公共交通优先系统的设计与分析

摘要：随着我国城市化进程的加快，城市经济的迅猛发展和人民生活水平的提高，机动化进程明显加快。与此同时，城市交通拥堵问题日益突出，也产生了环境污染等一系列问题。优先发展公共交通不但是改善城市交通的关键，而且也直接关系到城市可持续发展。“公交优先”已经是经过很多国家和很长时间实践证明行之有效的解决城市交通问题的良方。但是怎样使我国“公交优先”发展战略得到全面落实还需要进一步的研究。

本文在吸收国内外许多学者研究成果的基础上，分析了“公交优先”的内涵及相关的概念，通过分析“公交优先”发展的必要性和可行性，指出优先发展公共交通实际是人民大众优先，体现了社会公平和效率，以若干个城市“公交优先”发展的实践入手，对我国“公交优先”发展实施情况进行了分析和归纳，指出我国“公交优先”实施过程中遇到的问题，系统地讨论了公交专用道、公交专用进口道、公交停靠站的设计方法和它们之间的关系;研究了公交专用道的设置标准，对公交优先信号、公交预先信号进行了介绍;应用轨道交通线网规划的方法对公交优先通行网络进行规划;以人均出行时耗为指标对公交专用道、公交专用进口道、公交优先通行网络的效益评价方法进行了研究。

通过这些内容的研究，基本建立了规划公交优先通行网络的系统思想。并以安阳市为例对公交优先通行网络的具体规划过程进行了讨论。

The design and analysis of public transport priority system

Abstract：As the speed up of our country’s urbanization, and the rapid improvement of urban economy and the living standards, mobility process speed up significantly. At the same time, urban- traffic congestion problems have become increasingly prominent, and it also produced a series of issues such as environmental pollution. Giving priority to the development of public transport is not only the key to improving urban transport, but also directly related to the sustainable development of urban." Public transportation priority" is the result of many countries has been a long time and practice proven to address urban transport problems panacea. But the strategy for how to make China's" Public transportation priority" work is still need further study.

In this paper, we analyzed the meaning of" Public transportation priority" and the related concept- based on the study of many domestic and foreign scholars’research, through the necessity and feasibility analysis of" Public transportation priority", it pointed that giving priority to the development of public transportation actually means give priority to the people, which Reflects the social fairness and efficiency. Then it started with the practice research of a number of cities’" Public transportation priority", gave analysis and categorization of the implementation of our country’s " Public transportation priority", pointed out the main problems we’ve met. The thesis studied systematically，the designing methods of bus lane，bus entrance lane of intersection and bus bay stop and their interrelation ship . And the setting standard of bus lane is also studied，which includes the standard of buss Peed，the standard of bus flow rate，the standard of road condition. More over the bus signal priority and the Pre-signals are introduced and the bus priority network is planned by using the planning method of urban mass transit network. Finally the methods of benefit assessment of bus lane，bus approach lane and bus transport priority network are studied，which takes the travel time of each person as standard.

Based on all those studies，the system idea of Planning bus Priority network has been established. Finally，taking Anyang as an example，the thesis has discussed the actual Process of Planning bus transport priority network.
