1. English-Chinese TranslationPART 1 English-Chinese Translation (50 points, 30 minutes)Interpret the following passages from English into Chinese. Start interpreting at the signal and stop it at the signal. You may take notes while you are listening. You will hear the passages only ONCE. Now let’s begin.1.Honorable Ministers,Your Excellencies,Ladies and Gentlemen, It is a great pleasure to welcome you to the first session of the Conference of the Parties to the WHO Framework Convention on Tobacco Control. One hundred and twenty one countries are now contracting parties to the Convention. Of these, 110 are here today, with full powers of participation. You represent nearly three quarters of the world’s population. You represent nations at all levels of income and all stages of development. //In this powerful gathering, we have three of the five top tobacco-leaf exporting countries, and four of the five top cigarette-exporting countries. This group of countries represents 69% of the world’s cigarette consumption. It might seem astonishing that this group is also preparing to put into action the roadmap for countries to control tobacco. But this group has already changed history. // When the process began there was some skepticism over its success. The skeptics were wrong. You are driving change forward. To name some examples: India has introduced comprehensive tobacco advertising bans. Australia, Brazil, Canada, Singapore and Thailand have introduced highly visible graphic warnings on cigarette packets. The European Union is on its way to doing the same. In Ireland, Norway, and now in Spain, smoking has been banned in indoor public places. These, and other similar steps, will result in a major reduction in tobacco deaths. // New York State passed a smoking ban. It termed this act its “strongest public health policy ever”. Ironically, now it’s said that the only place you can smoke with impunity in New York City is the United Nations Building. Both Ann Veneman and I have said that this is wrong. // Smoking should be banned in all UN premises. Also, cigarette sales should be banned in all United Nations premises. After all, the people who are smoking in the UN building sometimes are the representatives of the same Member States who have signed up to the Framework Convention. But it can be hard to put agreements into practice. We will all face this. // Ladies and gentlemen, when we know that, in an Irish pub, a smoking ban can really work, then we know that anything is possible. Smoking is an advance contract. Those who smoke don’t pay now, but will do so 30 to 40 years later, when their health fails. They pay with lung cancer, with obstructive airways disorders, with cardiovascular diseases. One in two smokers pays with their life. We have to help them stop smoking. We have to prevent them from starting. // This convention is something that we all committed to. Its provisions are bold. They are based on knowledge of what is effective. We will make it work. Thank you. // (Speech by LEE Jong-wook, former Director-general of WHO, at theConference of the Parties in Geneva on February 6,

