Sample： There are three parts in this paper. We start with a brief introduction of the world water shortage problem and the importance of water desalination. Then we propose a markov chain/dynamic programming theory/method to test the water strategy. An additional discussion of the water storing and water-saving agriculture strategies is also provided.
