我国航空医疗救援发展现状及策略

【摘要】 航空医疗救援具备迅捷安全的优势，未来需求充足，具备广阔的市场前景。近年来 , 在政府强力的政策扶持 下，我国航空医疗救援虽出现了迅速发展的趋势，但整体发展却有困难，具体表现在市场整体规模、机队规模、专业人员队 伍和飞行时间等指标都非常低下，目前面临飞机运营效率低、运输机场医疗航空转运率逐年下降、未形成立体航空医疗救援 网络、基础设施建设滞后、缺乏专业的航空医疗救援队伍、未建立完善的航空医疗救援调度体系等困难。这需要通过国家及 各级政府，以及通航企业和保险、金融、医疗等机构和人员，采取继续发扬“放管服” （放出空间、管出安全、真情服务）等政 策扶持，利用保险介入报销救援费用和融资购买航空器，充分发挥各类航空器的优势特点，多种救援方式共同促进、共同发 展的良性循环格局，加快推进立体航空医疗救援网络、立法重资推进基础设施、专业队伍和各项软件建设，大力推动航空医 疗救援发展。

航空医疗救援具备迅捷安全的优势，目前发达国 家大多建有完善的航空医疗救援体系。近年来，在国 家和地方各级政府，尤其是民航局的“放、管、服”（放 出空间、管出安全、真情服务）政策的强力刺激下，我 国通用航空迎来了迅猛发展，航空医疗救援也步入了 快车道，但距离规划的目标还有相当大的距离。笔者 根据统计数据，对比分析、阐述与展望航空医疗救援的 现状和前景、所面临的瓶颈与采取的策略。

【Abstract】 Aviation medical rescue features speediness and safety, and will be in heavily demand in future. In recent years, with the strong assistance of the government, China's aviation medical rescue has rapidly developed, but it has difficulty in overall development, which is reflected in small market size, fleet size, professional teams and flight time. At present, China's aviation medical rescue is challenged by low aircraft operation efficiency, declined medical air transport, immature medical rescue network, lagged infrastructure construction, lack of professional air rescue team, and insufficient air medical rescue dispatch system. It is necessary to carry forward the policy of releasing space, managing safety, and providing sincere services through the efforts of state and all levels of government, as well as the navigation enterprises and insurance, finance, medical and other institutions and personnel, introduce insurance into reimbursement, and finance to purchase aircraft, thus detonating the market. In this way, the advantages of various types of aircraft can be given full play to, a virtuous circle of overall development promoted through various rescue methods, the construction of medical rescue network, infrastructure legislation, professional teams and software accelerated, and the development of aviation medical rescue vigorously promoted.
