1. GENERAL
1. 概述
This specification covers the minimum requirements for flame detectors and alarm controllers to be used in the compressor stations in West-East Gas Pipeline Project. For the project background, environment, natural gas characteristic, general requirement of instrument, purchasing option, reference standard, measurement unit, marking, factory test, site test, package information and quality control, please refer to the specification NO. XQ-CS-ZK-SPE-0001, General specification for Instrumentations, Automation equipments and Control systems.
本技术规格书为火焰探测器及报警器专用技术规格书,适用于西气东输管道工程,是对压气站压缩机房内设置的火焰探测器及其报警器提出的最低技术要求。

有关本工程的概况、周围环境、输送介质特性、仪表一般技术特性、供货要求和方式、参照标准、度量单位、标识、工厂测试、现场试验、包装运输、质量保证等的详细描述,应遵照《仪表、自控设备和控制系统通用技术规格书》(技术规格书编号:XQ-CS-ZK-SPE-0001)执行。

The flame detector and alarm supplied by vendor should be product which acquired authentication by fire fighting control department of CHINA..
供货商所提供的火焰探测器及报警器应是在国内取得消防部门有关认证的产品。

The technical data in detail will be specified in the relevant data sheets. The delivery shall be performed by the vendor in accordance with the specification and the data sheets as well as the general technical specification.
火焰探测器及报警器的详细技术数据在相应的数据表中列出,供货商应根据本技术规格书和相应的数据表以及通用技术规格书的要求向买方供货。

If there is any difference between Chinese and English version, please refer to Chinese version.
本技术规格书的中文和英文版本之间若有偏差,应以中文版本为准。

The following applicable reference standards for the designed quality level of the supply shall be also carried out by the vendor except for the standards listed in general specification.
供货商除应参照通用技术规格书中列出的标准和规范外,还应参照以下相关仪表的标准和规范:
All contents listed above are only for reference. Vendor shall submit the technical standard and reference used in the manufacturing process, including the latest revision editions of them.
以上内容仅供参考,供货商应提供在本工程中所采用的标准和规范的清单,并应保证其版本为最新版本(包括修正版)。

3. TECHNICAL REQUIREMENT
3.技术要求
3.1 Flame Detector
3.1火焰探测器
1. The flame detector shall be provided with infrared / ultraviolet combination principle type or three frequency combination principle type. The detector should be sensitive to infrared and ultraviolet produced by flame.
1.火焰探测器应选用红外/紫外复合式探测原理或红外三频复合探测原理。

探测器应对火焰所产生的红外线与紫外光具有灵敏的检测能力。

2.The detect angle should be not less than 80°,and 1 square feet flame can be detected within 35 feet (10.7m) away. The detection orientation can be adjusted at random.
2.火焰探测器的探测角度不应小于80°,探测范围应至少能探测到35英尺(10.7m)
内1平方英尺的火焰。

探测器应是万向型,可随意调整其探测方位。

3.It should be high sensitivity. The detection response time to the flame should be not more than 0.5 second.
3.火焰探测器应具有较高的灵敏度,其对火焰的探测反应时间应≤0.5s。

4.The detector should be well misinformation resist performance. Infrared or ultraviolet produced by sun, heat, arc welding, lightning should be not lead the detector’s mis-alarm during normal operation.
4.火焰探测器应有良好的抗误报性。

正常工作时,由于太阳光、热源、电弧焊、闪电等所产生的红外或紫外光,不应引起火焰探测器的误报警。

5.The detector should be possess at least two (2) alarm signals , used for pre-alarm and alarm, and the output signal should be contact signals SPDT type , its capacity shall be not less than 24VDC, 3A.
5.火焰探测器应至少能输出两个报警信号,用于火焰预报警和火焰报警,报警信号应为SPDT类型接点信号,接点容量不应小于24VDC,3A。

6.The detector should have the self-check performance and corresponding fault output signal which type is non-source contact signals SPDT type , its capacity shall be not less than 24VDC, 3A.
6.应具有自检功能,并有相应的故障报警信号输出。

报警信号应是无源接点信号,接点类型应为SPDT,接点容量不小于24VDC,3A。

7.The detector shall be suitable for hazardous area installation which shall comply with explosive-proof EExdⅡAT3 or higher classification and weather proof to IP65 as a minimum.
7.火焰探测器应能在危险区域内安装并正常使用,其防爆等级不应低于EExdⅡAT3,
防护等级不应低于IP65。

8.The detector shall be same with abominable condition. According to requirement some detectors installed outdoor should be anti-rain, anti-dust and anti-sand. During normal operation no any affection come from the installation environment and ambient temperature. The main parts should be stainless steel material.
8.火焰探测器应能适用于恶劣的工作环境。

