摘要
随着世界金融一体化进程加速和我国银行业逐步对外开放,商业银行面临的市场竞争将更为激烈,中小型股份制商业银行在业务发展等方面正面临着来自内部以及外部环境的日益巨大的压力和挑战。传统的金融产品和服务类型已难以适应形势发展,转型已经迫在眉睫。面临越来越复杂的内外部环境挑战和同业竞争压力,作为一家农村商业银行,A农商银行只有选择适合自身发展的战略,才可以在未来激烈的市场竞争中立于不败之地。
在这篇文章当中,就这一领域发展的已有成果进行了总结,并在这一前提下开展了相关研究,分析了A农商业银行的概况,分别采用了PEST分析法和SWOT分析法对A农商银行的外部环境和内部优劣势等进行分析。通过PEST 分析法对影响企业战略决策的外部环境因素进行分析,了解A农商银行所处的政治、经济、社会和技术等环境,预测近几年的发展趋势,决定或者调整企业战略。通过SWOT分析法对内部环境探讨,分析A农商行的外部环境带来的机会、威胁和企业内部的优势、劣势,研究在新的经济形势下农商行如何在激烈的银行竞争中脱颖而出。
基于上述分析,论文研究认为A农商银行应该利用外部机遇,改进内部劣势,坚持“立足当地、立足基层、立足社区”的定位。从人力资源发展战略方面,加强人力资源建设规划,强化岗位管理体系建设,完善薪酬福利管理与激励体系,推进人才培养体系建设。在核心业务方面,从零售金融、公司与中小微企业金融、资金与金融市场业务三大板块入手,健全营销体系,打造特色业务,扩展金融市场业务。风险管理方面,构建安全体系工程,加强全面风险管理,完善内控合规体系建设。金融创新方面,从拓宽销售渠道,积极参与电子商务,搭建非金融服务平台,加快科技创新等几个方面进行开展。同时从战略组织保障、战略机制保障、战略投入保障等方面为实现发展战略做必要的保障措施。通过对A农商行的发展战略进行系统的研究,提出农商行的发展战略,有效地推动了战略管理理论与银行管理实践相结合,对A农商行的中长期稳健经营给出了支持和参照。

Abstract
Accelerate the process of financial integration with the world and the gradual opening up of the banking sector, commercial banks are facing market competition will be more intense, small and medium sized joint-stock commercial bank in terms of business development we are facing increasingly significant internal from the internal and external environment external pressures and challenges. The traditional type of financial products and services has been difficult to adapt to the development of the situation, the transformation is imminent. Faced with increasingly complex challenges of internal and external environment and competitive pressures, as a rural commercial bank, A Rural Commercial Bank only to choose their own development strategy, can remain invincible in the fierce market competition in the future.
This paper reviews the related theory of enterprise strategic management, analyzes the general situation of Rural Commercial Bank based on summarizing the research literatures related to rural cooperative finance, credit cooperative reform and Rural Commercial Bank and conducts an analysis on the external environment and development strategy of A Rural Commercial Bank by adopting PEST and SWOT analytical methods respectively.Strategic decisions affecting the enterprise external environment factors were analyzed by PEST analysis, understanding A Rural Commercial Bank in which the political, economic, social and technological environment, forecast the development trend in recent years, decisions or adjust business strategy. Discussion on the internal environment through SWOT analysis, analysis of the external environment A chance to bring agricultural businesses, threats and internal strengths, weaknesses, study agricultural firms how to stand out in the new economic situation in the fierce competition in the bank.
Based on the above analysis, the thesis that the A Rural Commercial banks should take advantage of external opportunities, improve internal weaknesses, "based on local, based on grass-roots, community-based" positioning. In the aspect of human resource development strategies, A Rural Commercial Bank should enhance the construction and planning of human resources, strengthen the construction of position management system, perfect salary welfare management and incentive system and advance the construction of talent training system;According to the schemes, A Rural Commercial Bank should start from three plates including retailing finance, finance of companies and medium, small and micro-sized enterprises, capital and financial markets to perfect marketing system, build characteristic services and expand the business of financial markets in the aspect of business;in the aspect of risk management, A Rural Commercial Bank should build the projects with safety system, strengthen overall risk management and perfect the construction of internal control compliance system; in the aspect of financial innovation, A Rural Commercial Bank should actively promote thought and business innovation and accelerate the promotion of technological innovation.In addition, Rural Commercial Bank should take necessary supporting measures from various aspects including the guarantee for strategic organizations, mechanisms and investment so as to implement development strategies.
