北京市人民政府通告

市政府决定,自2007年8月17日起到20日止,每天6时至24时,对本市行政区域内道路采取临时交通管理措施。现就有关事项通告如下:

一、本市核发号牌机动车的交通管理措施

(一)对本市核发号牌机动车按车牌尾号实行单号单日行驶、双号双日行驶(单号为1、3、5、7、9,双号为2、4、6、8、0,下同),“二00二”式号牌机动车按双号管理。但以下机动车不受单、双号行驶措施限制:

1、特种车(警车、消防车、救护车、工程救险车);

2、公共电汽车及大型客车;

3、出租汽车和小公共汽车(不含租赁车辆);

4、邮政车;

5、各国驻华使、领馆和国际组织驻华机构机动车(“使”字号牌车辆);

6、持“2007好运北京”标识车证的机动车;

7、持公安交通管理部门核发的各类货运通行证(含危险品运输通行证)的保障城市正常生产、生活的机动车。

(二)货运机动车、摩托车、拖拉机、三轮汽车和低速货车除遵守上述规定外,仍执行现有限行措施,即:四环路以内道路(含四环路),每天6时至23时,禁止货运机动车行驶;四环路以内道路(不含四环路辅路),全天禁止京B号牌的摩托车行驶;五环路以内道路(含五环路),全天禁止拖拉机、三轮汽车和低速货车行驶。

(三)渣土运输车辆全天禁止在本市行政区域内道路行驶(持公安交通管理部门核发的此期间专用通行证、承担奥运工程渣土运输任务的车辆除外)。

The municipal government has decided that from August 17 to 20, 2007, temporary traffic control measures will be taken for roads in Beijing municipality from 6 o’clock to 24 o’clock every day. Below is an announcement on issues concerned.

1, Traffic control measures for Beijing-registered vehicles:

Only vehicles with the plate number ending with the odd numeral are allowed on roads on odd days while vehicles with the plate number ending with the even numeral on even days. (Odd numerals include

1,3,5,7,9; even numerals include 2,4,6,8,0. This rule also applies to the following mentioned vehicles. ) Vehicles with plate numbers written in Chinese characters such as “二00二” are treated as even numbers. Vehicles which will be exempted from these restrictions are as follows:

(1) Vehicles for special purposes including those of the police, fire, ambulance, and breakdown services.

(2) Buses and large passenger cars.

(3) Taxies and small passenger cars (excluding rented cars).

(4) Vehicles for postal services.

(5) Vehicles belonging to consulates and embassies, or international organizations in China (i.e. vehicles with the number plate bearing the Chinese character “shi” meaning “envoy”).

(6) Vehicles holding certificates of “Good Luck Beijing 2007”.

(7) Vehicles which hold the passes for freight (including hazardous materials) transportation issued by the Traffic Management Bureau for the guarantee of normal urban production and life.

2, Freight vehicles, motorcycles, tractors, motor tricycles, and low-speed cargo trucks, apart from observing the above mentioned rules, have to abide by the existent restrictions which state as follows. Freight vehicles are forbidden on roads within (including) the Forth Ring Road from 6 o’clock to 23

o’clock daily. Motorcycles with number plates of “Beijing B” are forbidden on roads with in the Forth Ring Road (excluding its subsidiary roads) whole day. Tractors, motor tricycles, and low-speed cargo trucks are forbidden on roads within (including) the Fifth Ring Road whole day.

3, Muck transportation vehicles are forbidden on all roads in Beijing municipality whole day except those which hold special passes issued by the Traffic Management Bureau and those used for the Olympic construction projects.

Public Notice of the People’s Government of Beijing Municipality

The Beijing Municipal Government has decided to impose temporary traffic control measures with respect to all roads within the boundaries of the Beijing administrative region between 06:00 and 24:00 from August 17 to 20, 2007. The government hereby notifies the related matters as follows:

1. Measures for motor vehicles registered/licensed in Beijing

(1) Of all motor vehicles registered/licensed in Beijing, those with license plates ending in odd numbers shall be allowed on the road on odd-numbered days, and those with license plates ending in even numbers shall be allowed on the road on even-numbered days (“an odd number” includes 1, 3, 5, 7 and 9; and “an even number” inclu des 2, 4, 6, 8 and 0, similarly hereinafter). Those vehicles with plates numbered “TWO ZERO ZERO TWO” must follow the even-numbered management plan. However, exemptions to the odd/even measures will be made for the following vehicles:

(a) Special purpose vehicles (police, fire, ambulance, and engineering rescue vehicles);

(b) Buses, trolleys and large passenger vehicles;

(c) Taxis and minibuses (excluding rented vehicles);

(d) Postal service vehicles;

(e) Motor vehicles owned (and operated) by foreign embassies and consulates, and offices of international organizations stationed in China (those with “embassy” plates);
