Secretary-General's message on International Youth DayThe theme of this year's International Youth Day –―Sustainability: Our Challenge. Our Future‖ – is a global call to action for young men and women.Our world faces multiple, interconnected crises with severe and far-reaching impacts that fall disproportionately on the young.In 2007, for example, youth comprised 25 per cent of the world's working age population yet accounted for 40 per cent of the unemployed. The global economic downturn means that, in the near term, youth unemployment will continue to climb. Unemployment rates tell only part of the story, especially for the vast majority of youth who live in developing countries. For them, informal, insecure and low-wage employment is the norm, not the exception.Climate change, meanwhile, continues to compromise economies and threaten tremendous upheaval, saddling young people everywhere with an unjust ―ecological debt‖. This is a potentially crushing burden. At the same time, I am encouraged by the contributions that young people have made to the debate on climate change m itigation and adaptation. Their views and proposals can help build the momentum necessary to ―seal the deal‖ in Copenhagen later this year.Indeed, young people have proven themselves to be key partners in sustainable development. They have gotten involved in international forums such as the Commission on Sustainable Development, and have helped their Governments and communities to formulate poverty reduction strategies, entrepreneurial schemes and many other policies and initiatives.Young people often lead by example: practicing green and healthy lifestyles, or promoting innovative uses of new technologies, such as mobile devices and on-line social networks. They deserve our full commitment -- full access to education, adequate healthcare, employment opportunities, financial services and full participation in public life. THE SECRETARY-GENERAL---MESSAGE ON INTERNA TIONAL YOUTH DAY12 August 2010This year‘s commemoration of International Y outh Day also marks the launch of the International Year of Y outh, under the theme ―Dialogue and Mutual Understanding‖.Today‘s challenging social and economic environment warrant a special focus on youth. Eighty-seven per cent of people aged 15 to 24 live in developing countries. The global economic crisis has had a disproportionate impact on young people; they have lost jobs, struggled to find even low-wage employment and seen access to education curtailed. As economies slowly begin to stabilize, the needs of young people should be paramount.This is a moral imperative and a developmental necessity. But it is also an opportunity: the energy of youth can ignite faltering economies. I am regularly inspired by the good will, talent and idealism of the young people I meet across the world. They are making important contributions to our work to eradicate poverty, contain the spread disease, combat climate change and achieve the Millennium Development Goals. I call on Member States to increase their investments in young people so they can do even more. During the International Y ear, the United Nations and its youth organization partners will focus on the need to encourage dialogue and understanding across generations, cultures and religions. In a world in which different peoples and traditions are coming into closer, more frequent contact than ever before, it is crucial that young people learn how to listen intently, empathize with others, acknowledge divergent opinions, and be able to resolve conflicts. Few endeavors are more important than nurturing these skills, and educating young people about human rights, for in them we not only see the next generation of leaders, but also crucial stakeholders of today. 你能想象吗?就像在不同文化的森林里穿梭,每个国家的语言都是一棵独特的大树,上面挂满了自己的表达果实。
我记得有一次,有个关于环保议题的会议。
一位非洲国家的代表发言,那话语就像是从他们广袤的草原和茂密的丛林中生长出来的一样,充满了对大地的热爱。
他用了好多生动的词汇描述大自然,我当时就想,这可咋翻译啊?这就好比把一幅色彩斑斓、充满神秘部落风情的画,用另一种绘画风格重新呈现,还得保留原汁原味。
我在我的小本子上飞快地记着,一边记一边琢磨合适的词儿。
旁边的同事看我着急,小声跟我说:“别急,就按你理解的来。
”嘿,他这一句话,就像给我吃了颗定心丸。
还有一回,几个大国的代表在争论一个贸易协定的条款。
那场面,就像几头公牛在顶角,互不相让。
他们的用词都特别讲究,一个词可能有好几个意思,这时候就得特别小心。

In health development, as in many other areas, women are agents of change. They are the driving force that creates better lives for families, communities and, increasingly, the countries they have been elected to govern.As I have learned from my discussions with parliaments in several countries, women are increasingly winning top leadership roles, in rich and poor countries alike, and this helps shape entire societies in broadly beneficial ways. Every time a women excels in a high-profile position, her achievement lifts the social status of women everywhere.To inspire change, all women need to be free to achieve their full potential. This means freedom from all forms of discrimination, freedom to pursue all opportunities, including education, freedom to earn and spend their own income, and freedom to follow the career paths they decide they want.The health sector can do much to free women by ensuring they haveaccess to all the health services they need, including sexual and reproductive health services. Participants at last year’s London Summit on Family Planning achieved a breakthrough commitment to halve the number of girls and women in developing countries who want modern contraceptives but have no access. This commitment will give 120 million additional women the right to decide whether, when, and how many children they want to have. This, too, is freedom.Throughout history, women have been associated with care and compassion. Worldwide, up to 80% of health care is provided in the home, almost always by women. This should inspire our admiration, but it should also underscore the need for change. Most of this work is unsupported, unrecognized, and unpaid.Polio is on the verge of eradication largely thanks to the millions of women –from vaccinators to administrators to medical doctors and mothers –who have made the vaccination and protection of children their life’s mission. On this International Women’s Day, let me thank these women for a level of dedication that can improve the world in a permanent way.2.On International Migrants Day, we call for the fulfilment andprotection of the human rights of the world’s 232 million migrants. Far too many migrants live and work in precarious