设计说明

项目在鄢陵新区人民西路以北，花园路以东锦绣路以西，基地周围交通便利，生态环境十分优美，紧邻鄢陵绿博园。行政中心是一幢集行政办公、商务展示、会务接待、后勤服务为一体的新时代大楼。

古往今来，行政中心给人传递的感觉一直是肃穆庄严，不可靠近。在功能布局上，过去都是封闭大庭院式的政府建筑，随着社会的发展,新的行政中心应该趋向于开放型建筑布局，对外公开，体现政府“亲民”意识。所以此次设计在建筑周围利用城市绿化带和基地景观绿化相结合，代替原来冷冰冰的金属栅栏，并且在行政建筑正前方设计有行政广场，方便市民活动，将市民活动和行政功能完美结合，使其既是行政中心，也是市民中心，使广场成为真正富有文化含义的城市公共空间，符合政府的亲民原则。

基地主入口选在了正南方，与行政广场相连接，在整个建筑布局的中轴线上，而且紧邻城市主干道，交通便利，方便基地内与外界联系。在整个建筑造型上，行政中心的基础形态均为长方形体块，每栋楼根据功能的不同做了一些不同的体块穿插切割。呆板的石质长方体块，得到改善，使整个建筑得到柔化，建筑整体庄严雄伟，却一改以往行政中心的“堡垒”形象。“面对群众，贴近群众，打开心扉，一清二白”拉近了领导与群众之间的距离，体现行政中心最初的设计中心思想--“亲民”。

在功能上，政府县委、人大行政、政协信访在一条东西轴线上，县委政府办公大楼在中心轴线上与行政广场相连接，政协信访办公办公大楼和人大行政大楼分别为主楼东西两侧，且两侧各有连廊与主楼相连接，既相互分离，又方便交流。主楼顶层为公共娱乐区，为职员休闲娱乐处，并布置可上人屋面和活动室，可供来宾游玩观赏，于此可俯瞰生态广场，内外结合，环境由此得到升华。主楼前方，礼仪广场东西两侧分别为后勤服务和国际会议中心，国际会议中心设计有八百人阶梯会议室，并配有200人小会议室，满足日常开会需求。后勤服务不仅设置有日常员工餐厅，还设有大小包厢和宴会厅，用以招待外来贵宾。在建筑轴线东西两侧各设计有一个市民广场，不仅可以隔断外界的噪音干扰，也为市民活动提供了场所，拉近了市民与政府之间的距离。
