据统计，全球有2.6亿儿童没有上学，其中绝大多数是贫困地区的儿童。
而在那些有教育机会的地方，教育资源的优质分配问题也深受关注。
在我看来，提升教育公平的关键在于政府的投入和教育体制的改革。
政府应该将教育作为优先发展事业，并且增加投资以确保教育资源的平等分配。
而教育体制则需要更加注重学生的个性化需求，让他们有更多的自由选择和知识的获取。
同时，我们也需要在社会层面上加强对教育的重视和宣传，将教育观念深入人心，从而提高全国人民的受教育率和素质。
在提升教育公平的道路上，我相信青年人的力量是不可小觑的。
年轻人是新时代的主力军，他们敏锐的洞察力和创新能力能够在教育改革方面予以相当大的推动力。
世界各地的优秀青年人应该发挥自身作为社会领导者的优势，在政府机构和非政府组织中积极进取，为推进教育公平事业而努力奋斗。
我希望借此机会呼吁大家加强对教育公平的关注，关注贫穷地区儿童的教育机会和全球教育资源的公平分配问题。
每个人都应该有机会接受教育，因为教育是创造一个更加美好和平的未来的基础。

When I was in Swat, which was a place of tourism and beauty, suddenly changed into a place of terrorism. I was just ten that more than 400 schools were destroyed. Women were flogged. And our beautiful dreams turned into nightmares.Education went from being a right to being a crime.Girls were stopped from going to school.When my world suddenly changed, my priorities changed too.I had two options. One was to remain silent and wait to be killed. And the second was to speak up and then be killed.I chose the second one. I decided to speak up.We could not just stand by and see those injustices of the terrorists denying our rights, ruthlessly killing people and misusing the name of Islam. And as I said, we still see, we still see girls who have no freedom to go to school in the north of Nigeria.Many children in countries like Pakistan and India, as Kailash Satyarthi mentioned, many children, especially in India and Pakistan are deprived of their right to education because of social taboos, or they have been forced into child marriage or into child labour.One of my very good school friends, the same age as me, who had always been a bold and confident girl, dreamed of becoming a doctor. But her dream remained a dream. At the age of 12, she was forced to get married. And then soon she had a son, she had a child when she herself was still a child – only 14. I know that she could have been a very good doctor.But she couldn't ... because she was a girl.Her story is why I dedicate the Nobel Peace Prize money to the Malala Fund, to help give girls quality education, everywhere, anywhere in the world and to raise their voices. The first place this funding will go to is where my heart is, to build schools in Pakistan—especially in my home of Swat and Shangla.In my own village, there is still no secondary school for girls. And it is my wish and my commitment, and now my challenge to build one so that my friends and my sisters can go there to school and get quality education and to get this opportunity to fulfil their dreams.This is where I will begin, but it is not where I will stop. 因此，我决心站出来，为那些被剥夺教育权利的女孩发声。

三、融合征管查，协调上下级。
税政法规科的工作在区局的文件中归纳为八项，这些都是税政法规科所必须做的本职内的工作，但在实际工作，税政法规科的工作那么远远不止这些。
除此之外，税政法规科的工作还必须表达融合征管查，协调上下级的特性，这是征管法和现行征管体制所要求的。
税政法规科负责地方各税的政策业务管理，不只是简单说明对什么征税，按多少征的问题，还要搞清如何征、怎么查。
随着新征管软件的启用，网络运行的深入，信息工作将成为各项工作的先行军，税政法规科应当将最新的税收法规通过信息科公布，将税政法规管理与信息管理有机结合，相互促进发挥更大作用。
按照税政法规科的职能要求，就必须将税政法规科放在一个洞察全局、高屋建瓴的位置上去展开工作，因此，税政法规科的工作将不再是过去的一种简单配合，而是将各业务性科室融合起来。
同时，税政法规科还负责对区局税政法规工作的上传下达，报表总结报送，接受上级检查，对下级局的税政法规工作进行检查督导等工作，因此协调上下级也是税政法规科的一项重要工作。
这种上下级关系协调处理的好坏将影响全州整体的税收工作。
四、传教帮学带，点拨后进人。
全州税收工作的进步关键表达在县市局工作的进步上。
而县市局工作的进步那么最终要落实到一大批热爱税收事业，道德素质高、业务水平强的中、青年干部肩上，做为税政法规科的科长更有责任和义务，将自己的工作经验传授给他们，同时要擅于学习、总结、汲取他人的工作经验，其他地州的先进经验和工作做法，并将这些经验及时的传教给基层干部，如果本人此次竞聘成功，本人将亲自定期到县市局蹲点催促检查指导工作，开展调查研究，与县市局的干部共同工作，互相学习，共同使博州地税系统的税收业务工作迈向一个新台阶。

当老师说起她只有14岁时，一个男孩的头像在我脑海中浮现，可当出现的是戴头巾的巴基斯坦少女，这令我不得不和自己作比较，我很庆幸我现在在这个和平的城市里幸福的生活，享受着9年义务教育，男女平等的待遇。
她是一个了不起的女孩，骨子里流露出常人没有的勇敢和抱负，但面对她不幸的遭遇，我们会产生怜悯之心。
有时候我们可能会想她这样是图什么呀，牺牲自己为了和自己有着同样遭遇的女童能够受教育，那么大胆的触及到塔利班的禁令，虽说成为了巴基斯坦当代人的模范红人，我们可能会觉得她是太想出名了，但是我们的思想理念不同，从女孩子应该要保护自己安全考虑，她的做法是有风险和欠考虑，从她对“马拉拉日”的理解又不难看出一个对“平等教育”的向往和追求。
她大胆地说过这么一句话，“我有玩乐的权利，我有唱歌的权利，我有说话的权利，我有逛商场的权利，我有大声说话的权利。
”她的声音并没有因为塔利班的威胁而消失，反而声音更大，支持声更响了。
马拉拉说：“一个孩子、一位教师、一本书和一支笔可以改变世界。
教育是唯一的答案。
教育为先。
”她是世界女性争取权益的象征，但并不是我们都有她那份追梦的勇气，也没有她对敌人的慈善，和死而复生后的坦然心态。
真的，也许她们并不懂对于我们来说的学习受教育的乏味无趣，有时候我们可能不懂事会想她们怎么那么爱学校爱教育呢，我们才做不出那种傻事。
后来想想我们这种低俗的想法怎么会这么可笑。
马拉拉的精神也告诉我们要珍惜现在的美好生活，美好教育，并对自己的理想坚持不懈，奋不顾身。

