大学生医保的现状及完善路径---以咸阳市高校为例

摘要

随着我国经济发展与卫生事业不断进步，医疗保险一直是近年来的社会热点话题，大学生作为国家向社会，企业输出的重要人才，他们的健康问题对国家和

个人来说都显得尤为重要。就目前来看，现有的医疗保障已不能满足当前的大

学生需求，更不能适应社会的深入发展，大学生医疗保险日益显示出一些弊端

与不足，基于目前现状，迫切需要对大学生医保进行改革，以促进进一步完善。本文在理论研究的基础上结合实地调研，以咸阳市为例，利用文献研究法，访

谈法对几所具有代表性的几所高校进行现状分析研究，并结合咸阳市实际情况

做一实地调研，从政府，医疗保险制度，学校以及大学生自身四个方面做客观

真实的分析，全面总结出大学生医保目前存在的问题，结合对咸阳几所高校的

调研，提出完善高校医保的路径与建议。总体来说，咸阳市大学生医保目前整

体水平偏低，须从多方面入手提高大学生医保水平，建立完善的大学生医疗保

险体系，在保险大学生基本医疗需求的同时也对深化卫生事业改革具有重要意

前言

医疗保障是一个严峻的民生问题，关乎每一个居民的健康状况。本文选取咸阳市大学生为主要研究群体，系统全面的提出大学生医保目前存在问题，并提出实践性较强的措施，用简单事例来说明抽象概念，在保证严谨的同时又通俗易懂，以供大家借鉴和交流。

一、绪论

（一）研究背景

近年来，随着高校办学规模不断扩大，招生人数增加，高校大学生逐渐发展成

学生作为高等教育人才，是国家的栋梁，未来的希望，高校作为重要的人才培养基地理应受到社会重视，关注高校医保十分必要；于个人而言，大学生健康问题关系到自身的全面发展，人生价值的实现，研究大学生医疗保险并逐步完善已成为不容忽视的问题。

然而，经不断实践与改革证明，高校大学生医疗保险在很多方面还存在不足，本文以咸阳市高校为研究对象，结合相关资料了解大学生医疗保险的发展现状

这个群体的医疗保险有其自身的特殊性，大学生理应享有更好的医疗保险，探索大学生医疗保险有很重要的现实意义。[2]同时也积极响应了2008年我国城镇居民基本医疗保险政策，研究本课题有利于该项政策更好的实施，本文通过对大学生医保进行深层次的探索，由点及面分析其存在的问题，并从政府、医疗保险制度、学校、大学生自身四个方面提出合理化建议，以推动咸阳市医保的进一步发展。

（三）研究方法

1.文献研究法：通过网站、图书馆收集资料，查阅相关论文期刊，结合咸阳市自身发展现状，总结出大学生医疗保险目前存在的问题，并提出解决措施。
