁振英測量師行」，並於 2000 年與英國「DTZ Holdings plc.」及新加坡「戴玉祥產業諮詢公司」部份合併，組成跨國 公司「戴德梁行」。梁先生現為「戴德梁行」亞太區主席。 梁 振 英 先 生 多 年 來 活 躍 公 務 ， 親 身 參 與 了 香 港 回 歸 祖 國 的 全 部 過 程 。 彼 於 1985 年加 入 「基本法諮詢委員會」；以 34 歲之齡獲全體執行委員選為基本法諮詢委員會秘書長，主 持了基本法起草過程中的兩次全港性大規模諮詢；1993 年至 1997 年間，先後出任「全 國人大香港特別行政區籌備委員會預備工作委員會」政務小組組長、籌備委員會副主 任、臨時立法會議員等職。於 1997 年任行政會議成員，1999 年成為行政會議召集人。 梁先生於 1988 年當選香港十大傑出青年；1999 年獲授特區政府金紫荊星章。