Thank you to the children whose innocent words encouraged me. Thank you to my elders whose prayers strengthened me. Thousands of people have been killed by the terrorists and millions have been injured. I am just one of them. So here I stand, one girl among many. I speak not for myself, but so those without a voice can be heard. Those who have fought for their rights. Their right to live in peace. Their right to be treated with dignity. Their right to equality of opportunity. Their right to be educated.Dear friends, on 9 October 2012, the Taliban shot me on the left side of my forehead. They shot my friends, too. They thought that the bullets would silence us, but they failed. And out of that silence came thousands of voices. The terrorists thought they would change my aimsand stop my ambitions. But nothing changed in my life except this: weakness, fear and hopelessness died. Strength, power and courage was born. I am the same Malala. My ambitions are the same. My hopes are the same. And my dreams are the same. Dear sisters and brothers, I am not against anyone. Neither am I here to speak in terms of personal revenge against the Taliban or any other terrorist group. I am here to speak for the right of education for every child. I want education for the sons and daughters of the Taliban and all the terrorists and extremists. The power of the voice of women frightens them. This is why they killed 14 innocent students in the recent attack in Quetta. And that is why they kill female teachers. That is why they are blasting schools every day because they were and they are afraid of change and equality that we will bring to our society. And I remember that there was a boy in our school who was asked by a journalist: “Why are the Taliban against education?”He answered very simply by pointing to his book, he said: “A Talib doesn’t know what is written inside this book.”They think that God is a tiny, little conservative being who would point guns at people’s heads just for going to school. These terrorists are misusing the name of Islam for their own personal benefit. Pakistan is a peace-loving, democratic country. Pashtuns want education for their daughters and sons. Islam is a religion of peace, humanity and brotherhood. It is the duty and responsibility to get education for each child, that is what it says. Peace is a necessity for education. In many parts of the world, especially Pakistan and Afghanistan, terrorism, war and conflicts stop children from going to schools. We are really tired of these wars. Women and children are suffering in many ways in many parts of the world.In India, innocent and poor children are victims of child labour. Many schools have beendestroyed in Nigeria. People in Afghanistan have been affected by extremism. Young girls have to do domestic child labour and are forced to get married at an early age. Poverty, ignorance, injustice, racism and the deprivation of basic rights are the main problems, faced by both men and women.Today, I am focusing on women’s rights and girls’ education because they are suffering the most. There was a time when women activists asked men to stand up for their rights. But this time we will do it by ourselves. I am not telling men to step away from speaking for women’s rights, but I am focusing on women to be independent and fight for themselves. So dear sisters and brothers, now it’s time to speak up. So today, we call upon the world leaders to change their strategic policies in favour of peace and prosperity. We call upon the world leaders that all of these deals must protect women and children’s rights. A deal that goes against the rights of women is unacceptable.We call upon all governments to ensure free, compulsory education all over the world for every child. We call upon all the governments to fight against terrorism and violence. To protect children from brutality and harm. We call upon the developed nations to support the expansion of education opportunities for girls in the developing world. We call upon all communities to be tolerant, to reject prejudice