很多时候这几个事情是相互联系、相互依赖的。
比如说，政府要控制现有的污染问题，必须要了解其污染的原因和范围，这对新能源的开发能起到很好的借鉴作用。
在初期，如果能够很好地了解能源利用会产生的问题，这对新能源以后的发展会有很大的推动作用。
