I would like to take this opportunity to talk about an issue that is of great importance to our country and the international community –the issue of the Yellow River.The Yellow River, also known as the "Mother River" of China, is the second longest river in the country and has played a significant role in the development of Chinese civilization. It has witnessed the rise and fall of dynasties, the growth of agriculture, and the progress of industry. However, in recent years, the Yellow River has faced numerous challenges such as pollution, ecological degradation, and water scarcity. These challenges not only pose a threat to the sustainable development of the river basin but also have implications for the broader global community.Firstly, let us address the issue of pollution. The rapid industrialization and urbanization in the Yellow River basin have led to the discharge of large amounts of industrial effluents and untreated sewage into the river. This has resulted in severe water pollution, the loss of biodiversity, and risks to public health. To address this challenge, the Chinese government has implemented a series of measures to improve water quality, including stricter regulations on industrial emissions, the construction of wastewater treatment plants, and the promotion of water-saving technologies. We have also enhanced international cooperation and experience sharing in water pollution control, and we believe that through our joint efforts, we can achieve the goal of a clean and healthy Yellow River.Secondly, ecological degradation is another pressing issue that needs to be addressed. The Yellow River basin is home to diverse ecosystems and is a critical habitat for many endangered species. However, excessive human activities, such as deforestation, overgrazing, and sand mining, have resulted in the degradation of the river's natural environment. This has had a detrimental impact on biodiversity and has contributed to the occurrence of frequent sandstorms in northern China. In response, the Chinese government has implemented ecological restoration projects, such as afforestation and grassland conservation, to restore the ecosystem balance of the Yellow River basin. We have also launched initiatives to protect key species, such as the Siberian crane and the Chinese sturgeon, which require international collaboration and support. We are committed to rehabilitating the ecological health of the Yellow River and ensuring the sustainable development of the region.Lastly, the issue of water scarcity in the Yellow River basin is a matter of great concern. Due to climate change, over-extraction, and inefficient water use, the river faces a chronic water shortage, particularly during the dry season. This has significant implications for agriculture, industry, and the livelihoods of millions of people who depend on the river for their water supply. To address this challenge, the Chinese government has implemented a comprehensive water resource management plan, which includes the construction of water diversion projects, the imposition of water use restrictions, and the promotion of water-saving practices. We have also actively engaged in international water cooperation, including the sharing of hydrological data and joint research on water conservation technologies. We firmly believe that through enhanced management and cooperation, we can better allocate water resources and ensure the sustainable utilization of the Yellow River.In conclusion, the Yellow River is not just a river to China, but a shared responsibility of the international community. We must work together to address the challenges it faces and ensure its sustainable development for future generations. The Chinese government is committed to taking effective measures to protect the Yellow River, but we also call on all countries, especially those within the Yellow River basin, to join hands and contribute to the conservation and sustainable use of this precious resource. China has gong through an extraordinary journey in the 61 years since it was founded, particularly over the past 32 years of reform and opening-up. The economy has grown significantly, and the living standards, educational and cultural levels of the Chinese people have greatly improved.The average life expectancy is up from 35 to 73 years. Illiteracy rate is down from 80% to below 3.5%. Between 1978 and 2009, China’s per capita GDP has grown by over 12 times. More than 200 million people in rural areas have been lifted out of poverty. Since I moved from the United Nations to the United States, six months have passed.And it’s time for me to submit to Beijing my initial report on my job as Ambassador here.I hope my interaction tonight with you will give me useful inspirations for my report.在中美关系进入重要发展阶段之时出任中国驻美国大使,我倍感荣幸。

当前,中美两国的利益联系日益紧密,相互依存不断加深。

现在,两国互为第二大贸易伙伴,过去10年美国对华出口增长了330%,今年前8个月美国对华出口又增长了34.4%。

美国对华直接投资总额达640亿美元,美国继续是中国最大的外资来源国。

The Chinese delegation supports the initiative of President of the General Assembly to hold a high-level plenary discussion under the agenda item "Culture of Peace" in response to the suggestion by His Majesty King Abdullah bin Abdul Aziz al Saud of Saudi Abrabia. Thank you, Ambassador Burns, for your very kind introduction and for having me at the Kennedy School of Government.今天,我愿就中美关系和中国的发展对世界的影响与大家进行交流。

Today, I am going to speak first on China-US relations and then on the impact of Chinas development to the rest of the world.今年是中美重新打开交往大门40周年。