based on caste, creed, sect, colour, religion or agenda to ensure freedom and equality for women so they can flourish. We cannot all succeed when half of us are held back. We call upon our sisters around the world to be brave, to embrace the strength within themselves and realise their full potential.Dear brothers and sisters, we want schools and education for every child’s bright futur e. We will continue our journey to our destination of peace and education. No one can stop us. We will speak up for our rights and we will bring change to our voice. Being here with such honorable people is a great moment in my life and it is an honor for me that today I am wearing a shawl of the late Benazir Bhutto. I don't know where to begin my speech. I don't know what people would be expecting me to say, but first of all thank you to God for whom we all are equal and thank you to every person who has prayed for my fast recovery and new life. I cannot believe how much love people have shown me. I have received thousands of good wish cards and gifts from all over the world. Thank you to all of them. Thank you to the children whose innocent words encouraged me. Thank you to my elders whose prayers strengthened me. I would like to thank my nurses, doctors and the staff of the hospitals in Pakistan and the UK and the UAE government who have helped me to get better and recover my strength.I fully support UN Secretary General Ban Ki-moon in his Global Education First Initiative and the work of UN Special Envoy for Global Education Gordon Brown and the respectful president of the UN General Assembly Vuk Jeremic. I thank them for the leadership they continue to give. They continue to inspire all of us to action. Dear brothers and sisters, do remember one thing: Malala Day is not my day. Today is the day of every woman, every boy and every girl who have raised their voice for their rights.There are hundreds of human rights activists and social workers who are not only speaking for their rights, but who are struggling to achieve their goal of peace, education and equality. Thousands of people have been killed by the terrorists and millions have been injured. I am just one of them. So here I stand. So here I stand, one girl, among many. I speak not for myself, but so those without a voice can be heard. Those who have fought for their rights. Their right to live in peace. Their right to be treated with dignity. Their right to equality of opportunity. Their right to be educated.Dear friends, on 9 October 2012, the Taliban shot me on the left side of my forehead. They shot my friends, too. They thought that the bullets would silence us, but they failed. And out of that silence came thousands of voices. The terrorists thought they would change my aims and stop my ambitions. But nothing changed in my life except this: weakness, fear and hopelessness died. Strength, power and courage was born.I am the same Malala. My ambitions are the same. My hopes are the same. And my dreams are the same. Dear sisters and brothers, I am not against anyone. Neitheram I here to speak in terms of personal revenge against the Taliban or any other terrorist group. I am here to speak for the right of education for every child. I want education for the sons and daughters of the Taliban and all the terrorists and extremists. I do not even hate the Talib who shot me. Even if there was a gun in my hand and he was standing in front of me, I would not shoot him. This is the compassion I have learned from Mohammed, the prophet of mercy, Jesus Christ and Lord Buddha. This the legacy of change I have inherited from Martin Luther King, Nelson Mandela and Mohammed Ali Jinnah.This is the philosophy of nonviolence that I have learned from Gandhi, Bacha Khan and Mother Teresa. And this is the forgiveness that I have learned from my father and from my mother. This is what my soul is telling me: be peaceful and love everyone.Dear sisters and brothers, we realize the importance of light when we see darkness. We