各校要将师德建设纳入学校发展的整体规划，贯穿教育教学的全过程，覆盖学校管理的全方位，使师德成为教师专业发展的出发点和落脚点。

其次要以开展创先争优活动为契机，充分发挥党员教师的先锋模范作用，发现、总结和推广师德方面先进典型，充分发挥典型的示范带动作用，树立正确的价值导向。

2、提高业务能力。

要充分发挥骨干教师的模范、引领作用，要以教研、培训为抓手，使不同类型的教师更好地寻找到自己专业发展的合理定位和努力目标，从根本上促进不同层次水平教师的专业成长。

各校要抓好校本教研工作，形成民主、高效、开放的教研制度，要有计划地组织开展教学观摩活动，探讨并解决教学中的困难和问题，总结并推广好的教学经验，探索教学规律，不断引领教师的专业成长。

（二）以迎接“双高普九”省级验收为契机，全面提高教学质量。

1、加强常规管理。

各校要按照省教育厅《关于印发福建省普通中学教学常规管理若干意见（试行）》（闽教基[2003]26号）及《关于进一步加强普通初中学校教学管理工作的意见》（闽教基[2010]6号）文件精神，组织教学活动，严把教学常规“四个关”：一是备课关。

在备课方面，要备教学目标(知识技能、过程方法、情感态度与价值观）、教学重点、教学方法，并注重教后反思，及时捕捉教学中的成功与失败，逐步提高反思能力，形成反思习惯。
