摘要：随着信息技术的飞速发展,尤其是计算机技术、网络通讯技术、数据库技术等高新技术在人事信息管理领域的广泛应用,各企事业单位的人事信息管理模式在发生着根本性变化。网上招聘系统、远程网络培训系统、人力资源管理信息系统、人事政策自助服务系统等的建设与使用，不仅使员工的个性化要求得到满足，而且也提高了人事管理的效率，为人事管理者将更多的精力集中到对单位更有价值的管理活动中创造条件，因此建立人事信息管理系统已成为许多企事业单位提高竞争力和工作效率的重要选择。论文首先以人事信息管理系统的开发建设为背景，结合事业单位实际情况，对课题研究的意义和必要性进行阐述；其次深入研究和学习了系统开发所必需的基础知识和相关技术；接下来进行了系统的可行性分析，明确了系统的性能目标和功能要求，确定了系统的体系结构及其软、硬件平台，讨论了系统开发流程和功能划分，依据系统逻辑功能设计并建设了数据库架构。在此基础上，对人员基本信息管理、人员考评管理、人员档案管理、人员信息详细查询及报表导出等主要功能模块的技术细节和实现过程进行重点阐述。本系统利用Microsoft Visual Studio 2008作为开发环境、C# 为程序开发语言，以SQL Server 2005作为系统后台数据库，采用.NET、、XML、LINQ等核心技术开发完成了适合事业单位应用的人事信息管理系统。目前本系统已在辽宁省农业科学院各单位进行测试运行，研究和实践表明，系统运行稳定、安全可靠，基本实现了人事信息管理的无纸化、规范化、现代化和科学化。

Abstract：With the rapid development of information technology, many high and new technologies, such as computer technology, network communications technology, database technology .etc, has been more and more widely used in personnel information management. The mode of personnel information management has a fundamental change in enterprises or institutions. The construction and use of software system, such as Online Recruitment Systems, Remote Web-based Training Systems, Human Resources Management Information Systems, Personnel Policy Self-service System .etc, not only individual staff requirements are met, but also improve the efficiency of personnel management. It creates conditions that the personnel managers will focus on the more valuable activities of the management. Therefore, it is the important choice that Personnel Information Management System has been established for many enterprises or institutions to improve the competitiveness and efficiency of work. Firstly, the paper expatiates on the significance and the necessity of the research according to the actual situation in the background of the construction of personnel information management system in institutions. Secondly, the paper makes an intensive study of the basic knowledge and related technologies which are necessary to develop the system. Thirdly, the feasibility of the system is analyzed, the performance objectives and functional requirements of the system are well defined, software and hardware platform are determined and the system architecture is designed. Then the paper discusses the software development process and functional division. The construction of the database is designed according to the logic functions of the system. Finally, the paper focuses on the detail technology of the main functional modules including personnel basic information management, personnel appraisal management, personnel records management, for detail inquiries and report personnel information derived .etc. the system uses Microsoft Visual Studio 2008 as its development tool, C# as its program language, SQL Server 2005 as its back-end database. The system uses .NET, , XML, LINQ as its core technologies. At present, the Personnel Information Management System is under test and trial operation