(1)(1/2)Part ⅠInterpret the following passages from English into Chinese. You will hear this signal to tell you when you start interpreting. Now let's begin. Seventeen years after the fall of the Berlin wall, a reunified Germany will throw open its doors to the world. Germany 2006 will be a place where people from all around the word will be welcomed by friends. The tournament is being held on the finest stage in the world, one whose symbolism far transcends the boundaries of sport. Hark back to Germany"s triumph at the 1954 FIFA World Cup in Switzerland, which sealed the country"s return to the international fold in the most beautiful manner possible. //In 2006, Germans will have the opportunity to rectify certain clichés and preconceived ideas. The world will have the chance to see what a fantastic country Germany truly is: the beauty and diversity of its landscapes, its rich cultural heritage and the intelligence and good humor of its people. As for the legendary German work ethic and organizational skills, I am pleased to say those perennial qualities are alive and well—and we at FIFA are only too happy to take advantage of them. //For at all levels, the overall investment in any World Cup tournament is immense. The event is financially supported by the German state, but also by the "lender" and the Host Cities. I would like to take this opportunity to offer my heartfelt thanks to all those who are currently working with such passion and commitment to make the occasion a memorable one. Today"s efforts will bear fruit tomorrow. German football, for example, will boast twelve spanking new or vastly improved stadiums in 2006. The whole German population too will benefit in terms of better transport and reception infrastructures. //Football clubs, schools and people all over the land have really got behind this great event, providing further proof, if any were needed, of the prominent role football plays in all our lives. In this respect I would like to congratulate the German Football Association for inviting people from all walls of life to take part in this great event. Like Mexico, Italy and France, Germany is now organizing its second FIFA World Cup. Back in 1974 when it first held the World Cup, only sixteen sides took part, including the now-defunct German Democratic Republic (GDR) and Zaire. The latter were the only representative from the African continent and conceded fourteen goals with no reply. //The 2006 tournament will be a vastly different affair. Thirty-two teams will have qualified, including five from Africa, all of whom now perform at a far higher level. These performances bear witness to FIFA" s efforts in the last quarter of a century to help me nations of the football world to compete on an equal footing. I will have the immense pleasure of welcoming you amongst my friends in Germany. We look forward to seeing you in 2006 to celebrate this unity! (2/2)Part ⅠInterpret the following passages from English into Chinese. You will hear this signal to tell you when you start interpreting. Now let's begin. China is in the midst of a developmental stage where advanced management knowledge and techniques and advanced industrial automation technology and solutions are fundamental and necessary elements for China"s sustained growth and global competitiveness. There is no one good definition of what industrial automation is. Perhaps the best definition is a simple one: industrial automation is the use of electronics to control and monitor a process or machinery. While there are many steps that China must take to ensure the appropriate development of its industrial base and supporting infrastructure, the utilization of advanced industrial automation is a critical step. Increases in productivity and efficiency are not possible without a high level of industrial automation. If we were to look at the growth in productivity of U.S. industry from the mid-1980s to the mid-1990s, two pivotal factors stand out. The first is a revolution in management techniques and consequent restructuring of the American corporation. Management became results-focused, flatter and more distributed, with great participation by the work force. The second pivotal factor was the infusion of advanced industrial automation into manufacturing and other automated processes. Together these two elements led to significant increases in productivity and efficiency. These increases led the way to sustained growth in the U.S. economy, so that by the late 1980s and the early 1990s the U.S. economy was growing taster than that of Japan for the first time in several decades.China, which is now at its own critical industrial and management systems crossroads, can borrow from some of these experiences. China has an unparalleled opportunity to adopt advanced industrial automation as this technology moves into the new millennium and into the information era.The future of industrial automation will be a networked future with a great reliance on wireless connectivity. Utilization of effective and open networks such as DeviceNet, ControiNet and Ethernet/IP, with their ability to connect to the Internet, allows for continuous control and feedback from the factory floor to the management office and beyond. The factory floor and the management office can be linked continuously and in real time with suppliers, sales force and customers. Every part of this chain will be able to monitor, input to and adjust the manufacturing process and supporting activities. The future of industrial automation will also very much be linked to software that is an open platform and is multifunctional. The right software package provides tremendous flexibility and agility in the manufacturing process.Industrial software provides the operator interface and gateway from the factory floor to the Enterprise Resource Planning (ERP) system and even to the Internet to provide seamless flow of data and information so that the "Information Enabled Enterprise" can be managed in a more flexible, integrated, and efficient manner. (1/2)Part ⅡInterpret the following passages from Chinese into English. Translate the following passage(s) into Chinese

Translate the following passage(s)into Chinese )
// 我确信你们在这里会听到许多不同的观点,因为美国环保运动的多样性正是其强大影响力的部分原因。
//现在的老师们有各种各样精彩的教材来帮助学生们了解环境,学习诸如生物多样性、气候变化和臭氧层保护等概念。
//1970年地球日的创意是由个人,而不是政府提出的,因此它依靠其自身的力量发展壮大。
//今天,美国和中国在地球日这一天有许多共同的庆祝活动。

In recent years, the Chinese economy is slowing down. To address this issue, the Chinese government rolled out the reform on the supplying side in 2015. The reform, while receiving much attention from the international community, also aroused some misunderstandings. Why did China enforce this policy?
Here I want to emphasize that the current reform China takes on its supplying side is completely different from the supplying side economics carried out in U.S and Great Britain in the 1980s. One of the major measures for American reform is to have great tax reductions, while Britain is privatizing the state-owned enterprises. For China, however, the goals and measures of thereform are totally different.

