教育部关于批准高等教育教学改革立项项目的通知文章属性•【制定机关】教育部•【公布日期】2005.12.20•【文号】教高函[2005]23号•【施行日期】2005.12.20•【效力等级】部门规范性文件•【时效性】现行有效•【主题分类】高等教育正文教育部关于批准高等教育教学改革立项项目的通知(教高函[2005]23号)有关省、自治区、直辖市教育厅(教委),国务院有关部委教育司(局),部属有关高等学校:为促进我国高等教育的持续健康发展,引导高等学校以社会需求为导向,深化教育教学改革,走多样化人才培养之路,不断提高人才培养质量,根据“高等学校教学质量和教学改革工程”的总体安排,今年9月份,我部布置了“高等教育专题研究项目”、“研究性学习和创新能力培养的研究与示范”教学改革立项项目和“地方本科院校人才培养目标、模式与方法的研究与实践”教学改革立项项目的申报工作,组织开展高等教育教学改革项目的立项研究工作。

在经过公布项目指南、接受高校申报、组织专家评审等程序的基础上,经研究,决定批准52个立项项目,其中,“高等教育专题研究项目”13个,“研究性学习和创新能力培养的研究与示范教改项目”15个,“地方本科院校人才培养目标、模式与方法的研究与实践教改项目”24个(见附件),现予以公布。

为了保证立项项目的顺利实施和取得实质性成果,现将有关事项通知如下:一、本次立项项目纳入“高等学校教学质量与教学改革工程”统一管理,我部高等教育司负责项目的指导、检查和评估验收。

二、“高等教育专题研究项目”实行项目主持人负责制,我部有关人员参与项目的研究工作。

项目主持人负责立项项目的总体水平和研究进度,统筹安排和负责使用本项目研究经费。

项目学校应按不低于1∶1的比例落实配套经费,为项目实施创造良好的内外部条件。

专题项目应在2006年底前完成,并向我部提交项目研究报告。

三、“研究性学习和创新能力培养的研究与示范教改项目” 和“地方本科院校人才培养目标、模式与方法的研究与实践教改项目”实行项目主持人和项目学校负责制。

大学英语公共选修课的体系与操作摘要:大学英语教学改革对大学英语的课程体系提出了新的要求。

开设大学阶段的英语选修课是满足这种教学改革要求的一个有效的措施。

本文概述了国内一部分大学在这方面的实践,进而分析了英语选修课的体系与结构,然后对这种课程的开设和实施提出了若干建议。

关键词:大学英语教学改革;英语选修课;课程体系中图分类号:g64文献标识码:a 文章编号:1009-0118(2011)-01-0-02教育部高教司的《大学英语课程要求》(以下简称《要求》)明确提出,大学英语的教学目标是培养学生英语综合应用能力,特别是听说能力,使他们在今后工作和社会交往中能用英语有效地进行口头和书面的信息交流,同时增强其自主学习能力、提高综合文化素养,以适应我国经济发展和国际交流的需要。

《要求》对大学英语课程设置提出了一个全新的观念:大学英语课程应该是一个体系,而不应该只是原来那样传授给学生的一些语言技能。

它明确要求各个学校应当根据本校的实际情况,按照《要求》的精神确定本校的大学英语教学目标,并以此为基础设计自己的大学英语课程体系。

要将综合英语类、语言技能类、语言应用类、语言文化类和专业英语类等必修课程和选修课程有机结合,形成一个完整的大学英语课程体系,以确保不同层次的学生在英语应用能力方面得到充分的训练和提高。

一、国内英语选修课概述国内大学英语选修课的开展已经有一个比较长的历史。

一些高校外语院系在十多年前就已经开始这方面的尝试。

但是一些年以来,英语选修课还不被重视,也不被看作是一个体系。

近几年,这个问题开始得到改变。

国内许多高校已经正式地开始它的建设。

南京大学的外语教学实力非常强大。

该校外语部开设的英语选修课有二十多门次。

这些英语选修课主要有:高级英语阅读与英汉翻译;英语中级口译;跨文化交际与英语学习;经贸英语阅读;高级英语听力;高级英语词汇;中级美语口语;英美经济概况;高级英语写作;中高级英语视听;英文时事听力;高级英语口语;英语国家文化;加美文学和文化;美国社会与文化;高级英语听说等。

1978年开始招收英语专业本科生,1988年被国务院学位办批准为“外国语言学与应用语言学”硕士学位授予权的单位,2000年获批“英语语言文学”硕士点,2005年取得“外国语言文学”一级学科硕士授权,同年开始招收俄语语言文学硕士研究生。