and unjust conditions. Many risk their lives at sea, attempting to seek sanctuary. They and their children are extremely vulnerable to exploitation and abuse. Many are deprived of their liberty, rather than met with empathy and necessary protection. Persistent discrimination against migrants generates sharp inequalities, threatens the social fabric and, all too often, leads to violent and deadly attacks.The post-2015 development agenda offers an opportunity to ensure that the needs of the poorest and most marginalized are made a priority. To meet the new framework’s core objective of ‘leaving no one behind’, we must devote greater attention to the precarious situation of the world’s migrants.I call on all States to ratify and implement all core international human rights instruments, including the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families, as well as relevant instruments of international labour law. I also urge States to adopt comprehensive and human rights-based migration policies that promote legal migration channels.Accurate data is essential if States are to include migrants in their development strategies and enable them to contribute their skills and experiences to the advancement of their societies. Migration policies must be evidence-based, rather than rooted in xenophobia and misperceptions.On International Migrants Day, let us reaffirm our commitment to shape diverse and open societies that provide opportunities and lives of dignity for all migrants.3.Just over a quarter-century ago, the world united to reverse the rapid depletion of the atmospheric ozone layer, which protects Earth from harmful radiation from space. Today, the ozone layer is well on track to recovery within the next few decades.The Montreal Protocol on Substances that Deplete the Ozone Layer is widely recognized as one of the most successful environmental treaties in history. It establishes legally binding controls on the national production and consumption of ozone-depleting substances, and enjoys universal ratification by 197 parties.Recent scientific findings reveal the importance of the Montreal Protocol. Without the Protocol and associated agreements, atmospheric levels of ozone-depleting substances could haveincreased ten-fold by 2050. Concerted action has prevented millions of cases of skin cancer.The Protocol has also significantly contributed to the fight against climate change, as many ozone-depleting substances are powerful greenhouse gases. Climate change is affecting communities, economies and ecosystems across the globe. It is essential that we act to mitigate the threat with the same unity of purpose as we have in facing the dangers of ozone depletion.Let us take inspiration from our efforts to preserve the ozone layer. The Montreal Protocol has shown that decisive action by the international community, including the private sector, can achieve transformative results for the common good. Let us learn from this example and apply its lesson to the urgent task of addressing the climate challenge.4.Corruption is a global phenomenon that strikes hardest at the poor, hinders inclusive economic growth and robs essential services of badly needed funds. From cradle to grave, millions are touched by corruption’s shadow.On this year’s observance of the International Anti-Corruption Day, we call again on people everywhere to get involved in “Breakingthe Corruption Chain”.Next year the world will agree a new post-2015 sustainable development agenda. Our aim is to empower individuals and catalyse governments, the private sector and civil society to help lift millions out of poverty, protect the planet and achieve shared prosperity and dignity for all. Eliminating corruption and its harmful impacts will be crucial to our future well-being.To dismantle corruption’s high walls, I urge every nation to ratify and implement the UN Convention against Corruption. Its ground breaking measures in the areas of prevention, criminalization, international cooperation and asset recovery have made important inroads, but there is much more to do. Public services must uphold the highest standards of integrity and ensure that appointments are driven by merit. Public servants, as well as elected officials, must be guided by ethics, transparency and accountability.The private sector also has a crucial role. Good behaviour is good business. Business groups can convert anti-corruption action into firm support for sustainable development.I call on everyone to help end corruption, and come together for global fairness and equity. The world and its people can no longer afford, nor tolerate, corruption.5.With the decision by the United Nations General Assembly to establish World Cities Day, we now have an annual date on which to celebrate one of humankind’s greatest and most complex creations. This new day is one of the legacies of Expo 2010 Shanghai, at which the international community explored urban best practices and concepts from all over the world. So it is fitting that Shanghai is hosting the main inaugural event of this new UN observance.The theme of this first World Cities Day -- “Leading Urban Transformations”-- highlights the pioneering power of cities. In a world where already over half the population lives in urban areas, the human future is largely an urban future. We must get urbanization right, which means reducing greenhouse emissions, strengthening resilience, ensuring basic services such as water and sanitation and designing safe public streets and spaces for all to share. Liveable cities are crucial not only for city-dwellers but also for providing solutions to some of the key aspects of sustainable development.Today is also a moment to recognize the contributions of mayors and other city leaders. Urban transformations require political will and the capacity to coordinate many actors and stakeholders. Mayors give voice to their citizens and play a central role in buildingwell-planned cities and making them engines of prosperity, innovation and inclusiveness.In 2016, the international community will come together for the third United Nations Conference of Housing and Sustainable Urban Development (Habitat III). As we reflect on our urban future, let us seize all the opportunities cities offer to create a new and transformative urban agenda.。
