实行“双控”，能源消费总量控制在2.25亿吨标准煤以内，用水总量控制在140

• 立方米以内。以2015年能源资源消费为基数，2020年达成如下目标：
• "Double control system" is being implemented. The total energy consumption should be no more than 225 million tons of standard coal, and the total water consumption should be no more than 14 billion cubic meters during the 13th Five Year Plan period.
