A friendly neighbor who is horribly inept is still not very much help. While friendliness is essential, simple good-will is not enough to make a good neighbor. If you suffered from some natural disaster, or some accident, a helpful neighbor would be able to do more things than a neighbor who was concerned, but unable to help. For example, if your car wouldn’t start, imagine your neighbor didn’t know how to use the jumper cables. Despite good intentions, your neighbor might end up harming you or your vehicle.