realize the importance of our voice when we are silenced. In the same way, when we were in Swat, the north of Pakistan, we realized the importance of pens and books when we saw the guns. The wise saying, "The pen is mightier than the sword." It is true. The extremists are afraid of books and pens. The power of education frightens them. They are afraid of women. The power of the voice of women frightens them. This is why they killed 14 innocent students in the recent attack in Quetta. And that is why they kill female teachers. That is why they are blasting schools every day because they were and they are afraid of change and equality that we will bring to our society. And I remember that there was a boy in our school who was asked by a journalist why are the Taliban against education? He answered very simply by pointing to his book, he said, "a Talib doesn't know what is written inside this book."They think that God is a tiny, little conservative being who would point guns at people's heads just for going to school. These terrorists are misusing the name of Islam for their own personal benefit. Pakistan is a peace loving, democratic country. Pashtuns want education for their daughters and sons. Islam is a religion of peace, humanity and brotherhood. It is the duty and responsibility to get education for each child, that is what it says. Peace is a necessity for education. In many parts of the world, especially Pakistan and Afghanistan, terrorism, war and conflicts stop children from going to schools. We are really tired of these wars. Women and children are suffering in many ways in many parts of the world.In India, innocent and poor children are victims of child labor. Many schools have been destroyed in Nigeria. People in Afghanistan have been affected by extremism. Young girls have to do domestic child labor and are forced to get married at an early age. Poverty, ignorance, injustice, racism and the deprivation of basic rights are the main problems, faced by both men and women.Today I am focusing on women's rights and girls' education because they are suffering the most. There was a time when women activists asked men to stand up for their rights. But this time we will do it by ourselves. I am not telling men to step away from speaking for women's rights, but I am focusing on women to be independent and fight for themselves. So dear sisters and brothers, now it's time to speak up. So today, we call upon the world leaders to change their strategic policies in favor of peace and prosperity. We call upon the world leaders that all of these deals must protect women and children's rights. A deal that goes against the rights of women is unacceptable.We call upon all governments to ensure free, compulsory education all over the world for every child. We call upon all the governments to fight against terrorism and violence. To protect children from brutality and harm. We call upon the developed nations to support the expansion of education opportunities for girls in the developing world. We call upon all communities to be tolerant, to reject prejudice based on caste, creed, sect, color, religion or agenda to ensure freedom and equality for women so they can flourish. We cannot all succeed when half of us are held back. We call upon our sisters around the world to be brave, to embrace the strength within themselves and realize their full potential.Dear brothers and sisters, we want schools and education for every child's bright future. We will continue our journey to our destination of peace and education. No one can stop us. We will speak up for our rights and we will bring change to our voice. We believe in the power and the strength of our words. Our words can change the whole world because we ware all together, united for the cause of education. 马拉拉在联合国青年大会的精彩演讲（中英版）16岁的传奇少女马拉拉(malala yousafzai )是巴基斯坦西北部的一名女学生，以争取妇女接受教育的权利而闻名。
XX年10月9日，马拉拉在乘校车回家途中，遭到塔利班枪手企图暗杀，头部和颈部中枪，一度情况危殆。
为表彰马拉拉不畏塔利班威胁、积极为巴基斯坦女童争取受教育权利所作出的杰出贡献，联合国将每年的7月12日(马拉拉生日)定为“马拉拉日”。
