供电企业防窃电技术分析

摘要

供电企业指的是取得国家电子业务运营许可，从事供电业务的企业。是国家公共资源的运营服务单位，是关系到国民经济命脉和国家能源安全的重要单位，承担着保障更安全、更清洁、更经济、可持续利用的电子供应的使命。为维护国家和人民的经济利益，我国早在1995年就通过了《中华人民共和国电力法》，其中第七十一条明确规定“盗窃电能的，由电力管理部门责令停止违法行为，并处应缴电费5倍以下的罚款，构成犯罪的，依照刑法第一百五十二条的规定追究刑事责任。”，法律的颁布保障和促进了电力事业的发展，维护电力投资者、经营者和使用者的合法权益，保障电力正常供应和安全运营。尽管如此，社会上仍有不法个人或单位铤而走险，无视国家法律法规，为一己私利甘冒法律制裁和生命危险进行窃电行为，甘当“电耗子”窃取公共资源导致电力流失，是国家和供电企业损失严重，这种做法严重危害了电网安全运行，给正常供电秩序和生活生产造成严重影响。窃电行为危害极大，轻则会使低压电气设施损坏，造成局部供电中断；重者造成电网事故，导致大范围停电和火灾事故，严重威胁着民众安全。供电企业虽想尽办法加强防范，但窃电技术也在不断升级，电力行业中“猫捉老鼠”的游戏一直在上演。面对这种不法行为，根据法律视情节严重将追究其刑事责任。本文将从另一角度对窃电这一不法行为进行深入剖析，使供电企业在依据法律保护电力运营和自身利益的同时，有针对性地提高防窃电技术水平和意识，维护国家公共资源安全。

Abstract

A power supply enterprise refers to an enterprise that has obtained an electronic business license and is engaged in the power supply business. It is an important unit of national public resources operation and service, which is an important unit related to the lifeline of national economy and national energy security. In order to safeguard the national and people's economic interests, China passed the "People's Republic of China power law" in 1995, seventy-first of which stipulates the "theft of electric energy, the electric power administration departments shall be ordered to stop the illegal acts, shall pay electricity 5 times the fine, which constitutes a crime, criminal responsibility shall be investigated in accordance with the provisions of the criminal law 152nd a." To ensure and promote the development of the electric power industry, to safeguard the legitimate rights and interests of the investors, operators and users of electric power, and to ensure the safe operation of electric power. Nevertheless, there are still unscrupulous individuals or units rush into danger society, ignore national laws and regulations, for their own interests to take legal sanctions and danger of stealing behavior, "acts of stealing electric mouse" caused power loss, the state and power supply enterprises suffered serious losses, endangering the safe operation of the power grid, causing serious impact to the normal power supply order production and life. Acts of stealing great harm, light will make the low-voltage electrical facilities damaged, causing local power outages; it caused heavy power accident, cause blackouts and fire accidents, a serious threat to public safety. Although the power supply enterprises try to strengthen the prevention of theft, but the technology is constantly upgrading, the electric power industry in the "cat and mouse" game has been staged. In the face of such illegal acts, according to the law as the circumstances will be held criminally responsible. This paper will analyze from another point of view that stealing illegal behavior, the power supply enterprises in the basis of legal protection of power operation and their own interests at the same time, to improve the anti theft technology level and consciousness, safeguard national security of public resources.
