SPECIFIC PROJECT (2)
On going projects The VTCL Project (Vocational Training in Cambodia and Laos) has been carried out since December 05 in cooperation with IED (France), ETC (Netherlands) and ITC (Cambodia) with the aims to develop various short term training programs for the companies making business in rural electrification i.e. renewable energy. The training programs will focus mainly on the technical and managerial issues how to use renewable energy in the rural electrification in cost effective and efficiently manners. Technical difficulty faced (from the survey): Very low technical knowledge among the consumers Lack of managerial and technical skills of the service providers
Country Policy (2)
The implementation strategies of energy efficiency and conservation is to Improve energy efficiency and its technology in both electricity industry and commercial buildings; and Stimulate greater private sector participation. To address this, the government has set primary milestone: Establishment of Off-Grid Promotion and Support Fund based on Lao Electricity Law, and Prime Minister Degree on OPF which is to become a National Rural Electrification Fund (REF). Reshuffle the task of various ministries in dealing with energy and renewable energy

Biomass feasibility study; Master plan study on small hydro power sites; and Solar Systems for rural isolated villages.

Based on the time frame of the Power Implementation Plan, the government has the following specific objectives:

1st International Training Course on Effective Energy Systems for Sustainable Development 21 – 29 August 2006 AIT, Bangkok, Thailand
Electrification rate of 45% in 2005, 70% in 2010, and 90% in year 2020 (about 10% by Off-Grid) Promote hydropower resources for domestic and export use; and Strengthening power sector institutions.

Recently, the REF Decree No. 238/PMO last 11th of August 2005 has been approved. One of the features of this decree is Renewable Energy Resources Assessment, which comprises the following:

Project “Energy Saving in Lao Brewery Company” in cooperation with the Faculty of Sciences, Mahasarakam University, Thailand, in 2005 with the objectives to Familiarize the company with energy saving concept Raise the energy saving awareness of the company Train technical staff on the technical issues related to energy saving Technical difficulty faced: The distribution of electrical equipment did not compiled with technical standard Very few energy saving equipments were used

Installing light detecting devices to switch off lights for the walk ways during the day time. Final year projects students have to use energy saving devices e.g. lamps when designing electrical systems.