根据本工程需要,有些火焰探测器将有可能安装在室外露天环境,探测器探头应能够防雨水、尘土和风沙,正常工作时,不应受安装环境及周围环境温度的影响。

探测器的主要部件材质应选用不锈钢。

9. The detector shall be supplied with the site installation accessory.
9.火焰探测器应带有用于现场安装的安装附件及紧固件。

10.The supplier shall state that if the detector need calibrated period, and provide the method of calibration and calibration period where necessary meanwhile the calibration tools.
10.供方应说明火焰探测器是否需要定期进行标定。

如果需要,应说明其标定方法和标定周期,同时应提供标定工具。

11.The supply power should be 24VDC.
11.火焰探测器的供电电源应采用24VDC。

12.The vendor should be responsible for the recommendation of setting location of flame detectors.
12.供货商应负责推荐火焰探测器的安装位置。

Please refer to relative datasheet for the installation mode, installation place, instrument tag no. quantity of the detector.
火焰探测器的安装方式、安装地点、仪表位号、数量等应参照相应的数据表。

3.2 Alarm Controller
3.2火焰报警器
1.The alarm controller is the alarm device combined with the flame detector, it can receive the output signal of detector, and indicate sound light alarm.
1.火焰报警器是与火焰探测器配套使用的报警仪表,能够接收火焰探测器输出的信号,并能进行声光报警及显示。

2.For easily installation and configuration the device shall be selected the single channel module type structure, one detector and one device form one alarm circuit. All the alarm device can be able installed on the standard chassis which should be standard product and panel mounted. When vendor configure system, the chassis with corresponding slot should be selected in accordance with quantity of alarm circuit. There are enough slots on chassis to install the alarm controller or other type device, and superfluous slots should be closed by blind board.
2.为便于安装及配置灵活,火焰报警器应选用单通道模块式结构,每一台探测器与一台报警器组成一个报警回路。

所有的报警器应能安装在同一标准的报警器机架上。

报警器机架应是厂家标准的产品,且为仪表盘面安装。

供货商做系统配置时,应根据报警路数选择相应插槽数量的安装机架,机架上的插槽应足以安装火焰报警器或其它类型的报警器,若有空余,应用盲板封闭。

3. The alarm controller selected for each station site maybe installed together with other type alarms (such as combustible gas alarms) comply with requirement. Then the device should has common sound alarm and separately light alarm function, and the sound of alarm can tell from other type alarm’s sound.
3.对于每个站场所选用的火焰报警器,根据需要有可能与其它类型的报警器(如可燃气体报警器)集中安装在一起,火焰报警器应有公共声报警及单路光报警功能,其报警的声音应与其它类型报警器的报警声音有所区别。

4.The alarms should have the self-check performance and corresponding output signal which type is SPDT contact signal and its rating not less than 3A at 24VDC.
4.报警器应具有自检功能,并有相应的信号输出。

信号类型应为SPDT接点信号,接点容量不应小于24VDC,3A。

5. Use the LCD or LED digital indication mode, can indicate the alarm information and self check information. And it has the priority of display flame alarm information.
5.火焰报警器应采用LED或LCD显示方式,显示内容应为数字式,可显示报警信息及自检信息。

应优先显示火灾报警信息。

6. The flame alarms should have all sorts of performance test, sound and light alarm test and the alarm reset performance. And on control panel there are corresponding test button and reset button.
6.火焰报警器应具有各种功能测试、声光报警测试及报警复位功能,在其面板上应有相应的测试按钮和复位按钮。

7. The device should be storage performance, can record the alarm information, storage time not less than 30days.
7.火焰报警器应具有存储功能,可以对报警信息进行记录,存储时间应不少于30天。

8.The device should be output at least two (2) alarm signals , used for flame alarm and fault alarm, and the output signal should be non-source contact signals SPDT type , its capacity shall be not less than 24VDC, 3A.
8.火焰报警器至少应能输出2个报警信号,用于火焰报警和故障报警。

输出信号应为无源接点信号,接点类型应为SPDT,接点容量不应小于24VDC,3A。

9.It should be lose power protection performance, and there is standby battery inside. When exterior power lose suddenly, the data should be without lost. While power
comeback the device should indicate relative information about lost power and alarms, meanwhile send the information up to computer control system.
9.火焰报警器应具有掉电保护功能,在其内部应有备用电池,当外部电源突然断开时,其内部存储的数据不应丢失。