外国语学院下设基础英语系、语言科学与工程系、英语文学系、德语系、俄语系、翻译系、修辞与交际系、大学英语教学部、研究生公共外语教学部、小语种教学部、语言研究中心、英美文学研究中心、翻译研究中心和课程研究中心。

另外还主办《大学英语》和《外国语言文学研究》两个期刊。

外语资料中心现收藏有中外期刊100多种,中外图书3万余册。

外国语学院现有教职工132人,其中教授12人,副教授39人,已取得博士学位及博士在读29人,具有硕士以上学位比例达到%,外籍教师14人,承担全校本科生、研究生、专科生、辅修专业、继续教育等外语教学任务和教辅工作和学院党政治理工作。

外国语学院在国际学术交流和国际合作办学等方面都取得了较大成绩,前后聘请了语言学、文学、翻译等领域国际知名的学者40余人前来讲学,或兼任我院教授,有力地推动了我院的科学研究和学科建设。

另外,外国语学院从1993年开始主办的“国际应用语言学与语言教学研讨会”已持续举行七届,两年一次的“北京应用语言学学术研讨会”也已举行了六届。

中国认知语言学国际论坛已成功举行六届,我院主办的全国大学俄语教学研讨会已持续成功举行12届。

2020年承办第12届全国理工院校英语专业教学研讨会。

2020年,学院教职工全年在国内外各类学术刊物上发表论文92篇,出版专著、教材、译著21部,承担校级以上科研、教研课题6项,取得校级以上奖励15项;2020年在科研上取得冲破,取得国家社科基金项目2项。

北京航空航天大学(2005)大学英语教学改革构想和实施方案一、大学英语教学改革的构想和原则1.社会背景随着80年代改革开放,英语作为国际交流的主要工作语言,促使人们开始认识到学习英语的重要性;90年代以来,随着国民英语水平的广泛提高和中国加入WTO,人们已不再满足于会读不会听、说的“聋哑”英语,要求能够自由地使用英语进行口头和书面的交流。

2.大学英语教学改革的背景为适应国家经济和社会发展的要求,84和85年分别制定和实施了理工科和文理科《大学英语教学大纲(高等院校本科用)》,并于88和89年分别开始实行全国大学英语4级和6级考试,由此进入大学英语教学的发展阶段,确立了大学英语的学科地位。

十年之后,由于社会对人才要求的提高,原国家教委在大庆会议上适时提出了大学英语要上一个新台阶的要求。

到99年,《大学英语教学大纲(高等院校本科用)[修订本]》出台和全国8大试点院校教改试点完成一轮实验,标志一个阶段的结束和一个新时期的开始。

经过3年的研究和思考,教育部指出大学英语教学目前的问题是:大学英语教学和中小学英语教学存在脱节、重复状况,致使学生对大学英语产生厌学情绪;大学英语教学对英语综合运用能力重视不够;评价和考试体系有待完善。

提出:转变思想,必须把听力和交流放在英语教学的重要位置,全面发展和提高学生听、说、读、写能力;不同类型的高校应有不同类型的英语教学大纲;加大教改力度,确立以培养实用性英语人才为重点的思想,根据学校条件逐步朝“双语教学”与大学英语教学相互补充、相互渗透,最终完全过渡到“双语教学”的方向发展。

党的16大政治报告所体现的“解放思想与实事求是的高度统一,理论创新与实践创新的高度统一,总结过去与规划未来的高度统一,立足国情与面向世界的高度统一”,应是我们当前大学英语教学改革的指导方针。

对于大学英语进行课程设计,首先要进行需求分析,了解教学对象,了解他们的起点,认真选择教学内容,根据实际教学时数,提出既有先进性又有现实性的教学目标。

师资队伍总体介绍:教学队伍由6位教师组成。

其中50岁以上教师1名,40岁以上教师1名,30岁以上教师4名。

她们均在国内外重点院校攻读过语言学、文化、语言教学等相关学位,构成了有较好的知识结构。

目前队伍中共有副教授3人(均为外语学院硕士生导师),讲师3人,职称分布基本均匀。

教学队伍成员均从事英语教学研究,且每位成员还有稳定的研究方向。

高月琴副教授和刘玮副教授从事英语语言学研究,李兵副教授从事英美文化研究,陈晓颖讲师从事英语教学理论与实践研究,蒋兰讲师从事语言学与商务英语研究;王一娜讲师从事语言学与英语教学研究。

