高考英语考试说明在“稳定中求发展”这一思想的指导下，“考试说明”仅限原“考试说明”进行了个别文字上的调整。
1、试卷设计和试题的指导思想为了“有利于中学素质教育的推进；有利于高校选拔人才”，高考英语科的命题指导思想一直被确定为“稳定中求发展”。
在命题中具体体现在以下几个方面：1）命题原则历年保持一致语言知识题的命制原则为：保证知识覆盖面可能增加综合性与语境化的因素。
语言运用题的命制原则为：（1）语言必须放在实际的、并尽可能不同的情景中运用；（2）语言必须适合具体的交际行为（3）考核的焦点在于是否达到交际目的；（4）语言交际行为除了需要语言能力外，还需要一些其他的能力。
2)题型结构相对稳定英语学科所需要考查的内容比较明确，试卷的题型结构也比较稳定。
1996的以来，题型结构仅调整过一次，那就是1999年开始逐步在全国推广的含听力部分的高考英语试卷。
3）试卷难度几年来基本一致根据教育测量理论和高考的实际情况，试卷的理想难度被确定为0.55。
4）强调语言测试的交际性原则，逐步加大语言交际能力考查的力度高考英语科历来都重视对考生语言交能力的考查，且考查的力度随着遮蔽地构的调整逐步有所加强。
现在的试卷中含听力、语言知识、阅读理解和书面表达四大部分。
2、考试内容设计NMET试卷的主要考虑了两个方面的问题；首先，为了适应我国社会和经济发展的新形势，培养社会需要的人才，缩小我国与国际先进外语教学水平的差距，应该逐步增加考查语言能力试题的比例。
同时，也要考虑到我国外语教学的实际情况和各地发展极不平衡这一现实。
因此，NMET应该以考查语言运用为主，以考查语言知识为辅。
语言运用是指听、说、读、写四种能力，或称语言能力的四种表现形式。
要全面测量考生的英语语言运用能力，试卷中就必须有考查听、说、读、写的试题，但由于实施条件的限制，目前的试卷中还未设计口部分。

高考英语考试说明及样题I．命题指导思想考试命题要遵循选拔性考试的规律与要求，贯彻一般高中新课程的理念，反映本学科新课程标准的整体要求，考查考生初步的科学与人文素养，注重能力与素养考查，促进素养教育的实施。
以教育部考试中心颁布的考试大纲为依据，考查考生对英语语言基础知识的把握和明白得程度，注重考查考生综合运用英语语言知识的能力。
命题不以任何一种版本的英语教材为依据。
II．考试范畴与内容依照一般高等学校对新生文化素养的要求，依据中华人民共和国教育部2003年颁布的《一般高中课程方案（实验）》和《一般高中英语课程标准（实验）》，确定本学科考试内容。
1．语言知识要求考生把握并能运用英语语音、词汇、语法基础知识以及所学功能意念和话题（见附录2-6），要求词汇量为3，500左右。
2．语言运用2.1 听力要求考生能听明白所熟悉话题的简短独白和对话。
考生应能：(1) 明白得主旨和要义；(2) 猎取具体的、事实性信息；(3) 对所听内容作出推断；(4) 明白得说话者的意图、观点和态度。
2.2 阅读要求考生能读明白书、报、杂志中关于一样性话题的简短文段以及公告、说明、广告等，并能从中猎取相关信息。
考生应能：(1) 明白得主旨和要义；(2) 明白得文中具体信息；(3) 依照上下文推断生词的词义；(4) 作出判定和推理；(5) 明白得文章的差不多结构；(6) 明白得作者的意图、观点和态度。