40年前,中美两国领导人以长远的战略眼光和非凡的政治智慧,打破了两国相互隔绝和敌视22年的坚冰,开启了中美关系改善和发展的历史篇章。

这一重大举措,对中美两国和世界格局都产生了重要而深远的影响。

特别值得一提的是,哈佛大学的杰出校友亨利基辛格博士1971年7月秘密访华,为此进程作出了独特的贡献。

This year marks the 40th anniversary of the reopening of relations between China and the United States. 40 years ago, the Chinese and American leaders, with great vision and political wisdom, made the decision to reach out to each other after 22 years of estrangement and hostility. It was a decision that opened a new page in China-US relations and brought about profound changes in international relations. In this connection, I want to recognize the unique role played by an outstanding Harvard alumni, Dr. Henry Kissinger, through his secret visit to China in July 1971.40年来,中美关系历经风雨,但取得了长足发展,已成为当今世界最重要、最富活力的双边关系之一。

当今世界,全球性问题更加突出。

恐怖主义以及气候变化、粮食危机、能源危机、金融危机等一系列问题对人类发展构成极大挑战,各国的命运从未像今天这样紧密相连。

与此同时,种族和宗教歧视造成不同文明间前所未有的碰撞和磨合。

国际社会既面临加强合作、迎接挑战的共同责任,也需要担负弥合分歧,谋求共识的艰巨任务。

在此背景下,加强宗教和文化间对话与合作显得尤为重要。

Religious and cultural diversity is an asset of the human society and an important driving force for social development, cultural exchange and world peace. In today's world, more global problems emerge and the challenges such as terrorism, climate change and food, energy and financial crisis pose grave threat to human development. The fates of all countries are more closely interlinked than ever before. At the same time, racial and religious discrimination has led to unprecedented collisions and shocks among cultures and civilizations. The international community is faced with not only the shared responsibility to enhance cooperation in coping with challenges, but also daunting task to minimize differences and seek common grounds. Against this backdrop, it has become all the more important to strengthen interfaith and intercultural dialogue and cooperation.主席先生,Mr. President,中国主张在相互尊重的基础上促进不同宗教和文化的平等相待。

宗教和文明的起源和发展有先后之分,但无高低之别。

所有宗教和文明都是人类智慧的结晶,都为人类社会进步与发展作出了贡献,都应受到同样的尊重。

不同宗教和文明应秉持开放、真诚的态度,相互借鉴、取长补短、和平共处。

China believes that it is necessary to promote equality among different religions and cultures on the basis of mutual respect. While different religions and cultures originated and developed at different times in history, there is no difference as far as their status is concerned. All religions and cultures are the crystallization of human wisdom and have contributed to the progress and development of human society and as such, they deserve equal respect. Different religions and cultures can in the spirit of openness and sincerity learn from each other's strength and live in peaceful coexistence.中国主张尊重差异,和平解决冲突。

冲突常常源于因差异而产生的疏远、歧视、恐惧直至仇恨。

中国一贯反对极端主义,反对基于宗教、种族等原因的歧视、排外和不容忍现象,反对将恐怖主义与某一特定国家、民族和宗教挂钩,对反伊斯兰主义、新法西斯主义等极端主义思想死灰复燃表示关切。

我们主张,国际社会应在互信、互利、平等、协作的基础上,促进地区热点问题的解决,消除不同宗教和文化间的隔阂、误解和分歧,谋求互惠共赢和共同发展。

China believes that it is necessary to respect differences in order to peacefully address conflicts. Conflicts are often originated from the alienation, discrimination, fear, even hatred caused by differences. The Chinese government has always opposed extremism and all forms of discrimination, xenophobia and intolerance based on religion, race or any other grounds, as well as the attempt to link terrorism to a specific nation, ethnicity or religion. We are concerned with the resurgence of extremism, such as Islamophobia, new fascism. We believes that the international community should work towards the long term resolution of regional hot issues, eliminate the estrangement, misunderstanding and dispute among religions and cultures based on the principles of mutual respect, mutual benefit, equality and cooperation, and seek win-win outcome and joint development.中国主张通过教育帮助青年人树立正确的文明观和世界观。

青年是人类社会的未来。

各国政府责无旁贷,应采取长期、有效的措施,向青年人传达容忍、理解、尊重等和平文化思想,培养青年人抵御宗教仇恨和反对歧视的能力。

China believes that education is a useful mean to help young people adopt a correct perception of civilization and the world. Young people are the future of the mankind. National government shall take the primary responsibility and introduce long term and effective measures to spread the philosophy of culture of peace, such as tolerance, understanding and respect and improve the ability of the young generation to fend off religious hatred and discrimination.中国主张媒体应自觉承担社会责任,充当传播和平文化的使者,促进社会包容、理解与和谐。