提供了大量的专业选修课,增加了培养计划的灵活性。

2•各级精品课程的申请作为提高教学质量的一个重要措施,今年,学校、北京市、国家教育部都启动了精品课程建设计划,能否进入精品课程建设规划是直接关系我院课程教学质量和建设经费的一件大事。

我院分别推荐“材料力学”、“飞行力学”申请北京市和教育部精品课程,最终材料力学被评为北京市精品课程。

《要求》对大学英语课程设置提出了一个全新的观念:大学英语课程应该是一个体系,而不应该只是原来那样传授给学生的一些语言技能。

它明确要求各个学校应当根据本校的实际情况,按照《要求》的精神确定本校的大学英语教学目标,并以此为基础设计自己的大学英语课程体系。

要将综合英语类、语言技能类、语言应用类、语言文化类和专业英语类等必修课程和选修课程有机结合,形成一个完整的大学英语课程体系,以确保不同层次的学生在英语应用能力方面得到充分的训练和提高。

一、国内英语选修课概述国内大学英语选修课的开展已经有一个比较长的历史。

一些高校外语院系在十多年前就已经开始这方面的尝试。

但是一些年以来,英语选修课还不被重视,也不被看作是一个体系。

近几年,这个问题开始得到改变。

国内许多高校已经正式地开始它的建设。

南京大学的外语教学实力非常强大。

该校外语部开设的英语选修课有二十多门次。

这些英语选修课主要有:高级英语阅读与英汉翻译;英语中级口译;跨文化交际与英语学习;经贸英语阅读;高级英语听力;高级英语词汇;中级美语口语;英美经济概况;高级英语写作;中高级英语视听;英文时事听力;高级英语口语;英语国家文化;加美文学和文化;美国社会与文化;高级英语听说等。

1月15~16日,我司组织专家对这些学校进行了评审,初步确定180所高校(附后)参加教学改革试点工作,并在2月1~6日在北京举办了“大学英语教学改革”骨干教师培训班。

为保证试点工作的顺利进行,现将有关问题通知如下:一、大学英语教学改革是高等学校教学质量与教学改革工程的重要组成部分,各省级教育行政部门和各高等学校要进一步更新教育观念,提高对大学英语教学改革的重要性的认识,把这项改革作为提高人才培养质量的一项工作来抓;对本省(自治区、直辖市)和本校的大学英语改革工作进行统一部署,并加强对这项工作的领导。

二、为支持学校的改革试点工作,我司给每校投入10~12万元的经费支持,用于统一向出版社购买软件和教材提供给试点学校,并请出版社为试点学校提供软件和教材使用方法培训。

同时也请试点学校对教学软件的进一步完善提出改进意见。

三、参加试点的高校应根据向我司申报的试点方案,为试点工作提供资金和设备支持;学校的主管部门也应提供配套资金支持。

北京航空航天大学(2005)大学英语教学改革构想和实施方案一、大学英语教学改革的构想和原则1.社会背景随着80年代改革开放,英语作为国际交流的主要工作语言,促使人们开始认识到学习英语的重要性;90年代以来,随着国民英语水平的广泛提高和中国加入WTO,人们已不再满足于会读不会听、说的“聋哑”英语,要求能够自由地使用英语进行口头和书面的交流。

2.大学英语教学改革的背景为适应国家经济和社会发展的要求,84和85年分别制定和实施了理工科和文理科《大学英语教学大纲(高等院校本科用)》,并于88和89年分别开始实行全国大学英语4级和6级考试,由此进入大学英语教学的发展阶段,确立了大学英语的学科地位。

十年之后,由于社会对人才要求的提高,原国家教委在大庆会议上适时提出了大学英语要上一个新台阶的要求。

到99年,《大学英语教学大纲(高等院校本科用)[修订本]》出台和全国8大试点院校教改试点完成一轮实验,标志一个阶段的结束和一个新时期的开始。

经过3年的研究和思考,教育部指出大学英语教学目前的问题是:大学英语教学和中小学英语教学存在脱节、重复状况,致使学生对大学英语产生厌学情绪;大学英语教学对英语综合运用能力重视不够;评价和考试体系有待完善。

提出:转变思想,必须把听力和交流放在英语教学的重要位置,全面发展和提高学生听、说、读、写能力;不同类型的高校应有不同类型的英语教学大纲;加大教改力度,确立以培养实用性英语人才为重点的思想,根据学校条件逐步朝“双语教学”与大学英语教学相互补充、相互渗透,最终完全过渡到“双语教学”的方向发展。