当电源恢复后,应能显示相关的掉电及报警信息,并能将此信息上传至计算机控制系统。

10. The supply power should be 24VDC or 220VAC.
10.火焰报警器的供电电源应采用24VDC或220VAC。

4.ACCEPTANCE TEST

4.1 Factory Acceptance Test (FAT)
4.1工厂验收试验Factory Acceptance Test (FAT)
Vendor should have full-scale test and inspection of the devices at factory to certificate that the performances of each device delivered can meet the buyer’s requirements completely.
所有仪表在出厂前应根据有关规范进行工厂试验,以证明所提供的设备在各方面均能完全符合买方的要求。

The flame detector and alarm controller shall be tested according to applicable industry specification or other governing code requirement.
火焰探测器及报警器应依据相应的工业标准或其它的管理规范进行出厂测试。

Vendor should provide the test report and quality report for every unit of devices. The report should be signed, dated and original one.
供货商应向买方提供每台仪表的出厂测试报告及质量检验报告,应是具有签署
和日期的正式报告。

The vendor shall perform the test and inspection of 100%. Its contents should at least include the items listed below:
供方必须对所供设备进行100%的试验和检验,其内容至少应包括:
1. Static Inspection

·Quantity check(Including accessories)
·数量检查(包括附件);
·Visual inspection(Including painting quality , surface finish etc.)
·外观检验(包括漆面质量、表面光洁度等检验);
·Dimension inspection
·尺寸检测;
·Information of labeling
·标牌标识是否完整、清晰;
·Whether or not the tightening parts and the panel etc. are loose
·紧固件、盘面等是否有松动现象;
·Style of connecting, whether or not the dimension meet the standard
·连接件形式、尺寸是否符合标准;
·Compliance of materials with the material certificates from material suppliers (including inner parts and covers)
·材质是否与供货商提供的证明相符(内部件,外壳等)。

4.2 Site Acceptance Test (SAT)
4.2现场验收试验Site Acceptance Test (SAT)
After the goods ship to the operation field, vendors and buyers shall inspect the goods together. As soon as the problems discovered, the vendor shall be responsible for solving the problems. (Since the test at factory has been carried out, and the problem occurred again ).
仪表设备运抵安装现场后,由供方与买方共同开箱检查,发现问题,由供方负责解决(即使在供货商工厂已试验过且以已通过出厂验收)。

A detail inspection plan shall be submitted by the vendor in advance two weeks before SAT and shall be approved by the owner. After the SAT, the pre-acceptance can be carried out by the customer.
在现场验收试验前两星期,供方应事先提出试验计划,并须征得业主的批准。

现场试验合格后,由用户预验收。

Vendor shall send the experienced service engineer to instruct the installation and commissioning of the device and related necessities.
在设备安装和投运期间,供方应派遣有经验的工程师到现场指导,协助并监督仪表设备的安装并保证其投入正常运行。

5. NOTES
5.有关说明
If necessary, owner maybe requires that the vendor who supplied flame detector and alarm controller also provide gas detector and alarm controller as well as fire detecting and alarm system. When the three systems were configured, vendor should be considered as a whole in accordance with technical and function request of their respective specification. The gas alarm controllers and the flame alarm controllers should be installed on one alarm panel, which maybe supplied by the vendor. Fire alarm device can be also installed on this alarm panel, or adopt hanging mode. Vendor should provide the matching devices and solution of the whole system in accordance with the relevant specifications and data sheets about flame detector and alarm controller as well as fire detecting and alarm system. The corresponding documents should conform to XQ-CS-ZK-SPE-0017, XQ-CS-ZK-SPE-0018, XQ-CS-ZK-DAT-0018, XQ-CS-ZK-DAT-0019.
根据需要,业主有可能要求火焰探测器及报警器的供货商同时配套提供可燃气体检测器及报警器以及火灾监控(检测)及报警系统。

在进行以上三个系统配置时,供货商应根据各自专用技术规格书中的技术及功能要求,进行统一考虑。

可燃气体报警器和火焰报警器应集中安装在同一面报警仪表盘上,可以利用同一标准的安装机架安装两种类型的报警器,该报警仪表盘有可能由供货商一并提供,火灾报警设备也可以安装在此报警仪表盘上,或采用壁挂形式。

供货商应根据可燃气体检测器及报警器技术规格书和数据表(XQ-CS-ZK-SPE-0016,XQ-CS-ZK-DAT-0017)以及火灾监控(检测)及报警系统技术规格书和数据表(XQ-CS-ZK-SPE-0018,XQ-CS-ZK-DAT-0019)配套提供相应的设备和整体解决方案。