This year he looks likely to repeat that feat, hinting that he will invest at least $50 million in one of them, the Next Gen Climate Action Committee (NGCA), and that he will be seeking the same amount from other donors. The money will be spent to help elect politicians who share Mr. Steyer’s environmental views, or kick out those who do not. In November’s mid-term elections, all 435 seats in the House of Representatives and 36 in the Senate will be up for grabs. So will 36 governorships and countless state legislative seats. For NGCA to spend on any given race, says Mr. Steyer, three conditions must apply. First, the leading candidates must have differing views on climate change (so Democratic fans of Keystone should be safe; their Republican opponents probably agree with them). Second, “something substantive”must have a chance of happening if the NGCA-backed candidate wins. Third, the race should have the potential to affect the national climate debate. That conversation has been stalled since a Democratic cap-and-trade bill died in the Senate in 2010. Nor is major environmental legislation likely in the next Congress (although Barack Obama is pursuing various emissions-reduction schemes through the Environmental Protection Agency). That is why Mr. Steyer expects state races to occupy “the bulk” of his efforts this year. Rick Scott, the Republican governor of Florida, who has doubted the science of global warming, can expect to feel it, for example. The same may go for Tom Corbett, facing a tight reelection race for governor in Pennsylvania. The team is also looking closely at regional climate-change schemes. Mr. Steyer likes the Regional Greenhouse Gas Initiative, a shared effort between nine states in the north-east to reduce carbon emissions from power stations, and could intervene in elections in states that are considering joining. Out West, last October Mr. Steyer helped broker the Pacific Coast Action Plan on Climate and Energy, a non-binding agreement between three American states and British Columbia in Canada. But sceptical legislatures in Oregon and Washington state have blocked bills that could turn words into action, such as carbon pricing, and so these too are likely to be targets (although a Steyer-backed Democratic candidate for the Washington Senate flopped last November). California, Mr. Steyer’s home state, has proved more willing to press ahead. Its cap-and-trade market, for example, has been operating smoothly for over a year; Quebec joined in January.1. Democrats have often feared big money in American politics, perhaps because most of it doesn’t go their way. When the Supreme Courts truck down the caps on aggregate campaign donations last week, Republicans, broadly speaking, cheered and Democrats jeered. In the 2012 election cycle, four of the five biggest donors to super PACs —independent groups that raise money, often from the extremely rich, and spend it on outlandish political advertising —were Republicans. Tom Steyer, a San Francisco-based billionaire who worries aboutclimate change, is doing his best to help his fellow Democrats get over their qualms. Perhaps best known for his opposition to the proposed Keystone XL oil pipeline, Mr. Steyer, a former hedge-fund investor, was the biggest super PAC spender last year, dropping $ 11. 1 million into his two groups. This year he looks likely to repeat that feat, hinting that he will invest at least $ 50 million in one of them, the Next Gen Climate Action Committee (NGCA), and that he will be seeking the same amount from other donors. The money will be spent to help elect politicians who share Mr. Steyer’s environmental views, or kick out those who do not. The struggles that follow the victory of formal equality or universal franchise may not be as filled with drama and moral clarity as those that came before, but they are no less important. For around the world today, we still see children suffering from hunger and disease. We still see run-down schools. We still see young people without prospects for the future. Around the world today, men and women are still imprisoned for their political beliefs, and are still persecuted for what they look like, and how they worship, and who they love. That is happening today.
It’s not fair to businesses and middle-class families who play by the rules when we allow companies that are trying to undercut the rules to work in the shadow economy, to hire folks at lower wages or no benefits, no overtime, so that somehow they get a competitive edge from breaking the rules. That doesn’t make sense.

WHAT、WHO、WHEN AND WHERE、HOW AND WHY
Tea drinking was common in China for nearly one thousand years before anyone in Europe had ever heard about tea. People in Britain were much slower in finding out what tea was like, mainly because tea was very expensive. It could not be bought in shops and even those people who could afford to have it sent from Holland did so only because it was a fashionable curiosity. Some of them were not sure how to use it. They thought it was a vegetable and tried cooking the leaves. Then they served them mixed with butter and salt. They soon discovered their mistake but many people used to spread the used tea leaves on bread and give them to their children as sandwiches.
What's the general idea of this short passage?
Compared with the Chinese, People in Europe, particularly in Britain were much slower in finding out what tea was like, and how to use it. They cooked tea leaves as vegetable and served them with butter and salt and even made them part of Children's sandwiches.
练习2
Tea remained scarce and very expensive in England until the ships
of the East India Company began to bring it direct from China early in the seventeenth century. During the next few years so much tea came into the country that the price fell and many people could afford to buy it.
At the same time people on the Continent were becoming more and more fond of tea. Until then tea had been drunk without milk in it, but one day a famous French lady named Madame de Sevigne decided to see what tea tasted like when milk was added. She found it so pleasant that she would never again drink it without milk. Because she was such a great lady her friends thought they must copy everything she did, so they also drank their tea with milk in it. Slowly this habit spread until it reached England and today only very few Britons drink tea without milk. General idea:
Tea remained scarce and very expensive in England until the ships of the East India Company began to bring it direct from China early in the seventeenth century.
On the continent, people used to drink tea without milk until a French lady invented the habit of drinking tea with milk.