党的16大政治报告所体现的“解放思想与实事求是的高度统一,理论创新与实践创新的高度统一,总结过去与规划未来的高度统一,立足国情与面向世界的高度统一”,应是我们当前大学英语教学改革的指导方针。

对于大学英语进行课程设计,首先要进行需求分析,了解教学对象,了解他们的起点,认真选择教学内容,根据实际教学时数,提出既有先进性又有现实性的教学目标。

3.北航大学英语教改的历程从84 年至今的20多年里,值得骄傲的是北航为全国大学英语的教学改革做出了两大突出贡献:一是首创实施分级教学,二是最先尝试并坚持至今的大学英语大规模口语考试。

在8大院校试点中,我们于1998年6月举行了第一次由北航自主命题的大学英语四级考试。

北航四级考试加大了试题难度,改变了试题结构,突出了对学生语言应用能力的考核。

同年,首次将口试纳入期终考试。

研究自主命题的北航四级考试是科学可靠的,体现了北航大英教改的要求和成果。

1999年起,我们从理论到实践解决了大学英语的课程整合,形成了视听说和读写译分课型教学模式,朝着培养学生语言应用能力迈出了一大步。

为培养学生自主学习能力,我们在2、3系进行了3 + 1实验,实现减时增效,为学生从基础英语学习向专业英语学习过渡假期一座桥梁。

4.新形势与问题回顾6年(1996-2002)教改,我们可以满意地是教改的方案和实践符合北航的实际,也可以自豪地说北航的大英教改在全国居于领先地位,对全国大英教学产生了很大影响。

当然,我们依然存在一些问题。

主要是虽注意了听说教学,但“聋哑英语”的状况没有完全改变;由于全国大学英语四、六级考试的存在,我们难于摆脱应试学习和应试教学的影响;在教学手段现代化方面,由于我们此轮教改启动略缓,须多加努力;特别是中学英语教学改革的深入,新生入学水平有了明显上升,已有少量学生通过了大学英语四级考试,多数学生已经接受了初步的语言技能训练,学生英语水平的存在差异明显,但我们教学要求和方法没有作相应的调整和变化,没有在教育个性化方面有所前进。

在以上背景下,我们必须重新确定前进目标,进行新一轮全面教改实验,以实现我校十一五规划目标,以保持北航在全国大学英语界的学术地位。

5、确立本轮教改目标和做法的几个原则研究确立新的起点和目标,满足教育教学个性化需求;尊重知识积累和能力培养的内在关系,符合语言认知科学;语言教和学的最终目的一是能综合应用所学语言,二是学会学习语言;大学英语考试必须采用全新的理论框架,全面、综合地评价学生的语言应用能力;目标应符合社会需求和北航“世界知名、国内一流”地位的要求。

6、目标以建构主义学习理论为指导,以任务型教学为主要形式,以培养语言应用能力(learn to communicate)和学习能力(learn to learn)为目的,形成充分利用现代教育技术支持的多元性、开放型的大学英语教学模式,形成最有利于学生获得语言能力的环境,做到网络自学和课堂辅导相结合,课内教师指导和课外学生自主学习活动相结合;建立起知识、技能、应用能力课程体系和适应这个体系特点的课堂多种教学操作规范和课外自主学习模式;建立起具有北航特点的语言综合应用能力的评估和测试体系以及成绩报告办法;7、课程设置大学英语课按语言基础、语言技能、语言应用三个层次设课。

语言基础侧重对英语语言基础知识的了解和掌握,包括语音、词汇、语法、篇章结构等;语言技能指听、说、读、写译五项技能,特别是说和写的能力,因此,设课时口语和写作要放在重要的地位来考虑。

语言应用区别于一般的口语和写作课,主要是指将英语应用到具体的生活、学习和工作场景,如辩论、演讲、谈判、论文摘要、简历、申请、求职信等。

在完成上述课程后,学有余力的学生可以参加选修课学习。

选修课的目的是拓宽语言知识、综合运用语言技能,与专业英语衔接,既可接受高级英语训练,也可为阅读本专业外文书籍或将来就业打下基础。

二、实施方案1.基本要求1)听: 能听懂英语授课,能听懂日常英语谈话和一般性题材讲座,能大体听懂英美国家慢速(约130词/分钟)新闻广播, 掌握其中心大意,抓住要点。

能运用基本的听力技巧帮助理解;2)说: 能在学习过程中用英语进行交流,并就某一主题进行讨论,能就日常话题和英语国家人士进行交流,能就所熟悉的话题经准备后做简短发言,发音清楚,语音语调基本正确。

能在交谈中使用基本的会话策略。

3)读:能基本读懂一般性题材的英文文章,阅读速度达到70词/分钟。

在快速阅读篇幅较长、难度略低的材料时,阅读速度达到100词/分钟。

基本读懂国内英文报刊,掌握中心意思,理解主要事实和有关细节。

能读懂工作、生活中常见的应用文体的材料,阅读时会使用基本的阅读方法。

4)写:能完成一般性写作任务,能描绘个人经历、观感、情感和发生的事情等,能写常见的应用文,能就一般性话题在一小时内写出300词的短文,内容基本完整,用词合适,语意连贯。

掌握基本的写作技能。

5)译:能借助词典对题材熟悉的文章进行英汉互译,英译汉速度为300词/小时;汉译英250词/小时。

译文基本流畅,能在翻译时使用适当的翻译技巧。

6)词汇量:4,500。

2.较高要求1)听:能大体听懂英美国家一般语速(约150词/分钟)新闻广播, 理解70%;2)说:能用英语进行日常生活交流;能在无准备的情况下就所熟悉的事物、事情进行三到五分钟的描述、叙述,语言语调大体正确、上耳;3)读:快速阅读120词/分钟;一般阅读70词/分钟;能看懂难度不大的英语原著和报刊杂志。

4)写:在一小时内就给定的话题写出350-400词的文章;除一般书信外,还应会普通应用文写作,如申请、论文摘要、电子邮件、便条等;5)译:能翻译词汇量控制在四级内的文章,英译汉350-400词/小时;汉译英300词/小时;6)词汇量:5,500词。

3.分级考试分级考试的性质属尺度选拔性考试,其作用在于将受试的英语知识和语言技能的掌握和运用水平呈正态性区分。

分级考试试卷的编制原则是:1)易操作性,即在极短的时间内公布考试结果;2)选拔性,即通过分级考试,选拔出适宜不同分级教学要求的学生;3)信息的丰富性,即试卷能为教师提供尽可能多的有关学生的信息。

4.分级与免修新生开课前参加分级考试,根据成绩分为A、B、C三级。

A级学生占5-7%,修读一年大学英语应用基础课,另外必须选修2门大学英语选修课;B级学生占30-35%,修读一年半的大学英语的基础技能课程,另外必须选修一门大学英语选修课;C级学生占60-65%,修读两年的大学英语基础、技能、应用课程。

在分级考试中的分数在85分以上者,可以申请免修大学英语基础课程,但必须满足以下两个条件方能获得免修课程的相应学分:1)参加大学英语结业考试并通过;2)选修四门大学英语四级后选修课。

5.课程体系大学英语课按语言基础、语言技能、语言应用三个层次设课。

6.考试体系大学英语课程考试按过程性评估和终结性评估相结合的原则来进行。

以学期为单位,每学期的大学英语课按一门次记,四个学期即四门次课程,每一门次的课程都必须通过。

国家四级考试不再作为学生必须参加的考试,但学生在第四学期要参加一个口语考试和一个写作考试(一小时内写出350-400词的文章)作为北航大学英语课程的结业考试,同时,这个结业考试也是第四学期的学业考试。

7.课外阅读新生入学起到第四学期,每学期都应安排一定量的阅读书目,按由易到难的原则安排,到第四学期时,最终能看懂难度一般的英文原著或英文刊物。

对所布置的阅读内容,要求学生写出读书报告,老师在助教的帮助下应全批全改。

第一学期:英美社会、历史、文化、幽默、名人佚事集(要求语言浅显而具趣味性)第二学期:简写本小说(以叙事、传记为主)第三学期新闻体报道、记事(应有即时性)第四学期名篇欣赏(可选一部分篇章和段落,但语言或者内容必须具有美感,能打动人。

)8.第二课堂活动第二课堂活动主要分为二部分:以网络为平台的任务型课后学习和以语言应用为主的竞赛活动。

以网络为平台的任务型课后学习将结合每学期的教学重点来安排;以语言应用为主的竞赛活动具体安排如下:第一学期:《北航大学英语学习手册》宣讲;语音比赛第二学期:英语演讲比赛或词汇比赛或写作比赛第三学期:新年英语文艺晚会或英文歌曲大赛或才艺大赛第四学期:辩论赛除以上活动外,外语系将继续办好英语角,并尽量安排外教参加。

9.制定《北航大学英语学习手册》附件1一.课程体系北航大学英语课程体系的设计原则是(1)多层次语言教学;(2)知识的积累、学习能力和应用能力的培养并重;(3)选修与必修相结合。
